5 Introduction and Overview The purpose of the Central Yukon (CYR) Rapid Eco-regional Assessment (REA) Communication Strategy is to clarify and describe in greater detail the assistance and support the Alaska Natural Heritage Program / University of Alaska Team (UA Team) will provide to BLM-Alaska (BLM) to develop and maintain communications and collaboration with the numerous partners and parties involved or potentially affected by the CYR REA. Those parties are: REA Partners: BLM-State Office, BLM-Fairbanks District Office, BLM-National Operations Center, University of Alaska Anchorage-Alaska Natural Heritage Program, University of Alaska Anchorage-Institute for Social and Economic Research, University of Alaska Anchorage- Department of Geography and Environmental Studies, and University of Alaska Fairbanks- Scenarios Network for Alaska Planning. REA Assessment Management Team (AMT) and Technical Team Members: Comprised of BLM and other federal and state agency representatives. Communities represented by elected and appointed leaders in the CYR area. Other interested parties that may be considered stakeholders, such as development, conservation representatives and the general public. This Communication Strategy should be considered as part of the overall project management plan. The purpose of these interactions is to facilitate interagency collaboration, cooperation, and resource sharing between the BLM and the UA Team and other agencies/entities, including BLM offices within and outside of Alaska, other state and federal agencies, tribes, and the public. The outcome of these interactions is to: Promote understanding of the REA effort Develop the Assessment itself Address how the REA relates to other assessments developed by BLM and its partners Promote the effective use of the Assessment by land managers and landowners To facilitate these communication outcomes, the UA Team will develop and use tools to promote effective information sharing and to assist BLM staff and others to utilize data products and outputs from the REA. This Collaboration and Communication Strategy The Timeline for the Collaboration and Communication Strategy identifies tasks, target dates, task duration, and responsible team members (Appendix A). A Contact List (Appendix B) will be updated as the project progresses and changes arise. The use of electronic tools, such as SharePoint, AKNHP Website, Conference Calls, and Teleconferences, Webinars, will improve accessibility and make it easier for others to participate. Additional tools will be developed, if determined useful. Page 1

6 Using this Document This is intended to be a living and dynamic document, meaning it will be supplemented and revised as additional information is identified and documents are created. The Collaboration and Communication Strategy can be used as a guide for effective interactions and communications for future REA efforts. Work Effort and Implementation This section describes the UA Team s: Proactive approach Communication protocols Itemized deliverables as identified in the BLM CYR REA Assistance Agreement AKNHP/UA Proactive Approach The UA team will work proactively to facilitate communications with BLM and the REA partners, agencies, communities, tribes, stakeholders, and others who are interested or perceive they may be impacted whether positively or negatively by the REA, and then work to engage them to use the REA once it is completed. The UA Team will be proactive by: Coordinating with BLM-Alaska team lead and other BLM-Alaska team members on a continuous basis to identify any changes or additional communications that may be needed to ensure the success of REA tasks. Modeling cooperation and collaboration amongst the UA team and with others. The UA Team will initiate interagency cooperation. Requesting resources from others, providing additional information about our resources, and sharing resources generated by the REA, which when appropriate will include recommendations about how others might use them for their own benefit. Using both a collaborative structure and a collaborative esprit de corps as the UA Team finalizes Management Questions and collects and analyzes data, both of which will require input, discussion, and consensus from the AMT and the Technical Team. Recognizing when, in particular, AMT and Technical Team members have concerns and addressing those concerns by initiating discussions and eliciting recommendations for potential solutions. UA Team will incorporate the recommendations of AMT and Technical Team members into the REA process when possible. Using technical tools such as SharePoint and the AKNHP program website to make participation easier for AMT, Technical Team members, and the general public. Page 2

