IAS, IPS Officers Can Now Get 7-Yr Foreign Posting New Delhi: IAS and IPS officers can now stay on foreign posting for sevenyears at a stretch from existing five years with due permission from the ministers concerned. The Department of Personnel and Training (DoPT) has relaxed rules to allow any ministry to further extend the tenure of an officer beyond seven years provided recruitment rules for such deputation post are amended accordingly. The move comes after various ministries approached the DoPT for relaxation of the five-year deputation tenure condition citing exigencies, officials said. It has now been decided with the approval of the competent authority that if the administrative ministries or departments and other borrowing organisations wish to retain an officer beyond five years, they may extend the tenure of deputation where absolutely necessary in the public interest, upto a period not exceeding seven years at a stretch, the new rules said. This shall be done with the approval of the Minister of the borrowing ministry or department concerned and in respect of other organisations with the approval of the Minister of the borrowing ministry or department with which they are administratively concerned, keeping in view the exigencies and subject to fulfilment of all other requirements, it said. In a directive to all state governments and central government ministries, the DoPT has said that no case of extension shall be referred to it. In cases where the necessity to have deputation tenures longer than seven years is felt, the concerned administrative ministries, departments or borrowing organisations may amend the relevant recruitment rules of such deputation post accordingly, after following the requisite procedure. No extension of deputation beyond 7 years is to be allowed unless provided in the relevant recruitment rules of such deputation post. It is reiterated that no case for extension beyond five years shall referred to DoPT, the communique said. The new rules are applicable to the officers of all India services only- Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS). 5 Public Sector NLC s New Initiative to Trade Surplus Power Neyveli Lignite Corporation Limited, a NavRatna Public Sector Enterprise, under the administrative control of Ministry of Coal has a chequered history of achievements. At present, NLC operates three Opencast Lignite Mines at Neyveli and one at Barsingsar, Rajasthan of total capacity of Million Tonnes Per Annum (MTPA) and Four Thermal Power Stations at Neyveli and one at Barsingsar, Rajasthan (250 MW) and one at Thoothukudi, Tamilnadu (1000MW) along with Wind power 51MW and SolarPower 10MW with total installed capacity of total 4301 Mega Watt and its power shared by the states Tamilnadu, Andhrapradesh, Karnataka, Telangana, Kerala, Puduchhery and Rajasthan. NLC has taken a new initiative by entering in to trading of Unrequestioned Surplus Power (URS) surrendered by DISCOMS thereby increasing the availability of electric power for consumers in general in the country. On 19th June 2016, NLC provided one million of URS power to the grid through the trading portal of NVVN (NTPC Vidyut Vyapar Nigam) and SRLDC (Southern Regional Load Despatch Centre). The above initiative of NLC is first of its kind in Southern Regional and is in line with new tariff policy notified by Ministry of Power, Government of India, in the month of January This step taken by NLC in consultation with the beneficiary DISCOMS and it is beneficial to the community at large. NMDC observes International Yoga Day 5 July, 2016 BHEL achieves yet another milestone in Afghanista Bharat Heavy Electricals Limited (BHEL) has achieved yet another milestone in Afghanistan by successfully commissioning two units of 14 MW each at Salma Hydro Electric Project (HEP) in Afghanistan. Significantly, the Salma Dam (renamed as Afghan-India Friendship Dam) was inaugurated by the Prime Minister of India, Narendra Modi, in the presence of Ashraf Ghani, the President of Afghanistan. In recognition of BHEL s contribution towards setting up of the project, Atul Sobti, CMD, BHEL was honoured with an appreciation shield by the Union Minister of External Affairs, Sushma Swaraj and the Union Minister of Water Resources, River Development and Ganga Rejuvenation, Sushri Uma Bharati. This project has been funded under Government of India s grant to Government of Afghanistan. AAI inks MoU for skill development initiatives The Airports Authority of India (AAI) on Wednesday signed a Memorandum of Understanding (MoU) with the National Skill Development Corporation (NSDC) and National Skill Development Fund (NSDF) for scaling up skill development initiatives in the country. According to the tripartite agreement, the AAI has committed Rs.5.25 crore contribution from its CSR (Corporate Social Responsibility) funds to the NSDF along with land and premises for setting up skill development centres in the country. Commenting on the strategic partnership, Civil Aviation Minister P. Ashok Gajapathi Raju said the skilled workforce was required to improve airport infrastructure across the country. As we gear up for a new civil aviation policy, for more new airports, we will have to source skilled workforce. Any vibrant programme needs a skilled workforce. This strategic partnership will certainly help us ready that workforce right now, he said. Under the MoU, the AAI will align its ongoing skill development programmes with the Skill India mission so that all courses are taught under the National Skill Qualification Framework, which is recognised by the industry. The programme will be managed by the NSDC and its training partners who have till now cumulatively skilled more than