1 VILLAGE HALL UPDATE FOR AUGUST 7, 2018 At the July 17 th Board meeting the Board approved the following items: An ordinance amending Chapter 12 of the Municipal Code regarding license applications. A special event permit for the Greendale Lions Club for Village Days. An ordinance amending Chapter 8 of the Municipal Code, regulating when set up may begin for parades. Chairs and blankets may not be set up prior to 7:00 pm the evening before the parade and pop up tents may not be placed earlier than 7:00 am the day of the parade, may not be affixed to the ground and must be occupied. Signs will be placed along the parade route explaining the new regulations. A proclamation for Marty Lubing thanking her for her service on the Library Board. August 7 th Village Board Meeting Preview A resolution authorizing staff to apply for Community Development Block Grants. The Board will discuss the safety of the walkways on Broad Street and Northway, as well as the hours of the Village s Recycling Center. The Board will meet in closed session, but will take no action on, amending a lease on the Village s elevated storage tank at 7100 Euston Street. Village Nites on the Green concert series begins on Sunday June 17th Downtown Markets will begin on Saturday June 23 rd 8:00 am noon Saturday Night Fun on the Green concert series begins on Saturday June 23rd Greendale Historical Society Tour of Homes: Saturday August 4th Village Days: August 10th- 12th

2 VILLAGE HALL UPDATE FOR JULY 13, 2018 At the June 19 th Board meeting the Board approved the following items: A change to the Crossing Guard Program to contract out the service due to the Police Department having trouble finding applicants to fill the positions. A resolution authorizing the issuance and sale of $2,655,000 water system revenue bonds. These bonds will be used towards the 2018 Capital Improvement projects for replacement of water mains. A resolution authorizing the sale of $1,680,000 in taxable general obligation community development bonds. These bonds will be used for Tax Incremental District Number 4 (Greenbelt Apartments). Authorization for staff to apply for a water utility rate increase with the Public Service Commission in order to cover the costs of debt payments for the water main improvement projects. A resolution acknowledging the filing of the Village s 2017 Sanitary Sewer Compliance Maintenance Report with the Department of Natural Resources. A proclamation for an Eagle Scout. July 17 th Village Board Meeting Preview Temporary class B licenses for the Village Days event. The special event application for Village Days from the Greendale Lions Club. An amendment to Chapter 8 of the Village ordinances regarding obstructions and encroachments. This ordinance would propose a change how spots may be saved prior to a parade. It would only permit blankets and chairs be placed and no earlier than 7:00 pm the night before the parade. A proclamation for former Library Board Chair Marty Lubing. The Board will also review a special use request for a community based residential facility for up to 11 residents at 7937 W. Holmes Avenue. This item will be referred to the Plan Commission and Planning Consultant for review and recommendation and will come back to a future Village Board meeting for a public hearing. The Board will meet in closed session, but take no action, on the Village s Sex Offender Residency and Sign Ordinances. WE Energies Gas Main Replacement Project: From mid-may to September WE Energies will be replacing a 16 inch high pressure gas main which runs along 51 st Street from the border with the City of Franklin north to Grange Avenue and along Grange to a point just west of the intersection of 76 th Street and Grange Avenue. 4 VILLAGE HALL UPDATE FOR JUNE 15, 2018 At the June 1 st Board meeting the Board approved the following items: The annual renewals for beverage operator, class A, B and C Liquor/Beer/Wine licenses. A parade permit for the Ethan s Run Against Addiction, which was taking place mostly within the City of Greenfield but would be coming down Edgerton Avenue in Greendale. A proclamation for an Eagle Scout. June 19 th Village Board Meeting Preview A change to the Crossing Guard Program. Currently the Crossing Guards are Village employees, but the Police Department has had trouble filling the positions so they are proposing contracting out the service. Many other municipalities are already doing this. A resolution authorizing the issuance and sale of $2,655,000 water system revenue bonds. These bonds will be used towards the 2018 Capital Improvement projects for replacement of water mains. A resolution authorizing the sale of $1,680,000 in taxable general obligation community development bonds. These bonds will be used for Tax Incremental District Number 4 (Greenbelt Apartments). 