3 Purpose of this handbook Most adults have fond memories of summer camp! Many Christian leaders point to a camp setting as the time they first heard the call of God for ministry. Perhaps more than any other ministry venue, camp provides an environment in which kids can hear the Lord more clearly and grow in His purposes for their lives. Camp may take the form of a week-long or a one-day event. It might include a few children or hundreds, and camp may be in the mountains, the desert, at the beach, or in the parking lot of a local church. Regardless what your camp looks like, there are spiritual, administrative, programming, and staffing needs to consider. It is our hope that The Children s Camp Administrative Handbook will provide you with the necessary tools to anticipate the needs of your camp and most effectively minister to the children who participate in your event. The forms and descriptions offered in the manual are suggestions offered by experienced children s camp directors and may be modified and used in any way necessary for your camp setting. There are safety issues to consider as you prepare for your camp. To address these issues, The Foursquare Church has produced The Child and Youth Protection Manual that elaborates and applies values and standards for the well being of those we serve. The Child and Youth Protection Manual should be consulted for the final word in staff screening, selection, and supervision, as well as other risk-management, and camp safety concerns. 4 ESSENTIAL ELEMENTS OF CAMP As you begin your planning, consider the following keys to directing a successful camp. Prayer Prayer counteracts the strategies of hell! Jesus commanded us to pray (Luke 18:1) Prayer is key to spiritual warfare (Ephesians 6:10-18) In the midst of leading, make time to pray Jesus did! o Get away and pray during times when you don t have overt responsibility o Let key staff know where you are at those times, and how to reach you Who is praying for you? Well ahead of camp, don t hesitate to ask people to be praying, for you and for the camp. Know Your Camp s Personality No two camps are the same! One successful camp doesn t guarantee another, just as one successful war (Jericho) didn t guarantee a second (Ai) Joshua 6,7 Different groups of kids have different needs, depending on educational, economic, regional, cultural and family backgrounds. Even within a region, churches have differences in how they worship, pray, etc., which must be taken into account. Different leaders come with different strengths and perspectives. Vision Vision is a primary factor for a successful camp Never stop casting vision; learn to cast vision in every setting One key in casting vision for camps is to remember why camp exists. Camp is not about the leaders; it has everything to do with the kids. Decision-making Don t make decisions without first getting all the facts. Seek counsel, especially on difficult or important decisions (Proverbs 11:14). Get alone with God! (Matthew14:23) Leadership You likely will have others who are strong leaders and/or strong personalities serving under your authority treat them as friends, not foes. Handle criticism graciously. Allow people to express their views, but control the environment. Try to have a trusted Aaron and Hur who will help you discern the heart of controversial matters. Identify and release leaders at every level, but be sure people are sufficiently mature and gifted to handle the assignments you give them. Model an attitude of servant-hood for those leading under you, and foster an atmosphere of serving rather than being served (Matthew 20:28). 2

5 TIPS on RENTING a CAMP FACILITY 1. Pray: Jeremiah 29:11 ~ God knows the right place for you. 2. Search: Begin looking up camps on the internet in your city or region. 3. Connect: Connect with your fellow pastors in your city for recommended camp facilities. 4. Scout: Take your team and go out to see these places (pictures can be deceiving). 5. Look ~ Ask ~ Consider: Look: Once you are at the camp look around carefully. Does it look inviting and fun? Does it look safe and some what comfortable? Does it have everything you need and/or want to do? Ask: This is the time to ask all your questions. You will think of a lot more questions as you are getting the tour so ask away. This is where it is good to have a team; they may ask question you may not think of. Find out about prices. Do they have a set price per person or for the camp? Does that price include everything the camp has to offer What are the maximum people they can hold and what is the minimum? Do they have a set schedule or will they work with yours? Do they furnish equipment or do you need to bring your own? Do they staff things like the pool, snack-shack and nurse? What are their religious beliefs? Is it something everyone can abide by? What dates do they have available? What days can you be there? Can you and your team be there a day or two early? Do they supply bedding and towels? What is the clean up policy? There is a possibility they could get inspected while you are there. Consider: Look over the contracts very carefully before you sign and then make a copy of it before you mail it back. 3