lakh youth. Minister for Skill Development and Entrepreneurship Rajiv Pratap Rudy said this partnership will cater to the workforce requirement of the civil aviation industry. NTPC signs Agreement with Railways NTPC-Kudgi and South Western Railways signed an agreement for the Doubling of Hotgi- Kudgi section of South Western Railway Under Customer Funding Concession. NTPC has agreed to finance the cost of Construction of the Rail System under the Customer funding model of Ministry of Railways Policy of participative model for rail connectivity. NTPC has deposited Rs. 946 crore with South Western Railway towards the cost of doubling of railway section between Hotgi - Kudgi (134 km). The section between Hotgi - Kudgi (134 km) consists of 10 Block Stations 08 Major bridges and 02 important bridges on river Don and River Bheema. The work for the doubling has already been started by South Western Railway and the project is targeted for completion by March The Augmented Rail Infrastructure apart from catering to the coal transportation requirements of 4000 MW Power project of NTPC is also expected to give big fillip to the economic activities of Northern Karnataka. The agreement was signed by Shri A.S.Rao, CTPM (Chief Traffic Planning Manager) on behalf of SWR and by Shri. Harbans Singh, Group General Manager on behalf of NTPC-Kudgi in the presence of Shri P.K.Saxena GM-SWR. BEL to manufacture Micro ATMs, Citizen Verification Devices Public sector defence electronics major Bharat Electronics Limited (BEL) announced its foray into manufacturing Micro ATMs and Citizen Verification Devices (CVD). Capable of strengthening financial inclusion in the country, the portable BEL Micro ATM can facilitate a low-cost payment platform for all type of card transactions using a magnetic strip card or contact and contactless chip card. A banking professional carrying cash separately can execute banking operations in remote locations facilitated by the Micro ATM, said senior BEL staffer V. Mahesh overseeing their production. He said the device which looks like a point of sale machine is fully secure and tamperproof, currently being used for Public Distribution System (PDS) schemes in some states. Mahesh said nearly 5,00,000 Micro ATMs will be required in 2-3 years as central government is directing state governments to deploy such a solution. BEL is currently executing its initial order of 4,000 Micro ATMs. Basic transactions such as deposit, withdrawal, funds transfer and balance enquiry are supported with voice confirmation and print-out, said a BEL statement about the device which will also tap into Aadhaar database to authenticate transactions. Talking about CVD, BEL chairman S.K. Sharma said, The Registrar General of India has asked us to provide a device with a special application software for door to door census collection required for government schemes. CVD is basically a customised tablet PC. Sharma said BEL had done similar projects for other government schemes as well, supplying nearly half a million tablets already. We gave 1,000 CVDs on a pilot basis, he said with the likelihood of more being produced in the future.

A November Reserve Bank of India (RBI) notification eased norms pertaining to foreign investments in domestic funds established as trusts. India Opportunities Fund allows NRIs and other foreign investors to participate in domestic real estate investments managed by professional fund managers, thereby avoiding the risks, pitfalls and paperwork that comes along with direct real estate investments. Dandekar has been selected for her love for Thailand and for symbolising the exact segment the country wants to target, said TAT Mumbai Director Soraya Homchuen. Women travelers already represent 30 per cent of arrivals from India, compared to a negligible proportion of our market mix and mostly visiting families on holidays earlier. We want to scale this up to more than double by 2022, Homchuen said. Odisha to boost State eco-tourism Dubai to soon have Bollywood theme park to lure more Indian tourists The Gulf city-state already boasts of opulent shopping malls and numerous luxury resorts, but now Dubai has even grander ambitions with Bollywood and Indian tourists at the centre stage, as part of a drive to lure millions of more tourists. Bollywood Parks is part of Dubai Parks and Resorts (DPR) which is being developed as the region s largest integrated theme park resort. Spread over 25 million square feet (2.3 million square metres), it will feature three theme parks and a water park. The resort is located near the region s busiest port and close to where Dubai is expanding its second airport to make it the world s largest. The Bollywood theme park, a first of its kind inspired by the Indian popular movie industry, aims with its centrepiece Rajmahal Theatre, cinemas, rides and simulators to increase Dubai s appeal to tourists from South Asia. We are trying to target a wide geographic area, but of course the majority will be from India and countries in close proximity to India... and (are) big lovers of Bollywood, said its general manager, Thomas Jellum. Around 14,000 construction workers are toiling round the clock to keep DPR on track for its October opening. More than 14.2 million people visited Dubai in 2015, but the target is 20 million by 2020 when the Gulf emirate hosts the global trade fair Expo Dubai has invested billions of dollars over more than a decade to put itself on the map as a regional business and tourism hub. WITH eco-tourism spots in the State witnessing an increase in footfalls, Odisha Government directed the Tourism Department to prepare a structured tour package for tourists in consultation with Forest and Environment