6 VILLAGE HALL UPDATE FOR JUNE 1, 2018 At the May 15 th Board meeting the Board approved the following items: A resolution authorizing $1,680,000 in general obligation bonds for Tax Incremental District No. 4 (Greenbelt Apartments). A resolution providing for the sale of $2,655,000 water system revenue bonds for the 2018 Capital Improvement water main projects. The th of July fireworks contract with Melrose Pyrotechnics for $15,000. The approval of the purchase of 95 gallon recycling carts, but allowing residents to opt out to a 65 gallon cart and to send a mailing to residents. Also, that 50% of the cost would be paid for by the Village and 50% would be placed on resident s utility bills, spread over 4 quarters. A parade permit application for the Greendale Garden Gazing walk Saturday July 14 th from 8:00 am to noon. The purchase of a 6 stall portable restroom trailer for use during special events in an amount not to exceed $41,000. The Board also held a public hearing for the permanent portable restroom structure for Jaycee Park (Greendale School District property), but took no action. The public hearing was tabled until the July 3, 2018 meeting as the Plan Commission had requested additional documents for review of this project. The Board also held a special meeting on May 29 th to discuss the new recycling cart program. June 5 th Village Board Meeting Preview A temporary class B license for the Greendale Education Foundation Food Truck Frenzy event. The annual licenses for beverage operators, class A, B and C liquor/beer/wine and amusement arcade licenses. A resolution approving authorized financial institutions for the Village to use for public depositories and investment services. A parade permit request for Ethan s Run Against Addiction. A proclamation proclaiming July 8 as Joshua Richlen Day in the Village in recognition for achieving the rank of Eagle Scout. 8 A special use permit for the Summer Launch Bash by the Explorium Brewpub June 2 nd May 15 th Village Board Meeting Preview The special use permit for the permanent portable restroom structure at Jaycee Park. A public hearing is scheduled. This item was reviewed by the Plan Commission on May 9 th, but tabled until further information was received. The Board will likely table this item until receiving a recommendation from the Plan Commission. An extension of premise permit for the Explorium Brewpub for their Summer Launch Bash to allow them to serve liquor outside of their restaurant for the special event. The Village s 2017 audit will be presented to the Village Board by the Auditor. Resolutions to authorize the sale of bonds for Tax Incremental District No. 4 and for the water system capital project. The 2018 contract for the 4 th of July fireworks. Whether the Village should purchase recycling carts for the Village s curbside recycling program and if a purchase is approved how the carts would be paid for. A special event permit for the Greendale Garden Gazing Walk, July 14 th The Board will go into closed session to discuss the purchase of a portable restroom trailer for special events and for the Village Manager s goals and objectives for the second quarter of They may come into open session to approve the purchase of a portable restroom trailer. 9 The issuance of a special use permit for a cellular tower at 6101 S. 51 st Street (St. Stephen the Martyr Lutheran Church property). After receiving a court decision that stated the Village must issue a special use permit for the cell tower at 6101 S. 51 st Street (St. Stephen the Martyr Lutheran Church) the Village Board directed staff to issue the special use permit. A motion was made to appeal the Court decision, but that motion failed on a 3-3 vote. The issuance of a reserve class B intoxicating liquor license for Vintage 38. The new license will permit the sale of hard liquor, as well as being able to sell wine bottles to take home. The purchase of two new police vehicles as included in the 2018 Budget. The bids for water distribution main and street rehabilitation work. The following streets will have new water mains installed and the associated street rehabilitation work done this year: Crocus Court, Conifer Lane, Dendron Lane, Dale Lane and Badger Court. The work is anticipated to begin in May and be completed by September. Special event permits for: Pet Palooza (May 12 th ) and Spring Gallery Night (May 11 th ) Food Truck Frenzy (June 13 th ) The Board approved ordinance changes and a fee resolution regarding food establishments and public swimming pools. The Village recently began contracting with the City of West Allis for environmental public health services; including inspections of restaurants and public swimming pools. May 1 st Village Board Meeting Preview The purchase of a lawn mower as included in the 2018 Budget. The purchase of a portable restroom trailer for use during special events. A contract for the Fourth of July Fireworks display. A special event permit for the Explorium Brewpub s Summer Launch Bash. The Board will also review a request for a special use permit to build a permanent portable restroom structure at Jaycee Park. This request will be forwarded to the Plan Commission and Plan Consultant for review and recommendation and a public hearing is scheduled for the May 15 th Board meeting. The Board is also set to discuss the purchase and use of recycling carts for the Village s curbside recycling program. This item is for discussion only at this meeting. 10 Gallery Night May 11 th, 5:00 pm to 9:00 pm, Broad Street Pet Palooza May 12 th, 10:00 am to 4:00 pm, Broad Street VILLAGE HALL UPDATE FOR APRIL 13, 2018 At the April 3 rd Board meeting the Board approved Walmart s extension of premise for their alcohol beverage license, which allows them to sell alcohol as part of their online grocery pickup. The purchasers will need to provide identification when picking up the alcohol at Walmart. The Board approved the Tax Incremental District No. 5 project plan and boundaries, which includes the former Sears store at Southridge Mall, along with a redevelopment agreement with the owners of the former Sears. The Board approved the Village employee s annual salary and benefit resolution. April 17th Village Board Meeting Preview An extension of the Memorandum of Understanding between the Village and the Veteran s Committee to allow them extra time for fundraising activities. A public hearing will be held regarding a condo conversion