6 STANDARDS FOR CAMP SECURITY In order to keep your camp as safe as possible, The Foursquare Church requires camp program directors to implement these safeguards during camp. Complete a background check on all staff, volunteers, and cabin leaders prior to camp. Every Foursquare church is now required to complete this process for staff and volunteers serving in children s and youth ministry, so this should not be a burden to the camp or the district. It will be necessary for the camp program director to verify that all staff, volunteers, and cabin leaders have completed the background check process and have been cleared to work with children prior to arriving at camp. Please refer to the Child and Youth Protection Manual produced by The Foursquare Church to review the standards and the process for completing background screening. Camp management and facility staff should wear uniforms and/or identification clearly distinguishing them as employees of the camp. Every camp that is owned and operated by The Foursquare Church will require this standard. If you will rent or lease another camp facility, please request of the camp management that they comply with this standard. Give a wristband or other easily recognizable means of identification to each of your cabin leaders and staff to distinguish them as approved by you and your church/district to be on camp and interacting with the children. If someone is on site without the acceptable wristband (or other means of identification you have chosen), train your cabin leaders and staff to approach the visitor and ask who he/she is. Every person who is unknown to the cabin leader or staff member should be escorted to the camp director s office, and the director should handle the issue. Do no allow non-approved visitors to come to camp. The safety and security of the campers is the primary concern and purpose of this policy. All volunteers and staff have been pre-screened and approved to be on site but volunteers could be anyone with any sort of background, and we cannot verify whether they should be around children. Therefore, all visitors, including parents, should only be on site under the following conditions: - the visitors are pre-approved by the director to visit - the visitors will provide identification upon arrival at camp - the visitors are only on site for a short period of time - the visitors are escorted and accompanied by a staff member during their visit - the visitors are never alone with campers while on site Keep in mind that parents often desire to visit their children during camp to reassure them and to help them get through the week. Often, a child who is homesick will not improve after a parent visit, but instead want to go home with the parent. This is obviously not helpful to the child, and a parent visit for this purpose should be discussed with the parent before permission is granted. 4

7 Another concern for parent visits is the issue of child custody. In the event that a parent requests to visit their child during camp, it is important to check the child s registration card to be sure that the visiting parent is the adult who signed for the child to attend. If the parent who signed the registration card is not the parent requesting the visit, it is appropriate to notify the parent whose signature is on the card that another adult has requested to visit the child. This will surface any red flags, such as restraining orders, that exist or to verify that the adult who is seeking the visit should have access to that child. The program director in Foursquare camps is responsible to be familiar with the Child and Youth Protection Manual produced by The Foursquare Church. This manual outlines specific forms and standards for documenting incidents, injuries, illnesses, abuse, or accusations of abuse, as well as protocol for dealing properly with such incidents and how to document follow up with families. Program directors may secure a print copy of the Child and Youth Protection Manual from their pastor or district supervisor, or a digital version of the manual at 5

9 REGISTRATION PROCEDURES Registration is one of the most important areas of camp. As a director, it is your responsibility to make sure that qualified people are in place to receive and document camper and cabin leader registrations. If proper documentation and organization are not done correctly, it can result in liability issues and add undue stress for the director. For detailed information regarding proper documentation, please refer to the Camp Activity Permission, Release and Medical Power of Attorney form located on the Child and Youth Protection Manual. A sample of that form has been provided in this handbook. REGISTRAR: Make sure all information is filled out completely with proper signatures. If there are serious medical concerns, the camp director needs to be aware of them. Make a copy of all registration forms (1 to keep on file and 1 to go to the camp). If payment is made with registration forms then an accounting process needs to be set up and handled properly. Deposit funds. Deliver by hand if possible to the director camp registrations with worksheet of campers by church and male / female totals, and financial worksheet by designated date. Re Day of Camp REGISTRATION: Registration is the first thing the camper, parents and church leaders will experience about camp. If your registration is organized, your campers, parents and church leaders will be reassured that they will have a safe and fun camp experience. Registration Set-Up: Early Set-up: When campers arrive, everything needs to be ready. Signs: Need to be clearly visible for campers, parents and church leaders. Check In Procedure and Responsibilities: Remember, this is the first contact campers and parents have with your camp. You need your check-in people to be fun and excited about camp. They need to be able to greet campers, parents and church leaders warmly and have an overall knowledge of camp so that they can answer questions. Prayer Time & Instructions It is recommended that a meeting time be schedule prior to the opening of camp for prayer and final instructions with your camp staff Check-In Station - (suggested: 2 leaders for the boys and 2 for girls). Head cabin leaders / deans are great for this position. Check campers in using your master registration list Collect any pending registration payments Distribute name tags or wristbands to each camper Give clear instructions to cabin leaders on cabin locations, program, activities, meal times, service times, nurse s station, camp office, etc 7

10 Camp Activity Permission, Release and Medical Power of Attorney 1. I, the lawful parent or guardian of (the child ), give permission for my child to participate in the activity described on the reverse and release from all liability and indemnify the International Church of the Foursquare Gospel d/b/a (local church, camp, or school legal name) and its directors, officers, council, agents, representatives, volunteers, and employees ( Church ) from any and all liability, claims, judgments, cost or expenses, including attorney fees, arising out of any damage, injury or illness incurred or caused by my child while participating in or traveling to or from the activity, or otherwise in Church custody. I understand the risks in these activities, including the possibility of unforeseen hazards, serious injury or death. I certify my child is able to participate in the activity. 2. I agree to instruct my child to cooperate with the Church and its representatives in charge of the activity and understand my child may be prohibited from participating and/or sent home for any failure to follow the rules established by the Church. 3. I appoint Church representatives who are acting as leaders, or designated by such leaders, as my attorney in fact to act for me in my name and my behalf, in any way that I could act if I were personally present, with respect to the following matters if any injury, illness or medical emergency occurs during the activity, related travel or while my child is in Church custody. a. To give any and all consents and authorizations to any physician, dentist, hospital or other persons or institutions pertaining to any emergency transportation, medications, medical or dental treatments, diagnostic or surgical procedures or any other emergency actions as our medical attorney-in-fact shall deem necessary or appropriate for the best interest of the child. b. I understand the Church will make a reasonable attempt to contact me as soon as possible in the event of a medical emergency involving my child. 4. My child is to be excluded from the following activities and/or from release to the following persons (IF LEFT BLANK, NO ACTIVITIES OR PERSONS ARE EXCLUDED.) 5. I agree that the Church may use my child s and/or my own name, voice, portrait, photograph or image for promotional, website, office or any other church related purposes. These may be used in any broadcast, telecast, digital or print medium, including video images, photographs, pictures or renderings, audio recordings, or other likenesses, in combination or alone. 12 CAMP BUDGET Camp directors are always faced with the challenge of staying within the allocated camp budget given by the local church or district office. Prior to establishing the registration cost per camper, several factors will determine the overall budget numbers. Pre-Budget Planning: Discuss with the senior pastor or district office if funds have been designated for camp If funds have been designated, receive prior approval on where and how those funds can be expedited If no funds have been designated, plan ahead for fundraiser options and consider receiving registration deposits from churches or campers prior to the registration deadline. This will allow you to begin building your camp budget. Preparing your Camp Budget: Create a budget worksheet considering the following sample expenses: Camp facilities expenses Design, printing, and shipping of promotional materials Speakers, worship team, and staff honorariums Activities and/or sports equipment Camp program and general office supplies Game prizes and give-a-ways If providing t-shirts, obtain cost of setup charges, design, t-shirt purchases, and printing Additional audio, video, and lighting equipment that your camp facility will not provide Processing Payments and Reimbursements: Discuss with the senior pastor or district office on the procedures of processing payments and reimbursements Think ahead of any expenses that need to be paid prior to arriving to camp (ie: speaker travel expenses, t-shirt production, and equipment rentals) Most camp facilities will require full payment upon arrival to camp; others will allow payment a week after your camp concludes. Always verify that with the camp management. Proper reimbursement procedures will require submission of expense receipts. It will be necessary that copies of original receipts or invoices be kept. Create a payment and reimbursement worksheet with an itemized list of all expenses to be paid and any reimbursements due. The worksheet should also provide information to whom a check should be payable to. 10

