2 Virgin Islands Housing Authority History: The Virgin Islands Housing Authority has embarked upon many exciting and enriching programs for its' residents. This has been a priority with the objective being, first and foremost, to empower public housing residents through training and practical experience. Many of these initiatives are to provide incentives for residents to take more responsibility for the affairs in their respective communities and to participate in the management thereof. The Virgin Islands Housing Authority (VIHA) is a public housing corporation that operates under the provisions of the U.S. Housing Act of 1937, as amended, the Quality Housing and Work Responsibility Act of 1998 and the Virgin Islands Code. The birth of VIHA dates back as far as 1941 when the municipal councils of both St. Thomas/St. John and St. Croix passed an ordinance creating municipal housing authorities into a single agency, the Virgin Islands Housing and Redevelopment Authority (VIHRA), with tri-island jurisdiction. In 1962, Act No. 903 of the Virgin Islands Legislature established the agency as the Virgin Islands Housing Authority. VIHA is empowered with the responsibility for planning, financing, constructing, maintaining, and managing public housing developments on the islands of St. Croix and St. Thomas, which comprise approximately 15% of the total territorial housing stock. The Government of the Virgin Islands is obligated to provide municipal services to public housing communities pursuant to the 1956 Cooperative Agreement, as amended, to include but not limited to educational facilities, police and fire protection, garbage collection/disposal, maintenance of street lights, roads and provide water. VIHA Mission Statement "To Create Vibrant, Dynamic, Sustainable Communities So Families Can Evolve Economically, and to Improve Lives and Strengthen Communities Through Quality, Safe and Affordable Housing and by Providing a Myriad of Services to Empower Public Housing Residents." In an effort to improve overall functioning in the face of dwindling resources, VIHA embarked on a strategic planning process, which involves ALL employees. This process looks at their present state, Vision, Mission and Cultural Value Statements, and Strengths, Weaknesses, Opportunities and Threats -- along with where they are relative to operations, customers and employees, and where they want to be in five (5) years. The Mission builds upon VIHA's Vision. It communicates the essence of stakeholders and includes VIHA's purpose statement, business statement and the values and beliefs held by members. It is one guiding set of ideas articulated, understood and supported by stakeholders, board, staff, volunteers, donors, clients and collaborators. Asset Management Department VIHA s Asset Management housing properties are comprised of about 3,300 housing units with 1,500 on St. Thomas and 1,800 on St. Croix. Including the Director, the department has approximately 166 employees and a 2016 fiscal year budget of $26,674,945. Position Summary The Director of Asset Management revises policies, procedures, and plans to ensure and maintain program compliance with HUD s changing regulations and guidelines and makes administrative and management decisions concerning overall operations of applicable plans. The Director of Asset Management is responsible for VIHA receiving a high performance rating concerning HUD agency scoring systems such as Public Housing Assessment System (PHAS) and other future HUD required evaluation systems. The Director of Asset Management receives direct instructions from the Chief Operating Officer (COO) and indirect instructions from the Executive Director regarding agency goals, their priorities, and special assignments. The Director provides guidance to subordinates in the Asset Management and Resident Services Departments, developing activities, setting priorities, establishing timelines, and modifying or making changes as necessary in the course of achieving goals or objectives. 3 Ideal Candidate VIHA is looking for an experienced, innovative Director with strong leadership, communication, and interpersonal skills. The successful candidate will provide exceptional leadership as they manage major projects. The ideal candidate will have experience working with property management and mixed finance companies. Collaborative, results-oriented, commitment to excellence should all describe the new Director, who will also use an engaging and hands-on management style. The ideal candidate is a relationship builder with a passion for public service, who exercises a value system based on transparency and integrity that creates a high level of trust and confidence throughout the organization. The new Director will be a manager with a high energy level, capable of operating with significant independence and initiative, and open to innovative problem solving solutions. He/She must be able to mentor and challenge staff and promote staff development. The new Director will be skillful in leading by example, building trust, developing consensus, and facilitating a positive team environment. The new Director will empower staff to achieve mutually developed goals and objectives and will hold staff accountable for results. Requirements Education and Experience Bachelor s degree in Business, Public Administration, or related field from an accredited college or university. Minimum of seven (7) years of demonstrable experience in managing a large portfolio of affordable/public housing properties at a housing authority or private management company. Seven years experience with HUD regulatory environment and asset management or in an administrative capacity in property management or low income housing. Experience managing LIHTC portfolio and development of affordable housing is essential. 4 Virgin Islands The Virgin Islands are located in the Caribbean. The arc of Caribbean islands begins off the coast of Florida and extends all the way to South America. The region includes hundreds of islands and cays. They are grouped by location into the Greater Antilles which includes the larger islands in the northwestern area (Cuba, Jamaica, Cayman Islands, Haiti/Dominican Republic and Puerto Rico); and the Lesser Antilles which includes all the other islands from the Virgin Islands in the northerly Leeward Islands, to the southeastern Windward Islands and the islands just north of Venezuela. The Virgin Islands are miles east of Puerto Rico; and about 1106 miles southeast Miami, Florida. The Virgin Islands are divided between the United States and the United Kingdom; so you have the United States Virgin Islands (USVI) and the British Virgin Islands (BVI). The USVI consist of 4 larger islands: St. Croix, St. Thomas, St. John and Water Island, and some 50 smaller islets and cays. The total area of the USVI is 133 square miles. The British Virgin Islands (BVI) are made up of 4 larger islands; Tortola, Virgin Gorda, Jost Van Dyke and Anegada, and 32 smaller islands. The total area of the BVI is 59 square miles. The British Virgin Islands lie to the northeast of