1 Miss Utility of Delmarva UTILITIES SERVICE PROTECTION CENTER OF DELMARVA, INC Minutes of the March 17, 2011 Membership & Board Meeting 1. Call to Order and Introductions President Dave Kertis opened the regular meeting at the Delmarva Power Conference Center, in Newark, DE The meeting was called to order at 9:03 A.M. 31 members were present. President Dave Kertis started the customary introductions. Prior months meeting minutes approved. 2. Presentation- Brad Ebaugh-Review of CGA Conference Mr. Ebaugh summarized the presentation, I Survived Being Buried Alive. The presentation was about a man s experiences in the field of excavation. He took shortcuts in safety precautions through projects. A specific problem occurred, water was leaking into the ditch, and nine (9) feet of dirt fell on top of the worker. Supervisor worked unsafe for 30 years, he panicked and installed a trench box in the trench to try to cover his liability. All the workers lied about the incident. Impact on everyone due to this burying, his friend on the backhoe had to decide on what action to take, whether to dig out with the backhoe or with shovel. A paramedic was contacted to provide CPR, because he cut corners, eight (8) or (9) fireman had to sacrifice their time. It affected his family; mental issues began from the incident. Safety rules are important, not only for the safety of the workers in the construction area, but for the aftereffects of the incident. There are reasons for the rules, most likely because something bad happened previously. Think about who this affects, will you child have a parent growing up. 3. Excavator Concerns- 4. 2 6. Locator Concerns- 7. Committee Reports A. Excavator/Operator Relations Tina Davis No issues reported. B. Facility Owners Relations Judy Lonsdale No issues reported C. Damage Reports Charlie Russell 18 utilities report, 10.90% of companies reporting 29 damages in February, 4 from hitting marked line, 7 no call or ticket, 14 marking issue, 4 other, 0 unknown % of damages were in the category of Hit Marked Line. Number of damages increased significantly from January. Dave Kertis provided a review of how to use the Damage Reports online, Click on Damage Report, fill in fields. D. Membership Charlie Russell Nothing reported 8. Locator Recognition Brad Ebaugh 22 locators are going to be recognized Brad is requesting pictures from any excavation, bebaugh@decoop.com Committee will be meeting today for firming up the event. Brad is asking for door prizes from companies. $25 cap. 9. Public Awareness Brad Ebaugh Question about the statistics of hits on the website, Board will start collecting data from the website. Richard Cleveland and Rick Majors went to I Love Smyrna School District Day on February 27; successful event, numerous visitors to the display. USPCD will request the fire departments to showcase municipalities in Delaware and between 5 to 10 in Maryland received a kit concerning Miss Utility. Mr. Ebaugh presented the promotional packages that Miss Utility will be providing to the Wilmington Blue Rocks and Delmarva Shorebirds. 10. One Call Concepts Matt Ruddo Mr. Ruddo reviewed the February monthly report. A total of 8,937 tickets requested, 97% were handled under the threshold that is requested. Review of less than 48 hour tickets, 553 tickets called in, 7% of total ticket volume. Lower than this time last year. ITIC report was reviewed, 68% of ticket volume conducted through the internet. Delaware and Eastern Shore Maryland tickets were subdivided. Registration for repeat people will be April 1-April 30, general registration will be May 1. 3 Maryland Law Change-February 25 meeting, goal was to have everyone review resumes for public member of the authority. 6 resumes were submitted. One name, Cindy Flanders, executive VP of Bank of America was pushed up to the Governor. Eight members are Tom Baldwin, Kevin Woolbright, Tom Hoff, Wayne Gilmer, Bob Cooper, Bernard Cochron, Jim Barron and Walter Gilmer. 11. Law Enforcement Committee Jason Lyon A tentative meeting has been scheduled for early April. If anyone is interested, please contact Jason Lyon at jlyon@dover.de.us 12. Old Business None 13. New Business The April monthly meeting will be held at the City of Milford s Park and Recreation Building, 207 Franklin Street, Milford, DE at 8:30 a.m. on April 21, John Hughes stated the need for political influence for the Law Change Committee. Verizon has a new locating company 3/18, Danella Construction/Danella Engineering, Verizon has new escalation cards. New locating company Premier, for Delmarva Power beginning April 1. PA Safety Rodeo, Philadelphia Expo Center in Oaks, May 12, Miss Utility will provide new CGA books at next month s meeting.
