1 Holybourne Village Association Founded th October 2017 AGM Holybourne Village Hall 1. Opening of Meeting and Apologies for Absence Actions The meeting opened at 2004 hr. Those present were David Tomlinson (DT) (Chair); Charlotte Murrell (CM)(Vice Chair); Vernon Burford (VB); Peter Packham (PP); Tom Yendell (TY); Nicholas Wood (NW); Jeroen Hodges (JH); Tessa Laughton (TL); David Houghton Additionally, ex officio, James Voller (JV) ATC; Glynis Watts (GW) EHDC. Apologies for absence were received from Andrew Joy HCC (AJ), Pat Lerew (PL), Vickie Kemp (VK), Mick and Marianne Lavery, Julia Wood (JW) 2 Minutes of Last Meeting 2.1 Agree Minutes The minutes of the 43rd AGM of the HVA held on the 11th October 2016 were reviewed. Proposed as a true reflection by Charlotte Murrell, seconded by David Houghton. All in favour The Chairman signed the minutes. 2.2 Signing of Minute Book DT signed the minutes. 2.3 Matters Arising All matters arising dealt with in the agenda. 3 Planning & Development Issues in and around Alton 3.1 Holybourne Roundabout Appeal JH provided update. Application and appeal rejected. Rejected because it was development in the countryside; it pulled activity away from local centre; the character and appearance of site was going to have a negative impact on the countryside; the impact on the heritage of the surrounding area. 3.2 Molson Coors and Sports Centre GW advised - Molson Coors has been sold privately to Carla Homes. Detailed planning not available yet. EHDC are in communication, trying to push for community facilities. Plans should be put forward before Christmas. Sports Centre - presentation tomorrow in assembly rooms to discuss what is happening. There is to be a brand new sports centre in Alton, one in Bordon and a refurbishment of the Taro Centre. 3.3 ADRA - Alton District Residents Association VB advised the HVA is a founding member of ADRA, and he and PL attend meetings on our behalf. There are 9 RA members in total at the moment. Information is shared between local resident association groups to ensure individual groups are effective. ADRA meets once a month. It is focussing on revitalising Alton, community engagement and it is monitoring progress on the neighbourhood plan and the new initiative, the Wey Walk. There is also an ADRA health group which is involved with a clinical commissioning group, reporting directly to NHS England. Liaison panels are also being set up to look at local developments.

2 4 Looking after our Village 4.1 Holybourne Flood Action Group Rob Law reported that the flood defences haven t been required recently so the work done to date has not been tested. A lot of work has been carried out at Cuckoo s Corner, so that part of village should now be protected. There was a scheme to relieve flooding on the London Road by Complins but Highways realised it wasn t going to work so the scheme has been shelved for the moment. Work has also not happened at the junction of Rakemakers and London Road. Rob will continue to liaise with Highways on these two locations. There are funds available to do the new work but Highways need to make sure that what they are doing is effective. 4.2 Friends of the Pond Nick Cane reported that the willow was pollarded in February. It will be done again in The dog woods will be cut back in the spring. Nick gave notice that he will be resigning his post next year. 4.3 Speedwatch Nick Cane reported that there have been 235 patrols since it started in patrols this year, a little less because of the police station closing in Alton. About 10% speed through the village but there has been a downward trend since Speedwatch started. At present there are 12 volunteers and anybody wishing to volunteer should e mail speedwatch@holybourne.com. Nick gave notice that he will resign next year. 4.4 Keep Holybourne Tidy VB reported that, in general, the village is much more tidy than it ever used to be. 4.5 Naming Barleyfields Open Space (Balloon Field) JV advised. Last Wednesday, Alton Town Council s Open Spaces Committee, following public consultation and despite the HVA s views being stressed at a previous Open Spaces meeting, there was a vote of 5 to 1 to approve the name of Barley Field for the open space by the new development. There has not been barley in the field in living memory, as the name was thought up by Persimmons Marketing Department. The field used to be used for the take off of Hot Air Balloons. The design and supply of the play area was agreed. Other Barleyfields issues: Alton Town Council have just taken over the responsibility of maintaining the hedges and trees from Persimmon. JV to make sure this happens. JV Ben Wills advised that there is no high speed broadband and confusion at Openreach as to what is happening. Management is still with Persimmon and has not yet moved over to residents. JH raised an issue about all the estate agents boards that have moved to the opposite side of the fence. Action for AJ to speak to Highways. AJ

