1 First off, let s be clear that in Nova Scotia you can claim a tax credit equal to 75% of the contributions you made to recognized Nova Scotia political parties or to candidates seeking election in the Nova Scotia House of Assembly. The maximum credit is $750. Essentially, this means that the government reimburses you for 75% of any contribution up to $1000. So you can give the Greens $1000 and it only costs you $250 as long as your tax bill is more than $750. Imagine if that was the case in the US.. The eligibility rules for making political contributions changed in Nova Scotia effective January 21, As of that date, contributions to recognized parties, electoral district associations and candidates by corporations, partnerships and trade-unions are prohibited, leaving only individuals resident in Nova Scotia eligible to make political contributions. The annual contribution limit of $ remains unchanged. How s this all going? Today we learn that a single donor has given nearly $35 million to Political Action Committees in the US. That sum would fund the next 40 years of political contributions in Nova Scotia, and on that basis alone we can be reasonably pleased that money plays such a small role in Nova Scotia politics. Our majority government received less than half of all donations at the last election. Although the Liberals are a distant third in fundraising, it s clear that fundraising among Conservatives is robust. 2 Public Funding Nova Scotia Political Donations 2010 Registered parties receive public funding under Section 191 of the Elections Act. The amount of funding each party receives is determined by a formula involving an amount for each vote received by candidates representing the particular party in the most recent general election. They cannot register before an election has been called. They also must not spend more than $10,000 during a general election. All registered third parties must file a report with the Chief Electoral Officer with details of election advertising expenses. The Chief Electoral Officer must publish this report along with the names and addresses of registered third parties. Only the Cape Breton by-election of June 21, 2011 has fallen under this rule, and no third party involvement is reported The Atlantica party was de-certified in June, For purposes of the following analysis of donations in 2010, it and the Green Party are ignored because the number of donors is so tiny. 4 As you can see small donations are the largest source of funds for each party. It is interesting to note that only 4 individuals account for Hammonds Plains high ranking among Liberal sources.
