1 VILLAGE HALL UPDATE FOR NOVEMBER 17, 2017 At the November 7 th Village Board meeting the Board approved: The purchase of an asphalt warming box for the Department of Public Works to be used for asphalt patching of roadways. An amendment to the Policy for the Rental and Use of the Hose Tower Building. The amendments including adding information about the new electronically controlled locking mechanism, putting in an hourly fee for alternative room configuration and changing the priority of usage section to put resident renters as the first priority. The health and dental insurance contract for the 2018 coverage for Village employees. November 21 st Village Board Meeting Preview The Board will consider approving: The 2018 Budget and the 2017 Tax levy. A public hearing on the budget will occur at the beginning of the meeting. A copy of the budget is available on the website, at the Village Hall or the Library. The Board will review the meeting room policy for the Community Learning Center. An agreement with the City of West Allis Health Department for environmental public health services (food licensing/inspections). 2 VILLAGE HALL UPDATE FOR NOVEMBER 3, 2017 At the October 17 th Village Board meeting the Board approved: An ordinance to allow temporary outdoor retail sales for businesses in the B-1, B-2, B-3 and B-4 business districts. A copy of the new ordinance may be found online: Proclamations for two Eagle Scout recipients. The Village Manager reviewed the 2018 Recommended Budget. A copy can be found on the Village website, at the Library or Village Hall. A public hearing for the budget is scheduled for November 21 st at 7:00 pm. 3 The purchase of 12 portable radios for the Fire Department to replace radios that are reaching the end of their service life. A temporary class B license for the Greendale Historical Society Taste of Greendale event on October 14 th. A special community event permit for the American Legion s Veterans Day Parade scheduled for Saturday November 11 th beginning at 9:00 am. The parade will begin at the Municipal Parking lot and end at the future Veteran s Memorial site (Broad Street/Schoolway). The Board went into closed session regarding the litigation for the special use permit to construct a wireless tower facility at 6101 S 51 st Street. The Board returned to open session to direct the Village Attorney to write a letter to the presiding judge in the Milwaukee County circuit court case that the Village of Greendale has no objection to the Association s participation in the court case. October 17 th Village Board Meeting Preview The Board will consider approving: An amendment to the Zoning Code to allow temporary outdoor retail displays and sales. The intent of this ordinance change is to allow business owners to display merchandise and engage in sales outside of their buildings in the B-1, B-2, B-3 and B-4 Business Districts. A public hearing will be held on this ordinance at the beginning of this meeting. The Village Manager will present the 2018 Recommended Village Budget. The Board will hold Budget Work Sessions on October 23 rd and October 25 th at 6pm at Village Hall to review the budget. The Board will award two proclamations in recognition of Russell and Raymond Arndorfer achieving the rank of Eagle Scout. The Board will go into closed session to discuss strategy relevant to the possible sales of the former police station at 6600 Schoolway and development in the Southridge Mall area. The Board will not return to open session to act on these matters. Finance Committee performed the Internal Audit Review of Bills Presented for Payment. Accounts Payable checks for payment were approved a submitted. The Clerk-Treasurer reviewed the Status of Accounts July 31, The Board approved a Special Community Event Permit for the Greendale Historical Society Taste of Greendale. The Board approved a Parade Permit Application for the Badgerland Striders for their Turkey Trot. The Board approved a Parade Permit Application for the Martin Luther High Schools for their 15th Annual 5K Root River Run/Walk. The Board approved a Special Community Event Permit for the Greendale Lions Club for Family 4 th Fest. A Parade Permit Application for the Halloween Parade and Trick or Treat Hours was approved. Monthly Reports from each Village Department were reviewed. Applications for New Beverage Operator Licenses were approved. Discussed a report from the Library Director on the Community Learning Center s meeting room use policy. Discussion but took no action on a recommendation from the Park and Recreation Committee to change park operating hours. Discussed and forwarded a recommendation on Zoning Code amendments regarding outdoor retail sales and merchandise displays. This item will be on the next agenda for further action. The Board approved a change to the Village s authorized financial institutions. An agreement with Milwaukee County for Community Block Grant funds was approved. Seven proclamations were approval. The Board will met in closed session to discuss personnel matters. Greendale Downtown Market: The first market was Saturday June 17 th from 8:00 am to noon (continuing every Saturday until October 7 th ), Broad Street New Fire Station Dedication Ceremony and Open House: An Open House and Dedication Ceremony for the Village's New Fire Station will be held on Saturday, July 22nd from 10:00 AM to 4:00 PM with a dedication ceremony scheduled for 11:00 AM 2017 Village Days Celebration: The Village Days Celebration will take place from August 11 th through the 13 th. More information about Village Days can be found here: VILLAGE HALL UPDATE FOR JUNE 20, 2017 At the June 6 th Village Board meeting the Board approved: - Accepted the annual financial statements for Annual class A, B and C licenses, amusement arcade licenses and beverage operators licenses. - An ordinance to permit 3 pets (combination of cats and/or dogs) and 4 with approval of a special permit (prior to this ordinance only 2 pets were permitted per household). - A plan for the Health Department to join an environmental health consortium to do the Village s food licensing for restaurants, retail food stores and temporary events. The Health Department will bring back a proposal at a future meeting. The Board reviewed, but did not take action on the Panther Pub s request for a temporary extension of premises for Village Days. The Board referred this item to Public Celebrations Committee for their June 13 th meeting. It will be brought back at the June 20 th Board meeting. June 20 th Village Board Meeting Preview