7 BLM AKNHP/UA Communication Protocols Effective and efficient communication between BLM and UA Team are essential to the success of the CYR REA. This relationship, formally termed an assistance agreement, is in action, a partnership. The intent of this partnership is to deliver the tasks, outcomes, and documents to the best of our joint capabilities to develop the REA. The final objective is to enable BLM and other land managers and owners to use the REA products in their future decision-making and planning efforts. The UA Team will ensure clear lines of communications with BLM, including a point of contact (POC), to clarify issues when they arise. A Contact List of all UA Team along with BLM contacts for the CYR REA is included as Appendix B. Additional contacts will be incorporated into Appendix B as they are developed. The key UA Team Contacts for the BLM CYR REA are: Monica McTeague, team coordinator, is the first point of contact for BLM. Justin Fulkerson, project coordinator, will assist the project manager and is the lead for creating REA documents. Jamie Trammell, project manager and Principal Investigator, is responsible for the overall success and implementation of the CYR REA. When issues of concern occur, BLM s first contact is Monica McTeague, if the issue is not addressed satisfactorily or in a sufficiently timely manner, Justin Fulkerson and Jamie Trammell should then be contacted. Deliverables as identified in the Assistance Agreement Assessment Management Team and Technical Team Creating and working with the AMT and Technical Team serves as an example of the partnership between BLM and UA Team. Our respective roles and tasks are described below. BLM s role with the AMT and Technical Team is to identify members, maintain cohesion, and provide leadership. BLM will do this by: Identifying and selecting participants for both the AMT and Technical Team by 10/15/14. Identifying BLM points of contacts (POC) to act as liaisons to BLM Field Offices. Providing names and contact information to UA Team. Providing key interactions with AMT and Technical Team Members throughout the REA process. Assessment Management Team and Technical Team Roles BLM has defined and described the AMT and Technical Team s roles, functions, authorities, and decision-making process in some detail. At the first AMT and Technical Team meeting in Fairbanks on Sept 5 th the UA team produced a handout summarizing the roles of the AMT and technical team Page 3

8 (see Appendix C). In summary, the purpose and roles for both the AMT and the Technical Team, as described by BLM, are: AMT Purpose and Roles The AMT shall provide overall guidance for the development of the REA and ensure that procedures and products are consistent with the project objectives. The AMT shall ensure a collaborative, inter-agency approach through membership representing the appropriate federal, tribal, and state government agencies. The AMT will support and provide policy and workload guidance for the Technical Team regarding review, dissemination, and use of the best available data for the assessment. The Recipient (UA Team) will engage these BLM and partner AMT members to vet ideas, explain work products, and solicit advice on conceptual models. The AMT will receive technical input and product review from the Technical Team, and will provide guidance on resolving remaining questions/areas of disagreement following these reviews. Technical Team Purpose and Roles The Technical Team shall provide technical and ecological guidance, direction, review, and recommendations for the development of the REA. The Technical Team will provide interpretation and advice to the AMT. The Technical Team will be tasked by the AMT to provide specific information and technical knowledge about the ecoregion and its conservation elements (CEs), change agents (CAs), and ecological integrity. They will assist with developing management questions, evaluating conceptual models, reviewing process models, interpreting results of the assessment, and reviewing draft and final products of the assessment, including reviewing the draft and final report. The recipient (UA Team) will engage these BLM and partner subject matter experts to vet ideas, explain work products, and solicit advice on conceptual models. These discussions are anticipated to occur through virtual workshops and during AMT workshops. The Technical Team shall ensure a collaborative, inter-disciplinary approach through membership representing the interested state, federal, and tribal natural resource and land management agencies. The UA Team s role with the AMT and Technical Team is to provide assistance for BLM to develop and maintain a collaborative and constructive working relationship by facilitating communications with the members of these teams. The UA Team will do this by: Maintaining current contact/mailing lists for AMT, Technical Team, and POCs, including contact with BLM Lower 48 offices/points of contacts. Conducting bi-weekly UA Team meetings to coordinate workflow and essential data products. Developing briefing documents (memos) and presentation materials to inform potential partner agencies and organizations about the REA process, outcomes, and products. Sending notifications and invitations to the AMT and Technical Team for meetings. Page 4

9 Providing and coordinating information and data sharing tools for easy use of products and input to those products. Coordinating face-to-face meetings and providing general meeting setup including: identifying and securing meeting rooms; providing a meeting facilitator; preparing agendas; developing and distributing meeting invitations and community notices; developing presentation materials; providing conferencing capabilities if needed; taking notes and creating summaries, which includes or may be substituted for, revised key REA documents and Management Questions. Working through the BLM REA Coordinator, assist with interactions with BLM staff and/or AMT members prior to and after meetings, as needed, to ensure effective meetings and outcomes. Stakeholder Identification and Involvement The UA Team recognizes that stakeholder identification shall be as inclusive as necessary to achieve project buy-in and to promote the effective use of the REA products, but that inclusivity needs to be balanced with expediency to achieve the required project and product schedules. The purpose of identifying stakeholders is to provide opportunities to keep potentially interested groups and individuals informed of the CYR REA and to provide points of contact for soliciting input. BLM and UA Team will identify various stakeholders within each stakeholder category defined below. Additional categories may be identified as the project proceeds. BLM will provide to UA Team any/all stakeholder names and associated contact information that they already have. UA Team will: o Identify additional names and associated contact information for agreed upon stakeholders. o Maintain current contact/mailing list for stakeholders throughout the REA. o Work with BLM to develop and distribute newsletter updates, along with other communications identified as necessary. Stakeholder categories include: Persons and organizations actively involved in the project, and/or; Persons and organizations who may exert influence over the project and its deliverables; and/or Persons and organizations whose interests may be positively or negatively affected by the project. A draft Community and Stakeholder List is included in Appendix D, and will be updated as additional information is compiled. Page 5

