4 1 REGIONAL DEVELOPMENT STRATEGY FOR SUSTAINABLE TRANSPORT AND TOURISM INTRODUCTION Danube region has good preconditions for tourism development. It abounds with natural, cultural and historical potential, which may develop into making a tourism offer and create quite a diverse range of products. On the other hand, the development potential of the Danube is not fully used. This is due to, inter alia, transport accessibility, or the availability of relevant information, which often creates a barrier to attendance. Topic of sustainable mobility and sustainable tourism follows the Europe 2020 strategy, which considers smart, sustainable and inclusive growth. With this strategy, the European Commission seeks to base the economic growth on better indicators of energy efficiency, low-carbon economy and renewable energy. As a tool for sustainable development for a whole Danube Region serves European Union Strategy for the Danube Region, which includes priority area aimed at: Improve the mobility and multimodality, in which should be ensured sustainable metropolitan transport systems and mobility, enhanced regional and local cross-border infrastructure as well as an access to rural areas and developed multimodality and intelligent transport systems, Promote culture, tourism and contacts between people, in which should be improved sustainable mobility and transport links via rail, bus and shipping in the Danube countries and promoted green transport links and cycle tourism. Sustainable development regional strategy for the transport and tourism ( Strategy ) is carry out within the transregional project TRANSDANUBE, funded through South-East Europe Transnational Cooperation Programme, whose main objective is the development of tourist attractions in the regions along the Danube through the promotion of sustainable mobility, natural and cultural heritage. The Strategy builds on previously developed analytical study of the state of the art of sustainable mobility and tourism in the Danube region, which was developed for Bratislava Self-governing region, which have mapped the current state of tourism and in particular the possibilities of sustainable mobility in tourism. Strategy consists of two parts: (1) Regional Strategy and (2) Regional Action Plan. Strategy and Regional Action Plan follow the activities carried out under the project Transdanube, in which the vision of sustainable mobility and tourism in the Danube region were discussed and four key areas of concern were determined: Page 4 / 82

5 1. Sustainable mobility offers, 2. Sustainable tourism product, 3. Information and Marketing 4. Financial possibilities, organizational and legislative framework. In terms of territorial specification Regional Strategy covers the development of whole area of interest of Danube region on Slovak territory (Bratislava, Trnava and Nitra region). It forms a logical framework for defining action plans in the individual regions. Regional Action Plan describes in detail the implementation of strategy for specific (limited) area. Due to the fact that the bearer of this strategy is the Bratislava Self-governing region, Regional Action Plan is based on the needs of the Bratislava region and identifies development projects primarily for the Bratislava region. The project aim is to develop a strategy for sustainable mobility with respect to the development of tourism in the respective regions along the Danube, including rail, public, cycling and shipping transport in order to implement the concept of sustainable tourism the Danube region. The reason for the creation of appropriate conditions for the public transport development is also an effort to reduce the negative impacts of individual motorized transport on the environment and safety on roads. Strategy, following the vision of the project, is defining objectives, priorities and measures in the field of development of sustainable mobility, tourism, information and marketing, as well as organizational and legislative framework that will support and enhance the competitiveness of the region and will contribute to ensuring the development of the tourism sector in Danube region. Regional Action Plan proposes a series of concrete projects with a detailed description, indicative budget and implementation horizon to achieve these objectives. In fulfilling the objectives of the Strategy and implementation of a Regional Action Plan is necessary to take into account the overarching goal of ensuring sustainable development of the territory. As an assumption for higher use of the potential of Protected area Dunajské luhy and Little Danube is the identification of old environmental burdens dating from the industrial production of the past, which may represents a risk for tourism development in the future. 