6 LNG TRANSPORTATION EMERGENCIES FOR THE FIRST RESPONDER Broward Fire Academy June 28, :00am - 4:00pm Lunch Provided Knowledge is the key to safety. This class is designed to introduce the First Responder to LNG and give some guidance in safely operating at emergencies involving LNG. Basic Course Outline History of Liquefied Natural Gas (LNG) Properties of Gasses Properties of LNG Dangers of LNG LNG as a Fuel (Where in Florida) Types of Vehicles LNG Tanks for Transport and as a Fuel Construction Safeguards B.L.E.V.E. concerns Tactics at Fires and Emergencies Size Up - Offensive or Defensive Attack Accident (Road and Rail) - with no leak - with leak - with fire For more information and to register, visit: Or contact Manny Cela at the South Florida LEPC (954) celam@sfrpc.com

7 LNG Fueled Vehicle Emergencies For the First Responder Basic Course Outline Summary History of Liquefied Natural Gas (LNG) Properties of Gasses Properties of LNG Dangers of LNG LNG as a Fuel (Where in Florida) o Types of Vehicles LNG Tanks for Transport and as a Fuel o Construction o Safeguards o B.L.E.V.E. concerns Tactics at Fires and Emergencies o Size Up Offensive or Defensive Attack o Accident (Road and Rail) with no leak with leak with fire Should your first responders approach the scene? If you don t know what is burning, then you will not know what actions to take. If you do know what is burning, but do not have the resources and capabilities to safely handle the situation, what should your actions be. If you know what is burning, and do have the resources and capabilities on hand, should you approach the scene if the tanks have been burning for some time? First responders must survey the scene of any emergency to determine if the scene is safe to approach. This decision is particularly important for the Incident Commander. If you are the officer in charge of the first unit on the scene, then you are the Incident Commander until relieved by a senior officer. So everyone must be aware of the hazards and what risks those hazards present. Regardless of what is burning you must have the knowledge of what it is and what it can do in order to operate safely. LNG is not new. It has been used around the world for many years but most first responders have not had any reason to be anywhere near it in the past. That has now changed as many vehicles will be fueled with this super cold product and it may also be transported on our roads and rails. Knowledge is the key to safety. This class is designed to introduce the first responder to LNG and give some guidance in safely operating at emergencies involving LNG. Instructor The class is conducted by Tom Guldner who, as the President of Marine Firefighting Inc., has been training mariners and first responders about LNG for over 15-years. His 30+ years of experience in structural and marine fires and emergencies has allowed him to create hours of training programs dealing with marine fires and LNG. Mr. Guldner is a retired Lieutenant of the New York City Fire Department s Marine Division and is a Principal Member of the NFPA Technical Committee on Merchant Vessels. His company, Marine Firefighting Inc., is involved in consulting and training mariners and land based firefighters in all aspects of marine firefighting. Their classes are both informative and entertaining.

40 One-way communication is okay (i.e. A member of a collegial body may send written or electronic correspondence to his/her fellow board members pertaining to an item that they may consider at a future date, however the other members may not offer a response). See AGO (2007) Interaction among board members = violation DO NOT USE REPLY ALL