10 Community Involvement The UA Team will lead the community involvement effort and tasks. Community Involvement is markedly different from the stakeholder involvement effort and purpose. The UA Team has engaged a professional facilitator/mediator, Shannon Donovan, Ph.D. Shannon has extensive experience facilitating collaborative groups, running community meetings, leading focus groups, and designing a variety of qualitative and quantitative survey instruments. She will work closely with Diwakar Vadapalli, PhD., a faculty member with Institute for Social and Economic Research (ISER), to implement the CYR REA Community Involvement effort. The purpose of the community involvement is: To provide information about BLM Alaska s REA efforts. This includes an introduction to the REA process, outcomes, and timeline; what products and information will be developed, so that those working on land management issues will be able to consider how they can use such products; and how the CYR REA team will keep others informed of the project and its outcomes. To provide an opportunity for those working on issues regarding land, habitat, and wildlife issues in the region, or living in the region, and to review and recommend changes to the Management Questions. This review provides the REA BLM UA Team with a critique from a unique perspective of those actually living and working day-to-day on the types of issues for which the REA Team is collecting data and will be developing scenarios. To provide updates about the progress and outcomes of the CYR REA as it is developed. Target audiences are: Key community members from tribal and city governments; Federal and State agency representatives located in the Region, or working on land, water, wildlife, or habitat issues in the area; Non-governmental representatives in the Region, working on land, water, wildlife, or habitat issues in the area; Several other Alaska Native entities in the region; and Others in the general public. UA Team tasks include: Initiating discussions with BLM to consider sites, timing, and other items pertaining to involving communities. Providing assistance to identify individuals and representatives of the various communities and stakeholder groups. A draft list is included in Appendix D. Providing recommendations on sites, timing, and number of community meetings/workshops to conduct. The Community Meeting Recommendation is included as Appendix E. Providing general meeting coordination including identifying and securing meeting rooms, identifying lodging, preparing agendas, meeting facilitator, developing and distributing meeting invitations and community notices, developing presentation materials, facilitating interactions with community participants and BLM staff/amt members, taking notes, identifying interpreters (as needed), and developing a mailing list, based on participation at the meetings. 11 Transfer of REA outputs to BLM staff and managers Pending Phase II funding and development of the Phase II work plan the UA team will deliver final REA presentations to BLM staff and managers using tools outlined in previous REAs: Develop presentations, within six (6) months of finalizing REA deliverables as outlined in the Agreement, for BLM staff/managers and AMT land managers (suitable for public viewing) that facilitate the use of REA products for land management. Schedule meeting(s), prepare materials, develop invitee list, and send save-the-date notifications and invitations via . Present one, 1-hour REA overview suitable for the public, including a list of FAQ s. Lead and facilitate two face-to-face meetings (2-4 hours each), with webinar capability, summarizing REA process, outputs, and providing advice on how to apply REA data products for BLM (and AMT) land managers. This includes one meeting in Fairbanks and one in Anchorage. Provide staff, as necessary, to accomplish the objective of the webinar. Other specific actions, personnel, and responsibilities Appendix A, Timeline for the Communication Strategy provides a listing of tasks, target dates, and personnel responsible for all NS REA communication activities. General activities to create and distribute brochures and newsletters are listed here. o UA Team will: - Summarize the key processes and findings from key milestones in Phase 1 of the project, as identified in the agreement between BLM and UA Team. - Shanon Donvon at ISER and Justin Fulkerson at AKNHP are the point of contacts for newsletter development. - The CYR REA Brochure for the CYR REA was developed by UA Team in preparation for the December 2013 kickoff meeting but has been updated for the Task 1 Workshop and is included as Appendix F. o Distribution of brochures and newsletters: - BLM will print brochures and newsletters; - BLM and UA Team will clarify which target audiences are to receive each product as it is developed. - UA Team will distribute the products to the identified target audiences. - UA Team will use electronic distribution systems to the greatest extent practicable. 17 Appendix C: UA team summary of the roles of the AMT and Technical Team members delivered as a handout during the Sept 5 th 2014 AMT meeting. Roles of the AMT and Tech Team Members AMT members participate in the REA at a formal decision-making level, and were selected by their agencies to do so based on their understanding of the agency s policies, priorities and concerns. Tech Team members participate in the REA based on their specific knowledge area; such as aquatics, habitat, wildlife, or other specializations. Their role is to help identify species for the assessment, and to help identify data sources for the UA REA Team to include as it conducts the Assessment. Tech Team members act as initial reviewers of data, methods, and results from the Assessment. Both the AMT and Tech Team members conduct their roles in coordination and with guidance and recommendations from each other. It is imperative for Tech Team and AMT members to interact with each other to ensure AMT members have the information they need to effectively represent their agencies when decisions are made regarding the Assessment. It s equally as important for AMT members to provide input to Tech Team members to ensure that additional data resources are identified, along with input about an agency s policies, priorities and concerns to ensure they are effectively represented at the Technical level of the assessment. Further, AMT and Tech Team members will also seek input, guidance and concurrence (as determined by each individual agency) from others in their agencies on both the formal decisions of the REA and technical issues. Formal AMT decisions include identifying and prioritizing Management Questions, Conservation Elements, and Change Agents, approving the Assessment work plan, approval of Assessment products and results, and approval of the final Assessment report. Technical decisions include recommendations on CE s, CA s, MQ s and identification of relevant or important data resources. Page 13