6 1.1 OBJECTIVES The structure of objectives determined within strategy in question consists of following objectives: the global objective, which is defined on level of common strategy specific objectives, which are defined on level of individual interest areas (sustainable mobility supplies, sustainable tourism products, information and marketing and financial possibilities, organizational and legal framework) operational objectives, which are defined on level of concrete actions. Target group for which this strategy is defined is created by residents of the area in question, i.e. residents of towns and municipalities located in the Danube region 1. The center target group is created by residents of the Slovak capital city Bratislava and its near surroundings. Global objective: To improve the conditions for the development of tourism in surroundings of the river Danube through the sustainable mobility Scheme 1 Interconnection of individual objectives levels 1 For the project TRANSDANUBE purposes, within which this strategy is handled Danube region has been defined as the area of 50km distance from the Danube flow. 7 1.1.1 SPECIFIC OBJECTIVE 1: INCREASE THE SUSTAINABLE MOBILITY OFFER Priority 1: Sustainable mobility offers Operational objective 1.1: Enhance the quality and enlarge the offer of transportation service in areas of the river Little Danube, reservoir Hrušov and protected area of Dunajské luhy Minimum standards to be achieved in 2020: Expansion of cycle route network in the near of Little Danube with educational routes with connection to the international route Eurovelo 6 and Eurovelo 13. The network of cycle routes in the area of Hrušov reservoir will be built with the connection to the cross- border cycle routes system in Hungary and Austria. At minimum two starting points of PLA Dunajské luhy and its surroundings will be accessible through Bratislava s integrated transport system. Indicators: 15 km of new cycle routes will be built (strengthen, marking, insertion into the cycle routes network). Reconstruction of 15 km of already existing cycle routes. Operational objective 1.2: To create conditions for enhancement the use of water transport on the rivers Danube and Little Danube Minimum standards to be achieved in 2020: One regular ship transport connection between Bratislava center and Hrušov reservoir. One regular cross-border ship transport connection in the area of Water Works Gabčíkovo. In the area of Water Works Gabčíkovo will be at least two new ports available for tourists for passenger ship and yachts with the corresponding infrastructure. Accessing of at least two ports for non motorized boats on Little Danube. Building of two junction channels in the near of small river electric plants on Little Danube to increase the navigability of Little Danube. Indicators: Count of ship public transport connections on the river Danube passing through Bratislava (two connections: regular or seasonal). 8 1.1.2 SPECIFIC OBJECTIVE 2: ENHANCEMENT OF THE QUALITY AND DIVERSITY OF TOURISM PRODUCTS Priority 2: Products of sustainable tourism Operational objective 2.1: To use the potential of water tourism on the river Little Danube Minimum standards to be achieved in 2020: Creation and availability of minimum three new attractions in the Little Danube region. Renovation and availability of at least two water mills of Little Danube for touristic purposes. For tourists in the Little Danube region will be created complex two days thematic package of water tourism. Indicators: Count of reconstructed touristic attractions in Little Danube region and its surroundings ( two new attractions). Two reconstructed water mills of Little Danube. Operational objective2.2: To create conditions for the use of environmental tourism product in the PLA of Dunajské luhy and its surroundings Minimum standards to be achieved in 2020: Creation of at least two new attractions of touristic environmental products in the PLA Dunajské luhy and its surroundings. Accessing of the one educational path at the minimum in the PLA Dunajské luhy and its surroundings. Indicators: Count of newly created attarctions of tourism in the PLA Dunajské luhy (2 newly created attractions). 5 km of educational paths available in the PLA Dunajské luhy located in Bratislava county. Operational objective 2.3: To enable river boat transit through the old channel of the river Danube Minimum standards to be achieved in 2020: Feasibility study production of the Danube old channel navigability project and mapping of tourism development potential in its surroundings Page 8 / 82

9 Indicators: Building of one entry point for Danube old channel vessels. Old channel of the river Danube usage for touristic and recreational purposes SPECIFIC OBJECTIVE 3: INNOVATIONAL OFFER OF INFORMATION AND AIMED PROPAGATION OF TOURISM PRODUCTS Priority 3: Information and marketing Operational objective 3.1: Easily accessible information about tourist activities in Danube region Minimum standards to be achieved in 2020: Tourists will have at their full disposal complex portal with the offers of touristic attractions in Danube region with the supply of possibilities for public transport or non motorized transport. Indicators: Five established projects aiming the awareness increase of touristic attraction in Danube region. Operational objective 3.2: To increase the propagation of tourist products of gastronomy and hiking in the rural areas of Danube surroundings Minimum standards to be achieved in 2020: Production of at least two information material about countryside tourism products and gastronomy in the Danube region. For tourists in the Danube region at least two new thematic packages of tourism products will be created. Indicators: Five new thematic packages of tourism products in the Danube region. Operational objective 3.3: Support the tourism in the area of the river Little Danube through the creation of the product and its promotion Minimum standards to be achieved in 2020: Page 9 / 82

10 Production of one publication at minimum with the information, maps and indications about cycle routes, water paths, restaurant and accommodation possibilities. Indicators: One promotion material created about possibilities of tourism in the Danube region SPECIFIC OBJECTIVE 4: BETTER FINANCIAL, ORGANIZATIONAL AND LEGAL CONDITIONS FOR SUSTAINABLE MOBILITY AND TOURISM Priority 4: Financial options, organizational and legal framework Operational objective 4.1: To ensure financial resources to support activities in the field of sustainable mobility offers and tourism products in Danube region Minimum standards to be achieved in 2020: To ensure sufficient financial resources from the public sector to support the tourism sphere in the Danube region. To ensure supplemental financial sources from at least one private sector subject to support the tourism sphere in the Danube region. Indicators: Total volume of additional funds for the field of mobility support and tourism from public sources ( up to year 2020). Total volume of additional funds for the field of mobility support and tourism from private sources ( up to year 2020). Creation of subsidy scheme to support sustainable mobility and tourism in the Danube region. Operational objective 4.2: To create organizational precondition to ensure the horizontal and vertical coordination of key subjects activities Minimum standards to be achieved in 2020: Acceptance of at least one agreement about the cooperation between subjects of public administration to support the development of the Danube region. Indicators: Page 10 / 82

11 Count of created partnerships (e.g. PPP, working group) for purposes to support sustainable mobility and tourism development in the Danube region (one created partnership). Count of created cross-border platforms to develop tourism in the Danube region (one crossborder platform). Operational objective 4.3: To ensure the implementation of strategy into the Program of economic and social development of concerned counties and municipalities, and also monitor the progress of its implementation Minimum standards to be achieved in 2020: The implementation of sustainable mobility and innovative tourism products into the development papers of regional and local administration (PESD). Creation of common tourism development conception in the Danube region. Indicators: Count of accepted legislative tools to protect the environment and to support the tourism development and sustainable mobility in the Danube region (one legislative tool). Count of accepted strategic papers to support tourism development in the Danube region (one strategic paper). The implementation of strategy will be monitored through the scheme of measurable indicators. Monitoring of the state of strategy implementation will be ensured by Bratislava Self-governing region. Basis for the monitoring will be data provided by the Office of Bratislava Self governing region and involved municipalities. Page 11 / 82

12 1.2 REGIONAL CONDITIONS FRAMEWORK SUMMARY OF ANALYSIS OF SUSTAINABLE MOBILITY AND TOURISM IN THE DANUBE REGION AT PRESENT STATE 1. Transport system Through the Danube region two multimodal corridors are passing (IV. corridor: Dresden Prague Bratislava Vienna Budapest and V. corridor: Venice Koper Trieste Ljubljana Budapest Uzhgorod / supplementary road V.a/: Bratislava Žilina Uzhgorod). At present Slovakia is part of Schengen area and that is why borders of Danube region are open. The most important transit hub is considered to be Bratislava. The others transit hubs connecting railway and bus transportation with the local public transport are located in Trnava, Malacky, Dunajská Streda, Galanta, Komárno, Nové Zámky, Šaľa and Levice. Based on a few available information we can summarize, that the offer of regional public transport within regions is, excluding some exceptions, not attractive. Missing direct connections, low frequency and long waiting times during the exchange of connections are reasons why public transportation cannot competes private individual car transport. From the traffic and availability area of these attractions we can state, that attractions located in the surroundings of entry points have good accessibility thanks to public transport support. From the time point of view they are accessible up to 30 minutes without need of the connection exchange. Accessibility of the others attractions, which are located at the greater distance from the entry points is complicated and requires better logistics. In the most cases change of the connection and combined way of transport (train, bus) is needed. From the time perspective availability of attractions by direct connection up to 60 minutes and by combined transport more as 60 minutes. The main competitor of public transport is individual transport. In case of complicated exchanges and long lasting sections of the transport individual transport is the main competitor for the public transport which is at the end completely substituted. 2. Tourism sector Tourism in the monitored area is specialized mostly in recreation and stay close to the thermal water sources and sport activities concentrated near the Danube river and its tributaries. Danube tributaries are surrounded by floodplain forests with specific fauna and flora, which stimulated declaration of Protected landscape area Dunajské luhy. Very interesting attractions are also maintained water mills of Little Danube. Riches of thermal sources resulted into the building of thermal swimming pools which are visited by international clientele. The biggest swimming pools are visited by more as half of million visitors per year. Thanks to its locations regions are mostly oriented at summer sport activities - rafting, swimming, yachting, diving but also skating, running, cycling etc. Page 12 / 82

