Summary a) Background The Endowment Appeal has the objective of establishing permanent funding for The United World College in Mostar ( UWC Mostar or the College ) UWC Mostar is a highly successful international school for 16 to 18 year olds located in Mostar, Bosnia Herzegovina The College was founded in 2006 with the core mission of promoting understanding between different national and ethnic groups through education UWC Mostar was established against the background of the violent breakdown and division of former Yugoslavia along ethnic and religious lines that occurred between 1991 and 1995 During the conflict over 140,000 died, over 50% of the regional population was displaced and over 1 million sought refuge in other countries Mostar, alongside other cities such as Srebrenica and Vukovar, symbolised the violent breakdown and division of a society that had previously been ethnically and religiously integrated Until the Bosnian war, Mostar was probably the most ethnically integrated city in all of the former Yugoslavia with a substantial population of Serbs, Croats and Bosniaks living together During the war, the Orthodox Serb community was driven out of the city and the Catholic Croat and the Muslim Bosniak populations became totally segregated communities living largely on either side of the River Neretva Today, 15 years after the end of the war, Mostar remains a deeply divided city with separate civic administrations for Croats and Bosniaks, and almost no Serb presence Education in Mostar is a powerful symbol of the deep ongoing divisions throughout Bosnia, with total segregation of secondary and university education along ethnic and religious lines Totally segregated secondary school classes are taught by ethnically acceptable teachers and prepared for ethnically segregated Croat and Bosniak Universities Reinforcing and entrenching divisions between different national and ethnic groups by shaping the attitudes of the young UWC Mostar 4
5 Summary b) UWC Mostar UWC Mostar is committed to the mission of promoting understanding between different national and ethnic groups through education, with the following specific objectives To provide a unique opportunity for future leaders in the Balkans to be educated within a fully ethnically integrated environment, alongside peers drawn from all ethnic backgrounds represented in the region To create a unique environment to engage young people drawn from across the world, as well as from the Balkans, in finding peaceful means to reconcile differences between groups of different ethnicities and nationalities To become the leading secondary school establishment in the Balkans, achieving world-class levels of academic excellence Since inception in 2006 the College has been exceptionally successful in achieving these core objectives The College is totally unique throughout the whole of Bosnia and Herzegovina in teaching students from Bosniak, Croat and Serb communities in the same classrooms, with the same teachers, in preparation for the same examinations The College draws in a highly diverse group of students from throughout the world and across Bosnia with students attending on scholarship, selected in a rigorous process that is independent of political, ethnic, religious or financial background ~ 50% of the students are international and the College has had students from over 30 countries since inception, with a particular emphasis on attracting students from conflict zones, such as Israel, Palestine, Rwanda, North Korea and Iraq ~ 50% of the students are from Bosnia, with a particular focus on attracting a highly diverse blend of students including those who come from communities that have been wholly segregated in ethnic strongholds as a result of the war The College provides a unique environment within which young people from a wide variety of ethnic and national backgrounds work together to solve academic and practical problems A heavy emphasis on community service provides students with direct exposure to the potentially devastating consequences of conflict between ethnic groups and nationalities at the frontline of a conflict zone The school has already established an exceptionally strong academic record, with over 70% of students winning competitive scholarships at world-class universities outside Bosnia UWC Mostar 5
6 Summary c) Next steps UWC Mostar was founded in 2006, on a pilot basis, with seed funding in place for its start-up providing for an initial period of 3 years Significant institutional support through the set-up period from the UWC organisation, the Organization for Cooperation and Security in Europe (OSCE), the Development Bank of the Council of Europe, the International Baccalaureate Organization and the Kingdom of Norway Within a very short period of operation, the College has been outstandingly successful at achieving its objectives, and there is significant potential for the school to develop even further by Acting as a lighthouse for other secondary schools in the region by demonstrating that full integration of ethnic groups is practical, achievable and beneficial Becoming the leading secondary school in the region, attracting potential future leaders across the Balkans, and educating them in a fully integrated environment Built on principles of mutual respect and tolerance for people of different backgrounds Providing cutting-edge education in an area in the process of post-war reconciliation With the completion of the end of the pilot period for which the initial financing of the College was secured, the Foundation of the College is seeking to secure the long-term financing of the College through the Endowment Appeal With the objective of securing permanent funding for the College through the creation of an endowment supported by private sector and public sector donors The objective of this presentation is to determine potential interest in participating in the Endowment Appeal UWC Mostar 6