59 Appendix E. Community Meeting Recommendations The BLM - Alaska Region Office requested that three community meetings be held in conjunction with the Phase I development of the CYR REA. Community meetings are scheduled to inform the general public in the region of the activities of the REA. The purpose of these meetings is to inform the general public about the REA process, its expected outcomes, and gather stakeholder input on CEs, CAs, and MQs. From past experience, we learned the following lessons: 1. Conducting one-time meetings in selected communities is less useful for continued communication and feedback, and more expensive, as the project proceeds. 2. Identifying one (ideally) representative body of individuals for the entire region ensures that the information is disseminated as widely as possible in an efficient way. 3. Repeated (at least twice during the project duration) meetings with the same representative body over the course of the project will ensure adequate time for the audience to grasp and reflect on the scope and content of the information presented, and identify potential uses of that information for their own purposes. Given these considerations, following are potential representative groups/organizations in the region that can serve as the audience for CYR REA's community meetings: ADF&G Advisory Committees: ADF&G divides the state into 6 regulatory regions. Each region has several Advisory Committees (a total of 82 for the entire state), each committee covering approximately 4 10 villages. These committees' meet once or twice a year and provide recommendations to the Boards of Fish and Game on important fishing and wildlife issues in their respective areas. The CYR boundary includes parts of the Arctic (9 committees) and Central (15 committees) ADF&G regions. CYR boundary includes a region that concerns at least 16 of these committees. While the Committees are representative of the communities within each Committee's area of concern, there are numerous committees and they do not seem to have a central representative body. USFS Regional Advisory Councils (RAC): For purposes of subsistence management, USFS divides Alaska into 10 regions, with an RAC for each region. RAC's are constituted to provide recommendations and information to the Federal Subsistence Board, to review policies and management plans, and to provide a public forum for subsistence issues. The RACs meet at least twice a year early spring and early fall. The CYR boundary includes parts of four of these regions, with a majority of CYR within Western Interior and Eastern Interior RAC regions. RACs are fewer in number and their calendars are available. While they are fewer in number, and their calendars are available, members are appointed by the Secretary of the Interior, and may not be representative of each community within each region. Boroughs: There are two organized boroughs in the CYR region - Fairbanks North Star Borough, Northwest Arctic Borough (Minor areas of North Slope Borough and Denali Borough are also within the CYR boundary but are not considered for this purpose). The rest of the CYR region is unorganized. While Page 55

60 the Fairbanks North Star Borough is home to the majority of the population within CYR region, the Borough covers a minor part of the CYR region. Both organized boroughs have planning commissions that have jurisdictional authority over land use issues, and are representative bodies. While a large portion of the CYR region is not covered, a majority of the population is represented. Native For-Profit s: CYR Boundary includes just two native for-profit corporations - Doyon and NANA. Since they are private corporations, they may not have representative bodies on public matters. Additionally, their for-profit status may bias their feedback Native s: Majority of the CYR Boundary is covered by just two organizations - Tanana Chiefs Conference and Maniilaq. Both organizations have multiple public representative bodies. One or a combination of these bodies may be a viable alternative. However, these organizations do not have a major land use function, and thus may not be directly concerned with the primary purpose of an REA. In view of all the above options, a combination of Planning Commissions of both Boroughs and the USFS RACs may be most appropriate for a meaningful community meetings strategy. Reaching out to four different groups will be challenging both in terms of logistics and budget. The project team proposes to work with the BLM and the AMT to identify a combination of liaisons from both the project team and BLM to engage these groups over the course of the project. We hope to present project material at least twice, at strategically meaningful times, to each group.