13 Recreational activities are completed by sport ones located at Danube embankment. Approximately 40 km path from Bratislava through Šamorín to Gabčíkovo (as part of the international cycle route EuroVelo 6) offers convenient conditions for cyclists. It is possible to pass this route by both banks of the Danube river. Suitable terrain condition and good socioeconomic location is reflected into the unconventional kinds of activities such as golf, automotive and racing tracks. Thanks to rich history the territory is full of cultural and historical monuments from time of Roman empire to the present. The largest number of historical monuments and museums and galleries is concentrated in the capital Bratislava. 3. Information systems While creating the tourism products, information about daily tourists are important, but these data are not officially published. This should be changed after release of implemented tourism satellite account results, which exactly establish methodology how to monitor counts of daily tourists. Based on the data analysis can be stated, that trend of all monitored indicators is increasing. 4. Organizational, legal and financial conditions Tourism and transport are meant to be one of the country s economic growth accelerator. They are difficult to develop without the support at the national level. Legal measures can create the framework for the support in the other hand can mean barriers in already mentioned areas of economy. Legal framework in the transport area is splitted into various sections according to the type of transport. The main legal framework for the tourism is Act no. 91/2010 Coll. on the support of tourism as amended by later regulations. Beside the legal framework, for the creation of transport and tourism analysis, it is important to know their institutional coverage. Transport and tourism belonging to the respective ministries, agencies, departments and sections reflects the pertaining importance to these areas. Tourism department has gone through a various ministries during the last years (Ministry of Economy, Ministry of Culture, Ministry of Transport, Construction and Regional development of Slovak Republic). Each transition includes the change of agenda, competencies and the most important aspects are missing which tourism institutions have which competencies. Area of transport is covered by Ministry of Transport, Construction and Regional development and each section such as Section of road transport and land communications, Section of railway transport and Section of Civil aviation and Section of waterborne transport. Also tourism belongs to the above mentioned ministry. Beside it fulfilling of tourism duties is covered by Self- governing regions, municipalities, Slovak tourist board, county organizations of tourism and regional organizations of tourism. Possibilities to finance projects from the area of sustainable transport and tourism from various sources and their combinations is a lot. Main sources of finance can be divided into two: own sources of regional administration, foreign repayable funds, foreign irretrievable funds and sources of private sector. Page 13 / 82

14 Ministry of Transport, Construction and Regional development of Slovak Republic and Slovak tourist board are present at national level. ŽSR (Railways of Slovak Republic), Železničná spoločnosť a.s. (Slovak rails, inc.) and Železničná spoločnosť Cargo a.s. (Slovak rails Cargo, inc) are covered by Ministry of Transport, Construction and Regional development of Slovak Republic. Their activities in the area of tourism development are directly connected to their competencies resulting from their institutional coverage. At regional level there are mostly departments of Self governing regions, county and regional tourism organizations. The key actors are organizations from private sector for example transport companies Slovak Lines, ltd, Regiojet, ltd, micro regional associations, local action groups etc. SWOT analysis Strength Transport and mobility: - Developed transport infrastructure - Convenient location at borders of three states - Good connection with Austrian public transport system (Vienna), train, bus, river, bicycle - Geographic location and accessibility of Bratislava as the center of the region - Integrated transport system of the Bratislava city - The offer of Danube cruise trips (passenger transport by the Danube river) - Well developed cycle routes (Eurovelo 6 and 13) - Increasing of cycle tourism popularity - Electromobility pilot project launched (project VIBRATE) Weaknesses Transport and mobility: - Unsolved static transport system in Bratislava and other cities, parking policy and parking system itself complicates the development - Underdeveloped conditions and infrastructure for future rise of cycle transport within cities (as sustainable form of the transport) - Data availability on national/ regional level as well as cross-border data - Regional disparities - Absence of direct railway connection of Bratislava Main station and Bratislava Petrzalka (direction to Austria) - Train and bus stations are not considered to be attractive public places (cleanness) - Aspect of time consuming travelling within the region by public transport( train/ bus) which is eliminated by individual transport (car) - Limited count of ports for recreational watercrafts - Underdeveloped network of cycle paths and routes, mostly around Komarno and Sturovo and connection between Danube cycle route and artery(connection between north and south) Turistický ruch: - High transport pressure, which is increasing during the years. 17 - The usage of external sources for financing the mobility development (PPP projects included) - The usage of external financing to speed up the increase of quality of tourism and recreational infrastructure, facilities and services - To complete common cross-border products and destination marketing with Austria and Hungary - To define the tourism strategy (marketing) for region development and promotion thanks to the cooperation of the involved parties of the Danube region Page 17 / 82

