Patrick Klassen, Senior Planner, Parks Planning, Research and Design Patrick Klassen, Senior Planner, Parks Planning, Research and Design, was in attendance to provide an update on the Parks, Recreation and Culture 2018 Strategic Plan. A PowerPoint presentation was shown outlining the project schedule, the results of the community engagement (phase 1), the Plan framework and key dates and milestones. The following comments were made: There has been a lot of work done on the process and development of the 10-Year PRC Plan since the last update to the Committee, Summer Phase 1, project scoping and development of the framework of the Plan, completed at the end of December, 2016, with Phase 2a (community engagement) and Phase 2b (technical review and analysis) underway now, to be completed by the end of summer, h:\clerks\council select committees\parks, recreation & sport tourism committee\minutes\2017\min prstc docx Page 2

3 There were a number of events, framed around six workshops to engage the community and encourage participation and feedback, including community interviews, idea fairs and questionnaires. The response was represented by a broad range of demographics. Key themes that emerged from community engagement (Phase 1) included: o A balanced and integrated plan; o Inclusive and accessible for all; o Greater variety of programs and events; o Protect and celebrate nature; o Create a sense of community; and o Make Surrey a PRC destination. With the focus on parks, the top three popular amenities were: o Walking/cycling trails (off-road); o Natural areas and green spaces for picnics; and o Events in parks. The top three parks priorities responses were: o Preserve mature trees, biodiversity and habitat; o More outdoor amenities that promote health, recreation and wellness; and o Ensure parks and trails are accessible for people of all ages and abilities. Emerging trends were surveyed noting natural playground areas on top, followed by rails to trails and green infrastructure (rain gardens, bioswales and soil lighting). Four key parks priorities have been established: 1. Preserve and expand parks, trails, and natural areas throughout the City; 2. Ensure our parks well-maintained, accessible and safe; 3. Integrate more amenities and features in parks for recreation, relaxation, and play; and 4. Host more events and programming that connect people and nature. In terms of recreation, residents noted the two major destination facilities already underway, and reported additional priorities as sports recreation and wellness programming (e.g. yoga and fitness classes), swimming pools, sport fields, outdoor sport courts (pickleball) and more infrastructure to support emerging sports. Emerging trends in recreation include self-paced fitness (e.g. fitness loops in parks - amenities that don t require registration), therapeutic services, high endurance sports and mindfulness and meditation. Four key recreation priorities have been established: 1. 4 2. Ensure community and recreation programs and facilities are accessible and inclusive for all 3. Develop innovative facilities and amenities to serve the City s needs 4. Promote Surrey as a destination for sport tourism and hosting Key community service priority areas include: o Increase opportunities for public participation and engagement (e.g. community matching grants); o Ensure all residents have opportunities for social interaction; o Provide more opportunity for residents to positively impact their community; and o Enhance programming and services to welcome, educate, support and celebrate Surrey s cultural diversity. The Plan framework will ensure that the vision and mission connect directly with the Sustainability Charter, with the values as the guiding principles that are inherent in all of what the City provides. All the objectives and initiatives that are within the Plan will serve the five strategic goals: 1. High quality parks and facilities for all; 2. An engaged and healthy community; 3. A vibrant and creative city; 4. Leaders in environmental stewardship; and 5. Effective management of resources. With Phase 2 events beginning to wrap up, consultants will be developing a Phase 2 summary and develop an in-house working report to review, followed by a third survey back to the community in the autumn. Next steps: Council update in July, completion of a Needs Assessment, followed by a Draft Plan, October, Phase 3 community engagement to follow, Committee review November, 2017, and Plan approval anticipated for March, The Committee expressed their appreciation for the presentation and in response to their questions, staff reported the Plan will have a short, medium and long term time frame, with the flexibility to review after three and six years to address and consider any opportunities that may arise. 2. Doug McLeod, Team Lead, Engineering Transportation Capital Planning and Programming Doug McLeod, Team Lead, Engineering Transportation Capital Planning and Programming, was in attendance to provide an update on the City's 105 Avenue Corridor and Hawthorne Rotary Park Master Plan. 5 The following comments were made: Since the presentation to the Committee in February, there has been a public consultation as well as some media interest, including print articles, radio interviews as well as social media. The public consultation took place on June 7 th at Guildford Park Secondary School, following a large mail out to over 3,100 homes. The meeting was broken into two different themes: inform about the 105 Avenue corridor, and the master plan process. Comment sheets and a survey were also provided to encourage feedback on the road elements from the park as well as the road network itself. 105 Avenue connector display boards were utilized to show the history of the alignment and how it has evolved over the years and to illustrate the guiding principles of the project - to deliver a critical collector road, providing high quality, multi-model transit options. Hawthorne Park Master Plan display boards informed what is currently there, where the open space is currently used, and the results of an environmental survey of the area to show the impacts and the opportunities and how it all fits. The Public Consultation Meeting (Open House) was well attended by approximately 300 residents. 104 surveys were completed, of which 30% reported they visit the park daily. 73 of those surveyed noted they did not agree the project will improve community access connectivity, however 45% supported some improvements to the Park. Attendees were asked which cross section of the road they would prefer through Hawthorne Park and responded that what they value most are boulevards and street trees, followed by cycling paths, sidewalks and on-street parking. