Apologies: Apologies were received from Parish Councillors P Cox and C Pearson, and Stratord District Councillor P Richards and County Councillor A Parry. 2. Declarations of Interest Cllr Norris declared a personal interest arising from the item regarding the proposed development at the Sports Club and took no part in the discussion or votng of this item. Cllr Mrs Elliot declared a pecuniary interest arising from the item regarding the proposed development at the Sports Club and lef the room during discussion of this item. Cllr P Blanchard declared a personal interest in a planning applicaton. 3. To approve the Minutes of the meeting held on 8 March 2018 Having been previously circulated, the Minutes of the Meetng held on 8 March 2018 were agreed by members and signed by the Chairman. 4. Report from County Councillor Mrs A Parry Councillor Mrs Anne Parry had notied the Clerk that there was nothing to report at this tme. 5. Report from District Councillor P Richards Councillor Peter Richards had notied the Clerk that there was nothing to report at this tme. 6. Matters Arising a) Play Area Bins The Clerk was asked to remind Beck & Co to move the dog foul bin from The Knob to Park Lane. Cllrs D Tweed and P Smith were obtaining quotes for the repairs needed to the fence at the Play Area. 1

2 b) Hurdlers Lane Cllr P Blanchard reported on behalf of Cllr P Cox regarding the issues at a number of the propertes at Hurdlers Lane. Windows and doors there is stll some substantal remedial work to be carried out to these, some of which is to rectfy the recent remedial work, as the Independent Consultant was not happy when he inspected these on 16 March. From the site visits, some of the remedial work expected by the Independent Consultant had not been undertaken or not been rectied correctly. Some of the roofs have been investgated and were found to have roof felt that had deteriorated. Scafolding has been erected at two houses and the front of another house, had new felt, up to 5 tles up and new air vents installed. One resident had been informed that there were no air vents installed at the tme of build. The other homes are stll waitng for a start date. All homes are to receive new front doors from Sovereign a diferent manufacturer, as the Independent Consultant has not been happy with the original, Doorstep. There will also be a new installer to replace Walter Moss (who originally installed all the windows and doors) and has since carried out all the remedial work over 3½ years since installaton. WRHA have stated they will be looking at how the drains are connected as there are damp patches in some of the houses by the downpipes and the HA were concerned that the water from these may not go into soak away. WRHA should also be investgatng the foor slab via a camera through the brickwork to ind out what is beneath as wooden fooring bows afer rainfall in other houses where there are tles, the Independent Consultant was concerned at the extreme coldness felt. There are also numerous major items outstanding in some of the houses, ie, roten foorboards in one of the bathrooms, illegal electrical wiring above the bath of another, a gaping hole with black mould surround in one of the bedrooms, a large hole behind a downstairs toilet, etc. The WRHA Board meetng is to be held on 25 April, where it is hoped that a presentaton by David Krause the Operatng Agent and an Independent Consultant for a new heatng system of either Gas or GSHP will be discussed. It is hope one of these will be approved, as it has been stated by the Independent Consultant that the existng new electrical heatng is inefcient (the heatng does not warm the rooms to a comfortable level) and has proved to be too expensive to run. c) Sports Club (SC) There was nothing to report at this tme. d) Street Lighting (Park Lane) The Clerk was asked to contact WCC to ascertain as to when the new columns would be installed. e) Parish Council Website Cllr P Blanchard reported that the Working Group was to meet in April to make the inal changes to the website. f) Defbrillator Telephone Kiosk Cllr Elliot had met with Mr Baldwin regarding the proposal for a second deibrillator for the village. Mr Baldwin had conirmed that the group had opened a bank account with a view to raising funds of up to 5,000 which would enable the 2