18 1.2.2 CONCLUSIONS After the location situation analysis is possible to conclude, that there is space for further development of sustainable transport and tourism. Primary offer creates very good conditions to develop non mass and eco friendly/ soft form of tourism such as walking, cycle tourism, riding, hunting and fishing. With the support of civil association activities, local action groups whether region residents themselves, suitable conditions to fill in the gaps will be created. But opportunities also bring risks. Subjects disinterest in cooperation, impact of economic crisis resulting to decreasing of municipalities and organizations budgets or increased environmental weight to the area can have negative impact on the overall area development. At the end it can be concluded, that to the topic of sustainable mobility and tourism in Slovakia is not pay sufficient attention. Fact is, that at present time pilot projects have been launched and key actors start to pay attention to the mentioned topic what creates positive premise to elaborate this theme in the future. By cooperation between private and state sector attractive touristic offer can be created, which will use transport mobility elements and will become able to compete individual transport. 19 1.3 GAP ANALYSIS Based on Gap analysis, through which gaps between desired state expressed by objectives set and present situation are identified, we can point at following gaps in individual areas: TRANSPORT SYSTEM A) insufficient infrastructure for pedestrians Within the Danube region the network of sidewalks and touristic paths for pedestrians is underdeveloped. The problem is long term neglect state and insufficient amount. Self-governing regions should pay more attention to this issue so residents together with visitors could know beauties of the Danube region closer. B) unexploited potential of the Danube river as the road for public transport For the promotion of sustainable mobility within the Danube region should transport through the Danube river be used in larger scale. Developing of this transport form, beside partial substitution of non conventional public transport, would increase the interest in tourism of the region. C) insufficient infrastructure for cyclists For further development of cycle tourism in the region area is needed maintenance, expansion and connection of already existing routes as well as building of new cycle connections. Insufficient interest in the preference of this transport form from Self-governing regions is reflected in low public interest. Cycle routes can be not only for recreation, but also as the connection of municipalities to ensure ordinary transport needs of area residents, what can support ecological aspect of sustainable transport. Also potential for cycle routes usage for running and in-line skating is appreciable TOURISM SECTOR A) unsatisfactory state of existing touristic attractions The barrier of increase of resident s interest in nature reservation visits, cultural monuments and others touristic facilities are their unsatisfactory conditions. To overcome this barrier increased maintenacne is needed. Revitalization of existing tourism products is less financially demanding as the building of new ones. B) low variety of attractions (insufficient amount of attractions) The other problem in gaining of new visitors is limited offer of provided touristic attractions. C) insufficient offer of attractions for short term recreation for region residents Suburbanization of Bratislava fast settlement areas brings need to develop new kind of recreation short recreation during the day, or weekend recreation. Mostly young families with children are looking for this kind of relax. They are mostly new residents of capital s satellites, who are use spending free time the planned way, which is dynamic and optimal represents combination of sport, recreational and educational activities INFORMATION SYSTEMS A) weak awareness and promotion of existing attractions Insufficient promotion of the unit and publicity of individual attractions is another barrier, which defend further development of tourism in the Danube region. Good and understandable awareness about possibilities how to spend the spare time and usage of offered services are basis for successful development beginning. Keeping the high quality information system could be the answer to this barrier. B) unused potential of existing attractions (missing networking) Huge gap exists also while usage of area potential and individual attractions. Decision making offices task is to identify similar activities and integrate them into common, unified category. With limited financial, legal, personal and