at Azalea Court. This item was reviewed and recommended for approval by the Plan Commission on April 11 th. A reserve Class B license for Vintage 38 (5648 Broad Street), which would allow them to sell liquor along with beer and wine. The purchase of new police vehicles, as included in the 2018 Budget. The awarding of bids for the 2018 Capital Improvement program including water main distribution and street rehabilitation for multiple streets in Greendale. Special event permits for: Pet Palooza (May 12 th ), Spring Gallery Night (May 11 th ), Root River Hike or Bike (April 28 th ) and Food Truck Frenzy (June 13 th ) An ordinance and resolution regarding Food Establishments and Public Swimming Pools. In 2017 the Village began contracting with the City of West Allis for environmental public health services including inspections of food establishments and public swimming pools. The Board will go into closed session to review the Court decision for the litigation over the construction of a wireless tower facility at 6101 S. 51 st Street (St. Stephen the Martyr Lutheran Church). The Board may reconvene into open session to take action on this item. 11 here: tion_disposal.php GEA Children s Resale April 28 and April 29 th, Greendale High School VILLAGE HALL UPDATE FOR MARCH 30, 2018 At the March 20 th Board meeting the Board approved a certified survey map, rezoning and special use permit for the site of the former Police & Fire Station. The three approvals allow the former Police & Fire Station parcel to be sold to J&J Contractors to be used for their offices and showroom. The Board approved special event permits for School s Out Let s Celebrate (June 8 th ), Saturday Night Fun on the Green Gazebo concerts, Village Days, Hallowings, Village Nites on the Green gazebo concerts, Downtown Markets, Turkey Trot Run/Walk (November 4 th ), Memorial Day Parade (May 28 th ) and the Step Up to Better Health Run/Walk (October 31). More information on these events may be found on the Village Community Calendar: The Board also held a Special meeting on March 27 th to discuss possible action on the Southridge out-lot development concept drawings. The Concept Plan now includes parcels and a street network to allow for a cohesive multi-use district that transitions in scale between Southridge and the small-scale Historic Greendale fabric. The Village is working with three potential tenants for this area. A resolution approving the project plan and establishing the boundaries for and the creation of Tax Incremental District No 5 (former Sears site). A resolution approving the 2018 salary and benefit resolution for Village employees. A redevelopment agreement with Seritate SRC Finance (owners of the former Sears store). 12 VILLAGE HALL UPDATE FOR MARCH 16, 2018 At the March 6th Board meeting the Board approved a resolution authorizing the Village staff to use certain financial institutions to be public depositories or investment services. The Board also approved new rates for the ballfields in order for teams to rent them for practices or league games. Prior to the implementation of the fees the teams could not reserve the fields they were used on a first come first serve basis. The Board referred a special use/building permit application from J&J Contractors for a certified survey map, rezoning and special use building permit for the redevelopment of the former Police & Fire Station to be occupied for their contractor offices, design center, showroom and storage to the Plaan Commission and Plan Consultant. This item was reviewed at the March 14th Plan Commission meeting and a public hearing will be held at the March 20th Board meeting. March 20 th Village Board Meeting Preview A special use/building permit application from J&J Contractors for a certified survey map, rezoning and special use building permit for the redevelopment of the former Police & Fire Station to be occupied for their contractor offices, design center, showroom and storage. A public hearing will be held on this item at the beginning of the meeting. The creation of a tax incremental district and the proposed project plan for the redevelopment of the former Sears store. 13 Greendale Lions Club Annual Easter Egg Hunt/Spring Fair/Pancake Breakfast: Saturday March 17 th at the Greendale High School: Community Wellness and Substance Abuse Prevention Event: Wednesday March 28, 6:00 pm to 8:30 pm at the Greendale High School. This event is open to all. The event will kick off with a health fair. Community partners, clubs, health care providers, and other organizations will be available to talk about their services, offer free health screenings, discuss various health topics, and even raffle off some prizes! Additionally, we will have a variety of representatives and resources related to substance use prevention, addiction, recovery, and maintaining recovery. Following the health fair, a panel of local experts, school district leadership and community members will speak on various topics surrounding substance use, prevention and recovery. VILLAGE HALL UPDATE FOR MARCH 2, 2018 At the February 20 th Board meeting the Board approved a special use permit for the redevelopment of the former Sears store, including exterior building alterations, a redivision of the interior and parking lot modifications. The proposed tenants so far include Dick s Sporting Goods and Round 1 Bowling and Amusement Complex. The Board approved a change to the Village Views newsletter to begin mailing it out every other month instead of quarterly and to increase the use of social media to communicate with residents. The Board reviewed the following special event permit requests: School s Out Let s Celebrate, Saturday Night Fun on the Green, Village Days, Hallowings, Village Nites on the Green, Downtown market and Turkey Trot. These events were referred back to Public Celebrations Committee for discussion on the Village involvement with the events and to gather some additional information from some of the applicants. 