Department. Chief Secretary Aditya Padhi advised the two departments to popularise these spots through advertisements and involve domestic tour operators. The development and management of eco-tourism spots is being done by Forest and Environment Department. The Chief Secretaryreviewed the progress of the coastal tourism circuit comprising Gopalpur, Tampara, Barkul and Satapada at a high level meeting here. Padhi asked the Tourism Department to organise road shows and participate in international events to promote the State s tourism potential.this should be more focused and outcome oriented, he added. The State Government has already started a project for development of various ecotourism spots. Around 20 eco-tourism sites have been taken up in the first phase with an estimated investment of `100 crore. These sites will be developed over a period of five years, said Forest and Environment Secretary SC Mohapatra. There has been constant increase in footfall in eco-tourism spots over the last three years. In , the total footfall in ecotourism spots was 2,76,206 which increased to 3,12,980 in and further to 3,47,965 in , Mohapatra said. He said steps are being taken to augment the available infrastructure and facilities in important and popular eco-tourism spots. Dandeli named best eco-tourism destination The Kali Tiger Reserve has been awarded as the best eco-tourism destination in Karnataka by the Tourism Department and the FKCCI of Bengaluru. The award will be presented in a function to be held in Bengaluru. The tiger reserve is a favorite destination among nature lovers and adventure enthusiasts. It s the only tiger reserve in Karnataka to have dedicated trekking routes where trained guides lead the walk in deep jungles. Dandeli is also famous for white water rafting. Many tourists come down to Dandeli to watch the hornbills, which are in large numbers here. A number of important destinations such as Syntheri Rocks and Kavala Caves also make Dandeli a unique tourism destination. Director of Kali Reserve K Sreenivasulu said in the last two years, the number of visitors has increase tremendously due to different packages available for them. Besides the famous Kulgi nature camp, the forest camps in Anashi and Castle Rock are attracting tourists. Recently the Attiveri Bird Sanctuary has been added to Kali Reserve and we have created a new jungle camp for tourists. About 108 km of upcoming Great Canera Trail trekking route will fall within Kali Reserve and work is underway to create routes and camping facilities, he said.

12 Malaysia Promotes Self-Drive And Eco-Tourism In India 12 July, 2016 Malaysia Tourism is aggressively looking at tapping the Tier II and III cities in India. Recently, Malaysia has also introduced E-Visa facility for the Indian travellers which will further fuel traffic from India. Speaking about the plans for India market, Mohd Hafiz Hashim, Director, Tourism Malaysia, Mumbai said, Malaysia is expected to attract one million Indian tourists this year and my main responsibilities include developing the Western India market targeting especially the Tier II and Tier III towns to reach these numbers. Hafiz is also planning to promote niche products like self-drive, luxury travel, eco-tourism, sports tourism, business travel etc. to reach out to special interest segments of the Indian traveller. The Malaysian Government recently introduced the Electronic Travel Authorization Visa (e-visa) for a short visit to Malaysia. At this point in time, the e-visa facility is available to Indians residing in India only and is valid for a single journey stay of maximum 30 days in Malaysia for tourism purposes. Northeast comes to Mumbai to woo tourists As part of the North East India Business and Cultural Integration Initiative, Mumbai will be able to enjoy the Colours of India event later this week with a display of authentic Northeastern culture. Organised by the Cultural Integration Initiative (CII), the daylong programme at the Taj Mahal Palace will be divided into two sessions. The morning session, titled Make in North East, will have renowned industrialists and corporates from Godrej and Taj Group of Hotels reveal the benefits of investing in the Northeast to almost 200 aspiring investors. The evening session will involve an exhibition of the Northeastern region s authenticity. A Bihu performance along with a colourful fashion presentation by top designers from the states will be the highlight of the evening. Food delicacies and handicrafts, all local to Northeast, will also be on display. Goa Tourism Ties with Croatia, Iceland and Israel Spreading Goan Merriness Goa is one of the most preferred destinations in India both among the domestic and the international travellers. While the Indians visit the coastal state to get away from the work or to revel at the beach with friends or for a romantic holiday with their partners; the overseas counterparts come to relax on the coasts and to get the popular tan. Tourism in Goa has never been a challenge. Taking the exotic location beyond the Indian borders, Indian ambassadors to Croatia, Iceland and Israel have extended an invitation to Goa to promote its tourism facets which will boost travel and trade ties between this State and the respective countries. The three countries invited the state to organise road shows and send Goan icons to promote tourism facets. Interacting with Nilesh Cabrel, MLA (member of legislative assembly) and chairman of Goa Tourism Development Corporation (GTDC), last Wednesday, the three Indian ambassadors expressed the desire of promoting Goa Tourism in their respective countries in the wake of several commonalities of various aspects on the tourism front.