organizational capacities of Self-governing regions, this region development obstacle is the easiest to overcome ORGANIZATIONAL, LEGAL AND FINANCIAL FRAMEWORK A) inconsistent concept/coordination for the development of the Danube region The basis for each activity related to questions of tourism development is creation of unified, common concept for all Self-governing regions. The absence of common principle, procedure and prioritization are the issue at present. The creation of common documentation and its further acceptance will be positive step forward comprehensive development. B) insufficient international development cooperation of the Danube region Another important problem is the lack of international cooperation between actors within development of the Danube region at the lowest level. Getting to know the problems and demands of the population of the involved parties, as well as the exchange of experiences with their solutions, is extremely necessary component for good cooperation. 26 2.2 EVALUATION OF DEVELOPMENT MEASURES Evaluation of selected developing measures was implemented on the basis of their expected impact on the overall objective of the Strategy. This evaluation was also called initial feasibility check, in which were the estimated projected costs, implementation horizon and a brief overview of anticipated sources of funding. As a basis for evaluation of development measures were used conceptual development documents prepared for transport, mobility and tourism in the planning area. Information on the financial framework and implementation horizon, in the case of incomplete information, were based on the implementation of similar projects in the past, or was proposed processing complex financial analysis. Identify sources of funding is based, inter alia, the experience of the current programming period, the European cohesion policy, as well as knowledge of the preparatory process for the new programming period The next step was to consult the identified projects and their specifications with relevant key stakeholders - representatives of Bratislava region, public administration, government, private sector and others. During the process potential partners involved in the implementation of these development measures, as well as their holders have been identified. 28 2.4 PRIORITISATION OF FEASIBLE DEVELOPMENT MEASURES Prioritization of development measures, with regard to their feasibility and significance of the impact, represents a result of the consultation process with key stakeholders. Priority level reflects the prioritization of development measures namely at three levels: high priority, medium priority and low priority. The following is a recapitulation of all information collected and compiled during the processes described above P 1: SUSTAINABLE MOBILITY OFFERS 1. Measure Recreational waterway Little Danube 2. Short description The aim is to revitalize the area of the river Little Danube and create new water connections, which provide an expansion of opportunities for spending leisure time activities and sport activities for inhabitants, prepare the ground for the development of environmental education projects and packages, and also present traditions that have always been linked with Little Danube. A part of the project should be oriented on creation of a strategy for using the area for all the attractions (sports recreation education) and the necessary background to them. The project should also reflect the potential of the areas capacity, but by natural stabilizing, as well as the interest of communities to participate in the final product as much to maintain balance functions. The project proposes the main points of interest, with the potential to build capacities and propose optimal mobility plan for them. It would be evaluated the natural and technical area limits, environmental burden, establish the optimal action to stabilize the area. The project also envisages the acquisition of boats cleaning the garbage and linking existing cycling way along the river. The project aims to create a legislative, organizational and technical conditions, as well as build a comprehensive infrastructure for water transport (locks, ports and harbors into the water, etc ) And the section from Bratislava to the confluence of the river Danube with river Váh. 3. Estimated impact The aim of the project is to obtain new waterway for sporting or recreational boating. In addition to the main objective also higher culture and clean little river Danube will be achieved, where it will be possible to develop non-formal education for various target groups in various forms - active (recreation, sports, sailing, cycling) and passive (nature trails, signs, restoration of cultural monuments and traditions, educational products). This measure will increase the attractiveness of the Little Danube, to attract new tourists and expand the recreation opportunities for area residents. Danube region by acquiring a specific identity that can be independently developed as a tourism product. 4. 30 2. Short description The purpose of the project is the involvement of non-motorized transport in Bratislava Integrated Transport System (BIT) in the Danube region. It includes building paths and additional infrastructure for pedestrians and cyclists (parking, bike racks, bike rentals), which will thus allow better access to public transport. The aim is through better availability to increase the attractiveness of public mass transport. 