2 Impact Assessment of NREGA in Bankura and Purba-Medinipur Districts of West Bengal Introduction The present report is the outcome of the appraisal of NREGA aims at enhancing livelihood security of house holds in rural areas of the country by providing at least one hundred days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work. The choice of works suggested in the Act addresses causes of chronic poverty like drought, deforestation and soil erosion, so that the process of employment generation is maintained on a sustainable basis. Two years of the programme have indicated a need to evolve the design of the monitoring system to more effectively address implementation challenges. The present appraisal work was undertaken by the Rural Development Centre, IIT Kharagpur with the main objective of Appraisal of implementation of NREGA in Bankura and Purba Medinipur district of West Bengal. Methodology Adopted The Guidelines circulated by MoRD were followed: Districts: Selection of the districts was made on the basis of performance of NREGA. Two districts namely Bankura the good performing district and Purba Medinipur the poor performing district were considered for the present appraisal work. Subsequently the Blocks, G. Ps. and villages were selected in due consultation with the state (P S, Jt. Secretary, Govt. W B) District officials (DMs, BDOs, and Pradhans). Blocks and Gram Panchayat: The sample is consisting of two blocks from each district, four Gram Panchayats, four villages one in each G. P. from each block. For details see Table 1 and 2. Works: Of the listed existing works were identified for the detailed survey (Annex.1) from each Gram Panchayat. Again as per guideline out of the total 4 works per block, 3 nos. of on going works and one no. of completed work was selected for in depth study. 1

3 Workers/Beneficiaries: For the method of cross verification and in depth analysis ten workers per work were interviewed on random basis. Sources of information: A questionnaire was developed by covering various issues pertaining to NREGA and the related information was collected at different levels like (a) interview with village level workers on worksites (b) Block levels and (c) District levels. In all 160 job card holders were interviewed through survey form. It contains 55 questions. Along with primary level of sources the field observations followed by people interactions were performed to verify the work from the official s records at Gram Panchayats, Blocks and Districts level (Annex.2). The details of responses to 55 questions of 160 wage earners in respect of appraisal implementation NREGA projects both completed and on going work in all the blocks are given in Table Since, it was cumbersome to discuss all the details obtained by surveying 160 beneficiary, belongings to 16 villages of in 4 blocks of two districts in West Bengal, we averaged the responses of all interviewers in two groups, i.e. one where the work has been completed and another where the work is ongoing at district level. The averaged results of selected questioners are presented here (Fig 1 to 14). 2

5 Salient Findings The following are main findings/observations of the study conducted in Bankura and Purba Medinipur districts of West Bengal. Level of Awareness: The level of awareness among the workers in all the GPs are high. About 80-90% Villagers are aware about the NREGA in both the districts. This was primarily due to the effectiveness of Panchayats system for awareness of NREGA campaigns. Job Cards: Time gap between registration and issues of job cards varied from 15 days (50%) to 30 days (45%) in completed and ongoing worksites of Bankura district. In case of Purba Medinipur, within 15 days, much of the demand for job cards are materialized. In the case of completed works, majority of the workers (85%) get the job cards and the figure is 55% for ongoing work. In general the custody of job cards by job seekers is better in completed projects, when compared to on-going projects. Employment and Payment: Irrespective of worksites, and geographical locations, women participation is more than the men folk. About 60-70% villagers agree that wage employment is done by reading muster roll in Bankura and about 90 to 100% in Purba Medinipur. About 40-50% daily wage earners get the job for a period of 8-14 days. Mode of wage payment is mainly through post office in Bankura. However in Purba Medinipur, payment is mainly through bank. Women folk get the wages at par with the male workers. Almost (75-80%) workers received their wage payments within a week. Distance to worksites is within 1-2 km for Bakura and it varies from 1-5 km in Purba Medinipur. Facilities: Only 15-20% wage earners are satisfied with facilities at the worksites in both the districts. Providing child care facility would encourage more women participation. 4

6 Special Observations Bankura: The same job cards are being used by different members of a family. No job cards are issued in Individual names and the payment is made to any member of a family without any photograph. In Ranibandh block of the same district, job cards are given to register only, but most of them are without photograph. Pradhans in Bankura district are unable to meet the demand of job card since sufficient numbers of job cards have not been supplied. Similar is the case with Panskura 1 block where Job cards are in great demand. All the job cards holder are not turning for work. The job cards (like ration cards) are being kept as necessary documents for future needs and leads scarcity of cards to the needy families. Purba Medinipur: In Ramnagar-I Block the demand for the job cards is less as because villagers are getting regular employment with higher wages as the study area falls near Digha sea beach and Pan mandies etc. This is not true for the Panskura 1 block, where villagers are demanding more and more for job cards, because of scarcity of work in the near by areas. Ratio of man and material may be changed for the Panskura I. The villagers want better road connectivity particularly during the rainy season. Occurrence of floods is very frequent here. Thus there is need for planning of NREGA projects based on the localized needs. Such local needs could be identified by the villagers in a meeting and should become a part of NREGA. Common and universal recommendations should not be given for all the villages. No timely payment is made by the local banks/ post office in any blocks of these two districts. Postmasters in two Districts have raised the issue that due to shortage of man power and time taken in approval from the district office, it is not possible to open a large number of new accounts and maintain them also. Gramin bank are better in releasing the payment in time. 5

7 Suggestions Job Cards and Payments: BPL families should get the first priority in getting Job Cards. Only after all the applicant families obtain them, should the cards be released to non-bpl families. It is suggested that Govt. of India direct the Director GPO for opening the 0 balance accounts at all post offices. Job-card holders who have contributed a prescribed minimum mandatory period of work could, for instance, be insured to cover health-related risks. Expansion of Areas: Presently NREGA concentrates on mainly on water harvesting / storing, check dam, connectivity projects at the local level. These infrastructure projects should be made a composite part of a village /regional plan, preferably put forward by the local community. In addition, NREGA should also include educational resources like schools mainly for the benefit of children of BPL families. Extending quality education facilities to children would help families overcome poverty in the best possible way. NREGA project should then extend its funding to productive sectors too, which get linked with the overall village / regional plan along with reinventing of biodiversity. Loans also should be extended to BPL families at cheaper rates; land-reforms should be continuously re-visited for efficiency and enforced. Ombudsman Tribunal: A separate tribunal should be set up to seek complaints about implementation of NREGA projects in the State. The tribunal after soliciting complaints could setup district level committees for completing the judicial process. Funding of NREGA Project There is hardly any doubt regarding the humane-ness of NREGA project in appreciating poverty and its resolve in tackling related issues. Hence the allocation of funding to NREGA should be enhanced. Instead of investing in ailing or sick banking establishments, bailing out bad-debts to the tune of 6

8 around 170 billions of Rupees, as disclosed by the Planning commission of India, the government should be concentrating more on investing heavily in NREGA.