8 Background Mostar Mostar Mostar is the symbol of the violent breakdown and division of a previously ethnically and religiously integrated society Until the war, Mostar was probably the most ethnically integrated city in all of former Yugoslavia Having the second highest interethnic marriage rate in former Yugoslavia Mostar was symbolic of the violent breakdown of a multiethnic community Mostar has become a litmus test for the efforts towards reconciliation of the international community During the war the city divided along ethnic lines The Croat Catholic community on the western bank of the Neretva River The Bosniak Muslim community on the eastern bank of the Neretva River The Orthodox Serb population being largely driven out of Mostar As a symbol of the division of the city the famous Old bridge, built around 1550, was destroyed in the fighting in 1993 The bridge was rebuilt following the war but the ethnic divisions remain unmistakeable High above the town on the western side there towers an immense, floodlit Catholic cross On the eastern side the minarets and mosques stand almost side by side Today, Mostar remains a divided city The civic administration is divided Two universities and segregated schools The Orthodox Serbs, a substantial community before the war, have been driven away Significant efforts have been and are being made by the international community to support reconciliation in Mostar UWC Mostar 8
9 Background Education Before the war academic standards in Yugoslavia were high, as in many other Eastern European countries Education In Bosnia, education is reinforcing and entrenching divisions between different national and ethnic groups from an early age, rather than supporting reconciliation and reconstruction Secondary schools pursued high standards of academic attainment and produced an academic elite Thousands of foreign students, with the support of scholarships, studied in Yugoslav universities Following the war, however, education policy in Bosnia has been driven by ethnic pressures Segregation of students by ethnic group into separate classes, taught exclusively in the language of their own ethnic group Today, the official policy is two schools under one roof Students of different ethnic backgrounds are taught in separate classes within the same school However, under this policy, ethnic segregation sometimes becomes even more visible Segregated classes are taught in adjoining classrooms, with breaks carefully timed to minimize human contact. Alongside segregation runs a complete neglect of civic education No meaningful community service elements that encourage young students to offer help across the ethnic divide Failure of the educational system to support public-spirited community involvement needed by a post-conflict society These policies are all currently reflected in Mostar where Croat and Bosniak pupils Attend separate schools Are taught different curricula for different examinations Are taught by their own ethnically acceptable teachers Have no meaningful way of providing community service across the ethnic divide UWC Mostar 9

UWC Mostar is the only institution of secondary education in Bosnia that will absolutely insist on total integration of the student population irrespective of nationality or ethnicity The only means to escape the accepted practice of educational segregation across different ethnic groups that is the norm in the region UWC Mostar has a unique location at the heart of the part of Europe that has been most deeply and violently divided since World War II As they are located directly in a zone of recent interethnic conflict, young people drawn from all over the world can experience at first hand the high costs of ethnic and national divisions UWC Mostar is already achieving academic excellence and has an exceptionally strong foundation already in place in terms of educational infrastructure Enormous potential to deliver academic outcomes that are world-class UWC Mostar is committed to the mission of promoting understanding between different national and ethnic groups through education UWC Mostar 10

12 UWC Mostar Creation of UWC Mostar 2001 Creation of UWC Mostar has been the product of leadership by staff and alumni of the United World College Intensified commitment by movement, with significant support UWC of the Adriatic in Italy to the countries of Central from private and public institutions and Eastern Europe and especially those of the former Yugoslavia Led by retiring Headmaster of the United World College of the Adriatic in Italy, David Sutcliffe Creation of UWC Mostar / Initial efforts focused on the creation of a high calibre international school on the outskirts of Sarajevo, led by the core team of: David Sutcliffe UWC of the Adriatic Alumnus Pilvi Torsti from Finland, who had completed a PhD focused on education in Bosnia Antonin Besse from France, the donor of the site of the first United World College, St. Donat s Castle in Wales Elisabeth Rehn, UN Under-Secretary General and Special Rapporteur for Human Rights in Bosnia and Herzegovina and a member of the Global Leadership Forum The OSCE announced plans to integrate the once prestigious Gymnazium of Mostar, destroyed in the war Integral part of the international drive to reunite the divided city of Mostar Initial plan failed due to intense opposition from the local community towards integration UWC team invited by OSCE to open an integrated UWC College on the site of the Gymnazium of Mostar UWC of the Adriatic alumnus Pilvi Torsti moves to Bosnia full time to assist the set-up of the school The International Baccalaureate Organization was persuaded to become an active partner UWC graduates were recruited as volunteers to run experimental community service projects across ethnic lines in Mostar Funds were secured through the Development Bank of the Council of Europe to commission the complete restoration of the Gymnazium building School opened with initial intake of 90 Bosnian and international students UWC Mostar 12