3. Estimated impact Integrated transport represents a uniform tariff and information system for various public transport means. To increase the attractiveness of using public transport is needed to build additional infrastructure for non-motorized traffic (pedestrians, cyclists) and its involvement in the BIT system. The main objective of this project is that residents prefer public transport instead of individual and thus conserve the environment. 4. Often this distance is the reason why people prefer to use individual car transport instead of public. The solution to this problem could be to map the potential attractions for which it would be seek alternative ways of overcoming the last mile. The aim is to prepare a study to identify suitable attractions and propose for them adequate solutions to overcome barriers to the last mile. 3. Estimated impact The output of the project is to increase the attractiveness and attract tourists to the identified municipalities. Tourists will gain entry point to PLA, from where they will have possibility to visit unique fauna and flora, to watch endemic species, which live in this area. Object will offer up country for coordination of environmental education for various target groups, place for scientific meetings and seminars, summer camps, representation of partner organization s interests, but will be also destination for individual walks. 3. Short description The aim of the project is to water and access tributaries directing from Danube (from Hrusov reservoir) towards listed municipalities and re-connect them step by step. By the revitalization of tributaries partial renovation of primary landscape structure should be achieved and also local network of water biocorridors should be created. Part of the project is the re connection of local cycle touristic and walking paths with the international Danubian cycle route with turnings along revitalized tributaries to individual municipalities. 3. The main target is to put into service canal at level Čunovo and at level Dunakility, as well as to put into service canal through weirs in the old channel of Danube. 3. Estimated impact Moving recreational sailing to the old channel of Danube its attractiveness would increase, thanks to the surrounding landscape as well as safety would increase, because shipping of the large cargo boats would be separated. The increasing of the attractiveness would increase the volume of visitors in this area. 4. BSGR card will enlarge family passports functionality, which holders will be allowed to use discounts for chosen services in tourism area by possibility to use it as pre paid travel ticket for ITS within Bratislava county. The project s aim is to continually engage new service providers in tourism and public transport into an integrated system using access via BSGR card. 3. It is necessary to organize the exchange of experiences and include excursions to selected facilities of rural tourism. Another objective of common platform is to achieve the cooperation and connection of public transport providers with subjects operating in the tourism area in order to increase the attractiveness of the public transport usage for commuting to touristic attractions. The example is the unified ticket for public transport which serves also as the ticket to the swimming pool and so on. 3. 48 3 SUMMARY Regional Strategy and Regional Action Plan are linked to activities whose were carried out under the project Transdanube, in which was discussed and determined vision of sustainable mobility and tourism in the Danube region and has defined four key areas of concern, namely: 1. Sustainable mobility offers, 2. Sustainable tourism products, 3. Information and marketing, 4. Financial capabilities, organizational and legislative framework. These areas have been subject to detailed specification in the Slovak part of the project area. The Strategy also contributes to obtaining the objectives and measures in the field of mobility, transport and sustainable tourism development that are defined in the key development documents of all three slovak regions bordering the Danube (Bratislava, Trnava and Nitra). It is mainly the Program of economic and social development of the regions, which deal also with the measures and activities to develop integrated, sustainable, ecologic and available mobility, the development of an integrated transport, development of cycle routes network, building and development of tourism information systems, promote the development of specific forms and tourism products, water tourism (lakes, watercourses) development and increase the attractiveness of the region for tourists. The coordinator of the strategy and action plan is Bratislava Self-governing region (as a project partner of Transdanube). Defining strategic objectives, as well as the establishment of a regional action plan, follows the strategic objectives and development measures defined in the Program of economic and social development of Bratislava Self-governing region for , and the Action Plan of the Office of Bratislava Self-governing region for the years for the implementation of the Program. On the level of Bratislava Self-governing region the Strategy contributes to fulfillment of the following measures defined in the Program of economic and social development for : Measure No. 6 The environment protection and long term resources utilization (Activities: 6.2 Protection, support and development of cultural and natural heritage, 6.3 Protection and restoration of biodiversity, protection of land and restoration and support of ecosystem services, 6.7 Investments into activities, which promote decrease of air pollution from transport), Measure No. 7 Sustainable mobility support and removing the obstacles in key network infrastructures (Activities: 7.2 Regional mobility fostering, 7.3 Development and restoration of high quality interoperable rail system, 7.5 Development of integrated, sustainable, ecology and available mobility through investments into pumping and charging station, 7.7 Integrated transport development), Measure No. 8 Employment and workforce mobility support (Activities: 8.3 Support for creation of new SME and other work forms in rural areas). 