1 CHAPTER 1 BACKGROUND 1.1 BRIEF BACKGROUND The Government of India has been extending support to Youth Hostel Movement since The Youth Hostels Scheme was formulated as per the guidelines prescribed in the manual of the International Youth Hostel Federation. Youth Hostels Scheme has been functioning as a joint venture between the Central and the State Governments. While the Central Government bears the cost of construction, the State Governments provide fully developed land free of cost, with water, electricity and approach road. After construction the Hostels are handed over to the State Governments for management. The Youth Hostels are looked after by a Warden and the Assistant Warden, usually, a husband wife team, who are paid an honorarium of Rs.5,000/- for both and conveyance allowance of Rs.500/- per month. A special allowance of Rs.500/- per month is also paid to the team of Warden/Assistant Warden working in the Youth Hostels located in North-Eastern Region of the country. The 9 th Five Year Plan (Vol-2) under the heading Performance Review of Eighth Plan mentions that 50 Youth Hostels have already been commissioned by then and 23 were under various stages of construction. 2 1.2 FINANCIAL ALLOCATION DURING 11 TH FIVE YEAR PLAN The Planning Commission has allocated only Rs.12 crores (annex.i) during the 11 th Five Year Plan for the completion of ongoing projects of Youth Hostels and has desired to discontinue the scheme thereafter. 1.3 EVALUATION OF EXISTING YOUTH HOSTELS Since, the Government of India has been spending funds on setting up of Youth Hostels in various States for the last many years. It was decided to evaluate the working of the existing Youth Hostels so that necessary steps can be taken to bring in improvements wherever necessary and to decide whether the Youth Hostels Scheme is to be continued or not. Department of Youth Affairs and Sports, Government of India, entrusted this task of evaluation of Youth Hostels to Youth Hostels Association of India (YHAI), New Delhi. However, no funds were released to YHAI to undertake this study. 2

3 CHAPTER 2 TERMS OF REFERENCE FOR EVALUATION 2 TERMS OF REFERENCE The broad terms of reference for the evaluation of the study are as under: 2.1 To review the existing approach, strategy, priority of the scheme and suggest changes if any, for its greater relevance to the youth in present day context. 2.2 To evaluate the outcome of the implementation of the scheme and suggest new areas of programmes/activities, which may include addition, deletion or merger of the on-going programmes and activities to make more employable skill oriented. 2.3 To examine the functioning of the existing administrative structures and mechanisms, both at central and state levels, and suggest restructuring, if necessary to delivery proposed outputs and outcome under the scheme. 2.4 To suggest whether the Scheme needs to be continued in XI Plan or dissolved forthwith. 2.5 In case it is to be continued, then, please indicate your views about: Need for improvements; Phasing of Expenditure in the 11 th Plan; Setting of physical and financial milestones/targets for the 11 th Plan. 2.6 While framing its recommendations, the Evaluating Agency shall be guided by a realistic assessment of the resources than can be made available by the Government. 3

4 CHAPTER 3 METHODOLOGY 3 The following methodology was adopted to carry out this evaluation study of the Youth Hostels: An Evaluation Committee consisting of the following persons was constituted at the Youth Hostels Association of India, New Delhi: 1. Warden Incharge International Youth Hostel New Delhi Evaluation Committee decided to conduct the study through structured questionnaires. The following two questionnaires were structured for the purpose: i) Mystery Shoppers Questionnaire QNR 1(MS) ii) Evaluation Study of Youth Hostels QNR 2(W) 4

5 Copies of these two structured questionnaires are placed at Annex.II & Annex.III at the end of the report. In addition to the questionnaire Mystery Shoppers were asked to take photographs of the hostel building, entrance, reception area, dining area, kitchen, rooms/dormitories, bathrooms/toilets, lobby etc. Mystery Shoppers faced the risk of reaching some hostels in North East India. It also required patience and dedication on their part as traveling after a long distance they faced the problem of getting accommodation or found the hostel locked. The documents of the Government of India indicate that 72 Youth Hostels were set up till which later rose to 78. Out of which 12 hostels are not commissioned yet. Efforts were made to contact all the 66 Youth Hostels, but only 64 of these could be reached by the Mystery Shoppers. Mystery Shoppers filled-up information about these 64 Youth Hostels in Questionnaire I without the knowledge of Warden and staff of Youth Hostels. This exercise involved a lot of time and expenditure but was worth it as the information collected has been valuable for the purpose of this study. Questionnaire -2 was sent to the Wardens of Youth Hostels for completion. In all 43 questionnaires were received back duly completed by the Wardens/Assistant Wardens. Based on the information, collected through these two questionnaires, the analysis have been done for each Youth Hostel, State-Wise in the following Chapter. 5

There is one chowkidar who is running the hostel, he is staying with his family there. Warden is there but staying in Bangalore. About 93 local persons are forcefully staying in the hostel for last 49 days. There was no bed linen, bathrooms were in bad shape, plus the rooms were full of mosquitoes.

Conclusion in Brief: A lot of people are aware about the Hostel, because it is near the bus stand. However, no hosteller is allowed to stay in the Hostel. It is a poorly maintained hostel and its infrastructure is in bad shape. There is no Warden/Assistant Warden to actually look after the hostel as the warden has been on leave for last few months. An employee of Youth Services is managing the hostel and keeping about girls and boys in the hostel in an unauthorized way. Food is also provided to them. Mystery Shopper could fill up this questionnaire with the help of some body.

The building and infrastructures are not maintained properly and needs massive renovations. A person from District Sports Authority is posted as a Warden, but he has not joined his duties.

18 9. Tezpur Conclusion in Brief: Questionnare could not be filled up. Although the Hostel is ideally located, but it was found locked. Even a Chowkidar was not there. After enquiring from the neighborhood of the hostel, it was revealed that the Warden Lt. Col Lama does not stay there and visits the hostel when some body is staying there. STATE: BIHAR 10.