14 UWC Mostar Achievements Achievements - Summary Since inception in 2006 a total of over 288 Bosnian students have been educated at UWC Mostar The mix between Bosniaks, Croats and Serbs reflects the broad ethnic mix across the entire region The College has been and continues to be unique throughout the whole of Bosnia in teaching Achievements students from Bosniak, Croat and Serb communities in the same classrooms, with the same teachers, in preparation for the same examinations Since inception in 2006 a total of over 240 international students, drawn from over 40 countries all over the world, have been educated at UWC Mostar Of these, a total of approximately 85 students have been drawn from other conflict zones, such as Israel, Palestine, Rwanda, North Korea and Iraq Students, whether Bosnian or international have attended on full scholarships, with selection for scholarships based purely on merit and wholly independent of political, ethnic, religious or financial background UWC Mostar has strong academic performance compared to other IB schools, consistently achieving above average pass rates for the IB diploma Upon completion of the IB over 70% of the students admitted to the College have subsequently been selected for academic scholarships at leading universities outside Bosnia In addition to teaching the core curriculum, the College has developed a vast range of community services in which all students participate Community services are designed to have an immediate and measurable impact on the local population teachers, pupils and their families exposing all students to people within the local community of all ethnicities UWC Mostar 14

17 UWC Mostar Achievements Community service Community service Description In addition to teaching the core curriculum, the College has developed a broad range of community services in which all students participate Los Rosales Sveta obitelj Rehabilitation centre Egyptian Village Orphanage Tasovčići Refugee Camp in Čapljina Neretva Mostar Roma Association Miran san Home for the Elderly Daily rehabilitation treatment for 40 children with special needs Kindergarten: Children aged 3 to 5. Students play different games with and help the educators in providing daily care Classrooms: Children here are aged 11-15, facing different disabilities such as autism and Down syndrome. Students assist in this learning process and, when possible, participate in common group activities Creative Workshops: Designed for teenagers and adults. Through the activities, students help their protégés improve their physical coordination by doing creative work with wood and dry flowers Sveta obitelj (Holy Family) provides care for primary school children with special needs Students activities can include helping the children with their schoolwork and homework, assisting them in improving their reading or writing skills, and developing and conducting activities aimed at improving the children s spatial awareness Students main duty is to help the children in the Egyptian Village Orphanage Help with homework, as well entertaining them with different games and activities. Each student has his/her own child to take care of, and they usually develop a strong friendship Each Saturday, a group of UWC Mostar students visits the refugee camp in Tasovčići. The refugee children in those camps are 6 to 13 years old Students activities include: playing football and handball, drawing and painting in water colours, singing and dancing in English and the local language, and coaching the children in English and maths UWC Mostar students visit the Roma Karašerbeš settlement near Mostar twice a week The main activity is teaching basic math and English to the youngest children who generally do not have access to the education system These visits are organised in two groups: one group giving English lessons on Thursday afternoons and the other one doing creative and entertaining workshops on Sunday mornings This service aims at establishing a congenial interaction with the elderly in their residential home called Miran san (Peaceful Dream) The students chat with the elderly, giving them an opportunity to talk about their lives and share experiences with the young people UWC Mostar 17