14 STANDARDS FOR GROUP LEADERS NOTE TO CAMP DIRECTOR: This section may be customized to reflect the distinctive of your camp. Opportunities to insert specifics have been provided. Being a group leader is an extremely rewarding experience. You have the awesome privilege and responsibility of impacting the lives of children. You will work hard, sweat, get less sleep than you normally do, develop the gift of patience, and fall in love with Jesus and His kids all over again. You will be blessed beyond words and stretched beyond belief. You ll find yourself unable to believe that the time has zipped by, and camp is over and you ll wish you didn t have to leave. You are going to have a mountaintop experience! Allow the Lord to use you! START BY PRAYING: Since camp should be foremost a spiritual experience for every camper and adult worker, begin to prepare in prayer. Below is a checklist for you to use as your prayer reminder, before camp begins, and throughout the duration of camp. Pray for wisdom, protection and anointing for the staff, speakers and group leaders. Pray for campers, group leaders and staff to have spiritual encounters with the Lord. Intercede for each camper assigned to you. Believe God to give you discernment, wisdom and knowledge. Pray for the salvation of those who are unsaved. Pray for an outpouring of the Holy Spirit at camp. Pray for gifts of healings to be given at camp. Ask the Lord to reveal a sense of calling and purpose to each camper. YOU RE THERE FOR THE KIDS: Provide supervision! Know where your kids are and keep track of what they are doing. Campers are never allowed to be on their own. Remember, you are at camp to minister to the children, not to meet your own needs for fellowship. Your priority should be to be with the campers, not the other group leaders. Avoid all situations in which you are alone with a camper any time, anywhere, including cabins, meeting rooms, offices, forested areas, etc. If you escort a camper to the cabin to get something, either take another camper with you or stand at the door while the camper gets the item. Be available to minister to campers when called upon to do so. As invitations are given during services, be sensitive to assist campers who are responding to the invitations, while at the same time taking care not to embarrass the children. If you are not sure what to do in a particular situation, try the following: --Kneel quietly beside the camper and ask God for wisdom. --Pray for whatever need the camper expresses. If you feel you cannot handle a situation, get help from the head group leaders. Try to communicate individually with each of your campers at some point each day. Knowing how your campers are responding will enable you to effectively pray for their needs and answer questions they may have. 12

15 SET AN EXAMPLE: Remember, you are a role model! Obey all the camp rules set an example for the campers. Keep a godly attitude. Ephesians 4:29, 31 and 32 reminds us that the things we say should be positive, kind, and uplifting. Set an example for others with your words. If you find yourself struggling to keep a positive attitude about something, pray about it! Then, if you need to, ask a member of the head leadership team to help you work through the problem. If there is a need for discussion, or even confrontation, with another leader, have a private conversation and maintain a loving, respectful attitude. Leadership should model a spirit of unity as an example to the campers. DO A LITTLE MOTHERING OR FATHERING: Make sure the campers under your supervision are dressed appropriately for the weather and in keeping with the camp dress code guidelines. NOTE TO CAMP DIRECTOR: Insert dress code here, if applicable. Be aware of personal hygiene issues! Some children may need to be reminded to shower or put on clean clothes. Help campers make wise decisions. For many, it may be their first time away from home. Help them maintain balance in their choices. Nurture, encourage, console, correct, and love your campers. If you have a child who is extremely homesick, tell the head group leaders. Do not let campers call home without the head group leader or camp director s permission. BE APPROPRIATE IN CONTACT AND CONDUCT: Do not touch a camper in a place on his or her body that would be covered by a bathing suit. Avoid tickling, wrestling, or otherwise touching a camper in a way that is over stimulating or invasive of his/her privacy. Respect campers privacy when they are changing clothes or showering. Do not share a bed with a camper. Do not share inappropriate personal information, especially of a romantic or sexual nature. Do not allow inappropriate or scary stories or conversation. KNOW HOW TO DISCIPLINE: If you see a potentially unhealthy or disruptive situation arising, deal with it appropriately, in love. If you are unsure of how to handle the situation, talk with the head group leaders or the camp director. Keep your emotions under control. If you need help in a discipline situation, contact the head group leaders. Do not use or allow physical discipline under any circumstances. Do not grab, strike, push, shake, or hit a camper. Do not allow any kind of humiliation, hazing, intimidation, threats, or taunting behavior between campers. Do not make threats you cannot fulfill. Consult with the head group leaders before assigning cleanup detail, withholding of privileges, etc. as measures of discipline. 13