3 5 Village Events 5.1 Remembrance Service Taking place on Saturday 11th November Adrian Stratta is organising. A cadet band will be in attendance. Villagers are to assemble at the war memorial and the parade will march off at Holybourne Bonfire and Fireworks It will be held on Saturday 4th November Posters are ready to go up and tickets are ready to sell in The Holybourne Shop, Queens Head and White Hart. They will be distributed this week. Capacity is 800 this year. The White Hart will be providing hot food and beverage. Help will be needed to erect marquees, stewards on the evening and clearing away. Please let Rob Law know if you can help. Tim Carmichael also needs help with lighting the fireworks on the night. The posters and advertisements are to be out a week before Facebook advertising in order to give villagers time to buy their tickets first. 5.3 Carols by the Tree (White Hart) To be held at 7pm on Wednesday 20th December Helen Walters organising carols. 5.3 Summer Fest or Summer Ball 2018 Date to be confirmed. Unfortunately, due to lack of support, this year s Summer Fest did not go ahead. Discussions were held as to whether we should have a Summer Fest one year and a Summer Ball the next. The Summer Ball could be held after the art week, the last week in June, at Eggars in the marquee that is erected for this event. It can hold 120 people. A summer ball was thought to be a good idea but it was felt that the two events weren t mutually exclusive as they were for different age groups of people. The Summer Fest is enjoyed by families and children and should really be encouraged. However, both events need committees to push the events forward and more volunteers are needed to help. 6 Village Communications 6.1 Magazine TL reported that she has received lots of positive feedback. Feedback is always welcome. There is a column in the magazine for unsung heroes. Please nominate anyone you believe is an unsung hero in the village. AS looking for an official photographer for Remembrance piece for magazine. Any letters and pictures will continue to be gratefully received. 6.2 Website Redesigned about a year ago with a What's On page. E mail webby@holybourne.com with any information to be added to the site. 6.3 Facebook The HVA Facebook page now has 424 likes. CM suggested putting the Facebook logo on any advertising posters around the village. 6.4 Holybourne Archive Group Archives stored in a special room in the Lawn. LH looks after.

4 7 Holybourne Cup Chris Everett donated the up to the HVA for presentation to an individual who had made an extra special contribution to the village over many years. The 2017 winner of the Holybourne Cup was awarded to Richard Kelly. Richard, supported by his wife Lynn, has been a huge driving force behind the cricket club and more recently the Summer Fest, and relaunching the fireworks display for the village. Richard was not at the meeting so DT will present cup at a later date. DT 8 Village Forum for villagers to raise issues not already covered London Road Janet Cane - concerned that the London Road becoming a car park. It seems to have been an increase in the last couple of months. This could be a safety issue. Nick Cane to have a word with a PCSO for advice. Village Hall Update on the Village Hall since the lead has been stolen - some damp has come in without lead but the work to replace it can only happen when preschool are not in. Therefore work hoping to be carried out over half term but with a replacement of fibre glass rather than lead. Tesco Site It was queried as to whether the site Tesco was interested in could be used for a hotel. GW advised that the site, which has retail permission, has been sold but no planning application has been forward as yet. Old Caretaker s House, Eggars DT advised that the Old Caretaker s House has been demolished. There are plans in the long term to put some classrooms on that site. It will not be a nursery. Refuse Centre GW advised that there is no intention of closing the refuse centre. Vehicle Break ins CM advised that there have been a lot of cars broken into in Alton over the last couple of weeks. Don t leave valuables in your car. Nick Cane 9 Annual Reports 9.1 Chairman s Report DT reported that there was a lot going on and a lot of people working behind the scenes to make sure it happens. If anyone would like to come and join the committee or support events, please put your name forward. Help would be greatly appreciated. DT thanked all members of the HVA for being a supportive team with village events. If anyone would like to join the HVA then please contact chairman@holybourne.com 9.2 Treasurer s Report The HVA account currently stands at 10, The accounts have been audited for the year The new notice board at Village Shop should be ready to go up this weekend Vickie Kemp proposed to use David Matthews as auditor next year. 5 10. Election of Committee 10.1 Re-election of Committee Members CM, DT, PP were all re-standing. Proposed by RL and seconded by Tim Carmichael. All in favour. Carried DT advised that Jos Cunningham and Kate Care have resigned Election of New Members to the Committee Kate Carmichael - Proposed by DT Seconded by CM All in Favour, Carried. Carey Ryan - Proposed by DT Seconded by CM All in Favour, Carried. Jill Robinson - Proposed by DT Seconded by CM. All in Favour. Carried (DT to check she is willing to stand!)