15 Greendale Family Fest sponsored by the Greendale Lions will take place Friday June 30 th until Tuesday July 4 th. For more information: VILLAGE HALL UPDATE FOR JUNE 2, 2017 At the May 16 th Village Board meeting the Board approved: Awarding the bid for the Hose Tower Exterior Improvement project in the amount of $53,934.90, which is being paid for through community development block grants and donations from the Historical Society. A resolution to endorse the Milwaukee Aerotropolis Development Plan. The Aerotropolis is a public/private partnership centered around General Mitchell International Airport to foster economic collaboration. An amendment to a lease with US Cellular to use a portion of the Village s elevated storage tank. A retirement agreement between the Village of Greendale and the Director of Public Works. For staff to conduct an updated salary study using comparable communities. To begin researching into the possibility of adding a pavilion at Gazebo Park, by checking with the County, holding a listening session to get public input and to spend up to $25,000 to study this venture. A parade permit for the Greendale Garden Gazing walk scheduled for July 8, An agreement between the Village and Milwaukee County on stormwater utility charges for County property. The Board reviewed, but did not take action on amending the pet licensing ordinance. Staff recommended a change to allow more than 2 cats or dogs with the approval of a pet fancier s permit. The Board directed staff to amend the draft ordinance to allow 3 dogs/cats and 4 with a special permit. This item will be brought to the June 6 th meeting. June 6 th Village Board Meeting Preview The Board will hear the presentation of the 2016 financial statements from the Village s Auditor.

16 The Board will review the annual license renewals for beverage operator, liquor, beer and wine licenses and amusement arcade licenses. There is also a request for a temporary extension of premises from Panther Pub during Village Days. The pet licensing ordinance that was discussed at the May 16 th meeting will be brought back for review and possible approval to allow a total of 3 cats or dogs and up to 4 with a special permit. The current maximum number of pets is two. The Board will review options for environmental health services (food licensing) for 2018 including continuing to work with the state, contracting with another municipality or doing it ourselves. 17 At the May 2 nd Village Board meeting the Board approved: The extension of premise and special event permit for Explorium Brewpub for the Summer Launch Bash for Saturday May 20 th Board and Committee appointments for Plan Commission, Zoning Board of Appeals and the Community Development Authority for the appointments that expired in April May 16 th Village Board Meeting Preview The Board will consider awarding a bid for exterior improvements at the Hose Tower, which will be paid partially by Community Development Block Grant funds. A presentation and request for approval of a resolution for endorsement of the MKE Aerotropolis Development Plan. The Aerotropolis is a public/private partnership centered around General Mitchell International Airport to foster economic collaboration. The agenda includes a request from US Cellular to amend their lease for their tower on the Village s elevated storage tank. The Board will discuss a proposed amendment to the Village s pet licensing ordinance regarding number of pets allowed. The current limit in Greendale is no more than 2 cats or dogs, but many communities allow a great number of pets with a special permit. The Board will review a retirement agreement between the Village and an employee and also review a request to conduct an updated salary study of Village positions. The Board will review a proposal from the Greendale Lions Club to construct a pavilion at Gazebo Park in partnership with the Village. The Lions stated they would donate 50% of the cost of construction for the pavilion. The parade permit from the Greendale Garden Gazers for their annual walk will also be reviewed. The Board tabled this item until the February 7 th Board meeting. The Board also held a Special Village Board meeting on January 23 rd in which the following items were approved: The purchase of 2 new police vehicles as included in the 2017 Budget. The purchase a vehicle for use by general government personnel as included in the 2017 Budget. To amend the meeting use room policy at the Community Learning Center to limit the number of reservations permitted by a group each year, limit the hours to only when the building is open, allow groups to only be able to only book 3 months in advance and to only permit informational, educational, cultural or civic events to be held there. There was discussion on whether to resurface or reconstruct the tennis courts at the Community Center and which road and street lighting projects would be included this year.