14 Greendale Candidate Forum: Thursday March 8, 6:00 8:30 pm at the Greendale Safety Center - The Love Thy Neighbor Foundation is sponsoring a Candidate Forum for the Village President and Village Trustee candidates. The Spring General Election is Tuesday April 3 rd. This ordinance addresses how the school levy property tax credit, lottery/gaming credit and the first dollar credit are distributed to the municipalities based on a provision in the State s budget (2017 Wisconsin Act 59). The Board also approved a temporary extension of premise from Panther Pub for the Winter Market during Winterfest February 24 th at the Hose Tower. February 20 th Village Board Meeting Preview A special use permit from Seritage for redevelopment of the Sears store at Southridge Mall to Dick s Sporting Goods and a Round One Bowling/Entertainment. A public hearing will be held on this item at the beginning of the meeting. The Board will review the following special event applications: Turkey Trot Run/Walk, Saturday Night Fun on the Green Gazebo concerts, School s Out Let s Celebrate, Village Nites on the Green Gazebo Concerts, the Downtown Market, Hallowings and Village Days. The Board will discuss the Village s procedures for communicating to residents. : Winterfest: Winterfest (9 am to 4 pm) is scheduled for Saturday February 24 th in downtown Greendale and includes ice sculpting, a chili contest and a winter market at the Hose Tower (9am to 2 pm).

15 VILLAGE HALL UPDATE FOR FEBRUARY 2, 2018 At the January 16 th Board meeting the Board approved a special use request for 6601 Northway to remodel the exterior of the building (former doctor s offices at the corner of Northway/Parking Street). The Board approved a request from the Police Department to add an additional Dispatcher position and an additional Police Officer position. The Board approved the 2018 Capital Projects including replacement of the most problematic water mains in the Village and the resulting street rehabilitation work after the water main work. The Streets recommended include: Crocus Court, Conifer Lane, Dendron Lane, Dale Lane, Arrowwood Street, Badger Court and Dellrose Court. These projects will be bid out and the final capital project list will be determined after receiving bids. The Board approved an easement from WE Energies for their 2018 gas main relay at 51 st and Grange Avenue. WE Energies will be completing a gas pipeline relay project in the summer, which will take place along 51 st Street and Grange Avenue. The Board also held a Special Meeting on January 24 th to discuss the sale of the former Police and Fire Station at 6600 Schoolway. The Board approved the purchase of the former station to J&J Contractors to be used for their offices, a showroom and storage. The Board will discuss and potentially take action pertaining to the construction of bathrooms for use in Downtown Greendale including the potential pavilion, bathroom trailer or adjacent to the Community Learning Center. Winterfest: Winterfest (10 am to 4 pm) is scheduled for Saturday February 24 th in downtown Greendale and includes ice sculpting, a chili contest and a winter market at the Hose Tower (9am to 2 pm). VILLAGE HALL UPDATE FOR JANUARY 12, 2018

16 At the December 19th Village Board meeting the Board approved: An ordinance to revise the Village's Floodplain and Wetland ordinances. New floodplain maps have been prepared for the Village by FEMA and the Wisconsin DNR. The ordinance revisions are required in order for the Village to be able to continue participation in the Flood Insurance Rate Map insurance program. Changes to the Community Center pavilion policies and procedures. The changes include new rates for rentals and updating the policy concerning hours, allowance of fermented beverages and wine, and staking inflatables or canopy style tents. The Recycling and Waste Disposal Contracts with John's DIsposal. The Village will continue to collect both recycling and waste from residents and John's Disposal will collect containers from the Village's Refuse and Recycling Center. The appointment and compensation for the new Police Chief Ryan Rosenow. The appointment of the 2018 and 2019 election officials. January 16 Village Board Meeting Preview After holding a public hearing the Board will consider a special use permit for exterior changes at 6601 Northway (office building at the corner of Northway/Parking Street) The Board will review a request from the Police Department to add an additional Police Officer position and an additional Dispatcher. The Board will review a request from WE Energies for an easement for placement of their 2018 gas main line replacement project. The Board will consider approving the 2018 Capital Projects, including water main replacements. The Board will review a request to hold Winterfest/Winter Market for February 24th. The Board will review the Village's communication procedures including the newsletter, website, biweekly e- mail update, etc. to consider whether any changes should be made. : The Rock Sports Complex: At the January 2nd Special Village Board meeting the VIllage Board approved a resolution objecting to the new development at The Rock Sports Complex in Franklin due to concerns with the impact to Greendale residents.