23 UWC Mostar Teacher training The Centre for the Professional Development of Teachers ( the Centre ) was established simultaneously with the opening of the College The Centre complements UWC Mostar in furthering the objective of bridging ethnic divides in Bosnia and Herzegovina through integrated education In line with the mission of the Education in Action Foundation to increase the capacity of teachers and educators to become agents of change throughout Bosnia Herzegovina The goal of the Centre is to offer professional development to Bosnian highschool educators of all ethnicities and stimulate positive changes in the Bosnian secondary education system The target audience includes teachers, head-teachers, Ministers of Education and representatives of pedagogical institutes. The specific objectives are to Modernise teaching methodologies by demonstrating practical teaching solutions from the International Baccalaureate that can easily be transferred to the national curricula in Bosnia Herzegovina without additional costs Improve educational standards by creating a network of faculty throughout Bosnia Herzegovina to share best practice Spur educational reform by creating links with other neighbouring countries to learn from their experiences in educational reform. As of June 2012, the Centre for the Professional Development of Teachers has delivered 16 workshops, organized six study visits to Slovenia and ran two conferences, reaching out to approximately 700 participants from throughout the country The Centre is governed alongside UWC Mostar by the Education in Action Foundation UWC Mostar 23

Current Status Within a very short period of operation, the College has been outstandingly successful at achieving its objectives, and there is significant potential for the school to develop even further In addition to succeeding in its core mission, UWC Mostar has the potential to become a centre of excellence in the region The College has high potential to act as a lighthouse for other secondary schools within the region by demonstrating that full integration of ethnic groups is practical, achievable and beneficial While many Bosnians themselves recognize that the segregation of their educational institutions is deepening divisions in their society, there is often scepticism that resistance to integration can be overcome However, despite the scepticism and disbelief of many, UWC Mostar has demonstrated that integration is possible and can offer a model for local Bosnian schools to follow The College also has the potential to become the leading secondary school in the region, attracting potential future leaders across the Balkans, and educating them in a fully integrated environment founded on principles of mutual respect and tolerance for people of different backgrounds An infrastructure capable of delivering world class education has already been put in place with the potential to attract the best and brightest throughout the region UWC Mostar s scholarship program has the potential, if widely advertised, to attract students of the highest quality within Bosnia, irrespective of ethnic background, religion or financial means Finally, the College has the potential to provide cutting-edge education in the process of post-war reconciliation, in a way that cannot be replicated easily anywhere in Western Europe Based on its location at the frontline of the most violent interethnic conflict on the edges of Europe since World War II UWC Mostar 24
25 Current Status Funding and governance Initial funding The project was launched experimentally in 2006 for a 3 year period in the face of major uncertainties in relation to Securing adequate funding After an extremely successful initial trial period that has exceeded all expectations, the decision has been taken to place the College on a permanent footing with appropriate changes to governance Winning sufficient Bosnian support and participation to justify its continuation Succeeding educationally Within a very short period of operation, the College has been outstandingly successful at achieving its objectives The decision has now been taken to place the College on a permanent footing with strong support for this objective from, among others Successive High Representatives and Senior figures in the European Union International Board and National Committees of the United World Colleges Governance Governance of the College was initially entrusted to a Finnish Association which established an Executive Committee in Bosnia and Herzegovina under Bosnian Chairmanship Project titled The United World College - International Baccalaureate (UWC - IB) Initiative in Bosnia and Herzegovina In order to emphasize and develop Bosnian responsibility, two complementary bodies have now been registered under Bosnian law Education in Action. The legal founder of the United World College in Mostar, responsible for its financial well-being and the wider aims of the original Initiative The Board of the United World College in Mostar. This Board governs the College, appoints the College Head and is responsible for College operations Direct accountability to the United World Colleges International for adherence to UWC criteria and practices including participation in UWC meetings UWC Mostar 25
26 Current Status Endowment Completion of a successful fundraising of an endowment of 30m will secure the long term financing of the College With the completion of the pilot period for which the initial financing of the College was secured, the Foundation of the College is seeking to secure the long term financing of the College through raising an Endowment of 30m The Endowment will fund scholarships for 150 students, with each Endowment scholarship costing 200K The Endowment will have the objective of securing permanent funding for the College through the creation of a permanent capital base Ongoing running costs of the College are to be met out of the investment income The Endowment is targeted to be raised from a mix of private and public sector donors, with a skew towards private sector support from corporations, philanthropic institutions and high net worth individuals Initial discussions are underway with interested donors to become the anchor donors from the public and private sectors with an equal level of commitment from each Full details of the financial plan underpinning the endowment, as well as structural and governance considerations are set out in a separate, accompanying presentation UWC Mostar 26