49 Set up the development measures in the Regional Action Plan monitors existing development potential of the river Danube, following a common vision for the development of sustainable mobility and tourism in the Danube region, in which the key development areas were identified: Little Danube, Protected landscape area Dunajské luhy and water reservoir Hrušov, Water transport on the river Danube. In the next step it will be necessary, for some development measures, to process further detailed studies to comprehensively determine the conditions and assumptions of their implementation, as well as will set next important steps to fulfill the objectives developed in the strategy. Another precondition, for the successful implementation of the objectives defined in the regional strategy, is the establishment of monitoring and evaluation system. It should provide information on the physical progress during fulfillment of the objectives set out in the regional strategy. For the successful implementation of the strategy, it is required a further expanding and deepening cross-border cooperation, cooperation between neighborhood regions, as well as territorial cooperation between regions and local municipality/authorities. An important factor is the interest and involvement of local actors, especially from private sector, in the process of developing a comprehensive tourism packages. To faster development of sustainable mobility in tourism it will be necessary to gain external support in the form of financial contribution from the European Union. Page 49 / 82

79 4.4 BEST PRACTICE EXAMPLES Based on the experiences with the development and sustainable mobility support and sustainable tourism best practice examples of international and cross border activities are described in the following text. 1. Mošon Danube Mošon Danube is right side tributary of the Danube, which disconnects from the main flow below Bratislava close to Water Works Čunovo, cross the border with Hungary, flows through Pannonian plain through cities Mosonmagyaróvar and Győr and after 123 kilometers flows back to the main flow of the Danube above the Gonyu municipality. Along the river camping places are built, which offer maximum comfort for watermen. Camping prices are approximately 500 Ft per person per night. In some cases tent or watercraft has to be paid. In each and every camp social facilities are available and also restaurant or buffet facilities are available. (Source: ) 2. Ecocentre Tisa The ecocentre is visitors and education centre that brings together and facilitates its visitors natural values of the Tisa Lake and Tisa valley and presents live nature of the second biggest lake of Hungary. Four floor visitors centre expects visitors offering 2.600m2, its permanent expositions, projection room equipped by 3D technology and great, liter fresh water aquarium offer really great nature experience. In addition to the tourism it emphasis also education meaning. By completing the educational content of primary and secondary schools biology syllabus through practical teaching can have a decisive role also tour exhibitions Ecocentre and participation at organized programs and may provide important aid also for university students. The main building offers possibility to organize scientific lectures and events in the modern equipped conference hall for 100 participants. Ecocentre will meet in the future also regional functions, as per plans the extension of the water policy will be placed here, while the building tower will place alarm system for Tisa Lake. Donau Auen park National park Donau-Auen (Dunajské luhy) is situated between european capitals Vienna and Bratislava and protects the last large area of the river floodplain country in the Central Europe. The life-giving artery of this area is natural flow of the Danube river, which creates environment for a lot of rare flora and fauna. The education offer in national park is variete and diverse: during the walking tours, or rafts experienced guides will dedicate you into the secrets of Danube floodplain magic nature. New views on Danube floodplain together with detailed information are at visitors disposals in the Centre of national park in Orth castle (schlossorth Nationalpark-Zentrum), in the village Orth/Donau. The part of the program are also Slovak days in National park, which includes exhibition tour "DonAUräume (national park topic) with the Slovak guide, informational material in Slovak language. Entry fee includes individual tour of gazebo and castle island with underwater observation point (detailed plan with description of individual stands in slovak language is available at the entry). The overall length of staying: at minimum 2,5 hours.