3 installaton and maintenance of a second deibrillator for up to ten years. It was agreed that such a project should be a Community Group. Councillors agreed with the ideas put forward. Cllr Elliot asked members to consider subscribing to a Village Emergency System (VET). The system operates for villages in the event of an emergency, such as a call for a person trained to use an AED, fooding or vulnerable person. The cost was some 100 per annum and Councillors supported the idea. g) Warwickshire Rural Community Council (WRCC) Councillor C Kimberley circulated proposed plans for 15 afordable homes at the rear of Shaw Close and members gave careful consideraton to the proposed housing development and, in partcular, the social aspects that contribute to the long term well-being of its future residents within the community, and the integraton of the built development into the existng village setlement patern. The land to the rear of Shaw Close lies between the house Woodcote and the large Parish Playing Field, and it seemed that there would be several advantages in creatng a development footprint that extends from Shaw Close as far as the playing ield, but with a northern boundary that would be closer to the existng development in Shaw Close. One advantage of a development site that would extend to the playing ield is that the occupants of the new dwellings (and others in the existng Shaw Close development) would be able to have direct access to the playing ield facilites, and the public footpath SD151b, without having to follow a considerably longer route via the busy Bearley Road. They would also avoid having to cross the entrance from Bearley Road to any new housing development in the site adjacent to the BT Exchange building. [The later site is one allocated in the Sniterield Neighbourhood Development Plan for up to 3 houses.] In additon, as the resultng northern boundary of the development would be lower down the hill at Shaw Close the access route to dwellings from Bearley Road would be less arduous for elderly and inirm pedestrians. It also follows that certain dwellings would be further away from the telecommunicatons mast than would otherwise be the case, and the PC understood that for some individuals this may be a signiicant consideraton. The existng development at Shaw Close is in an elevated positon in the village and can be seen, for example, across the village from Kings Lane. It is thought that a lower northern boundary line to the proposed development, alongside Woodcote and Highield Close, would enable the development to blend in more readily with the existng built development of the village. It was agreed that Cllr Kimberley would submit the Parish Councils consideratons to WRCC. 7. Finance a) Income & Expenditure The Finance Schedules of Income and Expenditure relatng to March 2018, which had been circulated by the Clerk were approved unanimously. b) Grants to Organisations No further applicatons for Grants to Organisatons had been received since the last meetng. 3

4 8. Planning Current applicatons, as listed on the planning schedule previously circulated by the Clerk, were discussed and updates agreed. The updated schedule is appended to these Minutes. 9. Flooding The mater was deferred to the next meetng due to the absence of Cllr C Pearson. 10. Speeding In her absence, Cllr P Cox had submited a report which was read out by the Clerk. PNC forms have been forwarded to volunteers to ill in and sign and Cllr Cox had asked for the completed forms to be returned by 18 April. Once received, these will be hand deliver to Stratord Police Staton for the checks. Cllr Cox needed to submit areas of where to conduct the speed checks. As the usual Police contact is stll seconded to Southam, a Special Police Constable is arranging for the risk assessments to take place, but as she has not carried these out before, she is seeking advice as to what she needs to cover. Cllr Cox is waitng for her to come back with any rules needed to take into account, ie how many metres away from a change of speed or a bend in the road, etc. It was suggested that the Group look at one at a tme as it takes a while to complete and it was suggested that the Group begin with the two areas where there is data on speeding Wolverton Road and Bearley Road. It also was suggested that the Group look at other speeding areas in the village, such as Church Road. 12. Correspondence WALC Self Assessment for Parish Councils 13. Neighbourhood Plan Cllr C Kimberley reported that the referendum for the Neighbourhood Plan was held on 15th March and 94% of those that voted were in favour of Stratord-on-Avon District Council (SDC) using the Neighbourhood Plan for Sniterield to help it decide planning applicatons in the neighbourhood area. (330 voted yes and 20 voted no ) The ballot resulted in a 33.39% turnout of the eligible voters. The SDC Cabinet is meetng today and as the NDP was endorsed by more than the required threshold of voters in the referendum, the opton for the Cabinet is to resolve that the Sniterield NDP be ofcially adopted, so that it becomes part of the Development Plan for Stratord-on Avon District. It is expected that inal raticaton will take place at Council on 24th April Cllr Kimberley was also in the process of obtaining quotes for the printng of the Neighbourhood Plan. 14. Code of Conduct This mater was deferred to the next meetng. 15. Village Hall Cllr P Blanchard reported that the VHMC had requested a landline to be installed at the Village Hall at a cost of plus VAT. This was to enable the use of WiFi and the Clerk was requested to make the arrangements. 4

5 Sniterield WI had agreed to cover this cost and the cost of the irst year of the TV licence. The Clerk was in the process of arranging for this to be installed. 16. Observations from Parish Councillors Cllr Elliot suggested that following a complaint regarding the dirty road signs in the village, the Clerk make a suggeston to the Rubbish Friends Group to ask if they may consider the cleaning of those signs. The Chairman asked the Clerk to contact WCC regarding the proposed road closures to ensure that Bell Lane be closed at the same tme as the proposed other road closures, to safeguard any potental issues. Cllr Kimberly reported that all allotment plots were currently let. Cllr D Tweed suggested the installaton of posts and stock fencing at the Sports Club along the Wolverton Road perimeter.