16 CABIN DEVOTIONS Take devotion time seriously, but do not become frustrated if the campers do not respond exactly as you had planned. Maintain order. Don t let devotion time turn into joking and silliness. Encourage all to participate. At the same time, be sensitive to those who are shy or uncomfortable. Gently help them to join in without feeling threatened. NOTE TO CAMP DIRECTOR: Insert specific guidelines for devotions here. LEADING A CHILD TO CHRIST The following Scriptures are useful to guide someone to an understanding of salvation: 1. Romans 3:23 Everyone has sinned. 2. Romans 6:23 Death is the consequence of sin, but Jesus offers the gift of eternal life. 3. John 1:12 Salvation is available for everyone who believes. 4. Romans 10:9,10 There are two steps: believing in your heart, and confessing with your mouth. The Wordless Book also is a tool for explaining salvation to children: 1. Black = sin 2. Red = the blood of Jesus 3. White = clean from sin 4. Gold = eternal life in heaven 5. Green = living and growing in Jesus You may want to pray a simple repeat after me prayer with the child. Or, the child may want to pray his or her own prayer. Never force or frighten a child into making a decision for Christ. The Holy Spirit is the one who convicts us of our need for a savior. If you are not that child s group leader, then let the child s group leader know that you led the child to Christ. LEADING A CHILD TO RECEIVE THE BAPTISM WITH THE HOLY SPIRIT The following Scriptures are useful to guide someone to an understanding of the baptism with the Holy Spirit: 1. Luke 11:11-13 The Father gives the Holy Spirit to those who ask. 2. Acts 2:4 Those in the Upper Room were filled and began to speak. 3. Acts 19:6 People received the Holy Spirit as someone laid hands on them and prayed for them. 4. The baptism with the Holy Spirit is more than just speaking in tongues it is power to witness (Acts 1:8), power to intercede (Romans 8:26, 27), insight and understanding (John 14:25, 16:13), gifts to build up the church (I Corinthians 12:7-11) in short, the baptism with the Holy Spirit gives us God s power to minister! Encourage the campers to begin to praise the Lord out loud, and expect to receive. Explain that sounds or syllables that may seem like baby talk may come to their minds, and they should just say them out loud, even if it seems silly. If a child prays to receive the baptism with the Holy Spirit but does not begin to speak in tongues, tell him or her to not be discouraged. Encourage the child to continue to seek God. Many people receive the gift of tongues at a later time tell him or her to expect that he/she will receive it in the near future! 14

17 STANDARDS FOR CAMP NURSE NOTE TO CAMP DIRECTOR: The following are basic standards for a camp nurse.. You may wish to add additional details relating to your camp. Qualifications: The camp nurse must hold a current license that meets or exceeds the requirements of the camp locality. Some localities will require a RN degree; some may accept an LPN or another qualifying degree. Check with your state or county to verify specifics. The camp nurse must have an active and vital relationship with Jesus Christ, and should have experience working with children and adolescents. General responsibilities: The camp nurse will, under the authority of the camp management staff and the camp director and in keeping with state and local law: Maintain health standards for the camp. Provide health care for campers and staff. Supervise the management of all medical emergencies. Monitor and administer medications. Specific responsibilities: Keep medical treatment logs of all incidents involving staff or campers. Complete accident/incident report forms for any accidents involving staff or campers. Maintain medication checklist slips for campers who take prescribed medications during camp. Manage and safeguard medications. Evaluate, monitor, and provide treatment of minor injuries and illnesses involving campers or staff. Oversee management of all medical emergencies. Work in conjunction with camp director and/or camp management if it is necessary to isolate a contagious disease and/or notify emergency contacts. Oversee disposal of medical waste. Inventory medical supplies, notifying camp management if supplies run low.