the United States Virgin Islands. The Islands of the USVI St. Croix St. Croix is 84 square miles in size, 22 miles long and the widest point is a little more than 6 miles. The terrain on the east end of the island is rocky and arid with short grassy hillsides and many cactus clusters. The west end of the island is lush with large fruit trees and ferns gracing the mountains. In the middle of the island are miles of beautiful beaches, rolling pasturelands and beautiful land. St. Croix s highest peak, Mount Eagle, is 1,088 feet high. The land slopes to flatlands on the southern side of the island. There are a few natural harbors and protected bays. It is home to the Cruzan Rum Distillery that produces Cruzan Rum; and also Diageo the producers of Captain Morgan Rum. St. Croix has two main towns, Christiansted and Frederiksted. Its nick name is Twin City. The island offers an assortment of amenities for visitors from golf courses, to the USVI's only casino. Residents enjoy community events such as music and art festivals, theatre productions; and watersports such as fishing, scuba diving, sailing, boating, kiteboarding and more. St. Croix has associations that residents can participate in and volunteer with such as rotary clubs, Chamber of Commerce, historical conservation groups, environmental groups and others. St. Croix has large grocery stores and shops for other goods. There is a hospital and private medical practices. St. Croix is about 40 miles away from St. Thomas. St. Thomas St. Thomas is known for having one long ridge of hills running east and west through the center of the island with smaller ridges branching off from the center. St. Thomas, thirteen miles long by four miles wide, encompasses a little over 31 square miles. The highest point is Crown Mountain at 1,556 feet. St. Thomas has a beautiful natural harbor and many protected bays. There are relatively no flat areas on St. Thomas. The capital of the USVI is Charlotte Amalie, and it is located on St. Thomas. Charlotte Amalie is St. Thomas' main commercial area; and is one of the most frequented cruise ship ports in the Caribbean. The economy is based on tourism. There are numerous resorts, hotels, guest houses and vacation villas; as well as many recreational businesses that focus on visitors such as taxi tours, fishing trips and boat excursions. St. Thomas is in close proximity to St. John and Water Island. St. Thomas is known for Page 4

5 being the most hopping of the USVI islands, with more restaurants, bars and activities. Its nickname is Rock City. Beautiful beaches, a variety of watersports such as boating, fishing, kiteboarding, surfing, scuba diving among others are popular with residents. There are a variety of associations to participate in and with which to volunteer including rotary clubs; environment, historical and sports groups; genealogical associations and others. St. Thomas has large grocery stores and bulk stores. St. John St. John is located about 4 miles from St. Thomas east end. It has hills and valleys and relatively few flat areas. St. John encompasses 20 square miles of beautiful scenery. The island is 7 miles long by 3 miles wide. The highest point is Bordeaux Mountain at 1,277 feet. The island s coastal areas have many fine protected bays. A natural harbor is found in Coral Bay, however Cruz Bay is the main town and harbor. More than two thirds of the island are protected by the National Park Service. The Park encompasses about 60% of the island and its beaches, hiking trails and historical sites are the main draw for visitors. Tourism is the islands' main industry. There are several hotels, campgrounds and bed and breakfasts on the island, in addition to many vacation villas and rentals. St. John is located very close to St. Thomas, a short 15-minute ferry ride. Some residents live on one island and work on the other, commuting daily. St. John is known for its laid back atmosphere. Its nick name is Love City. Traffic is caused by herds of goats and wild donkeys. Cruz Bay is the main town on the island. Grocery stores and other shops are available. There is a medical clinic and some private medical offices. Residents of St. John make regularly trips to St. Thomas for its larger assortment of services and stores Water Island Water Island is the smallest populated island of USVI group. It is only acres in size. Water Island is 2½ miles long and ½ to 1 mile wide. The island has an irregular shape with many bays and peninsulas. The highest Point is 300 feet above sea level. It is located just half a mile from St. Thomas south side. Visitors come to Water Island for the off the beaten path quiet charm. There are just a couple businesses on the island in the form of beach bars, boat charters and vacation rentals. Residents depend on St. Thomas, which is just a short 7-minute ferry ride away for almost everything. For the most part residents work on St. Thomas, and commute either on a small ferry or on their own personal dingy. Residents bring their groceries over from St. Thomas, as is the case with all other needed goods including gas for cars. Main roads are paved and residents drive cars and golf carts. Apartments for rent and real estate availabilities are limited. There is no airport; a ferry connects the island with St. Thomas. There are no schools on Water Island. There is a home-school group. Some children go to school on St. Thomas. There are no medical facilities. Transportation The Henry E. Rohlsen International Airport serves St. Croix and the Cyril E. King International Airport serves St. Thomas and St. John. Languages The official language is English. Virgin Islands Creole, an English-based creole locally known as "dialect", is spoken in informal situations. The Virgin Islands Creole spoken on St. Croix, known as Crucian, is slightly different from that spoken on St. Thomas and St. John. Because the U.S. Virgin Islands are home to thousands of immigrants from across the Caribbean, Spanish and various French creole languages are also widely spoken. Danish, once the language of administration and a handful of inhabitants for over a century and a half, virtually ceased to be spoken once Denmark sold the islands in 1916, although place names and surnames from the union age of Denmark-Norway among natives still remain. Education The United States Virgin Islands Department of Education is an executive branch of the Government of the U.S. Virgin Islands. It functions as both a Local Education Agency (LEA) and a State-level Education Agency (SEA). The Department's responsibilities include the development, implementation and monitoring of instructional programs for all K-12 students and adult learners, as well as, provision of support services. Public schools in the U.S. Virgin Islands are managed by the USVI Department of Education, and are available on St. Croix (K-12), St. Thomas (K-12) and St. John (K-8). Private and parochial schools also exist. The University of the Virgin Islands provides higher education leading to associate's, bachelor's, and master's degrees, with campuses on St. Thomas and St. Croix. Page 5
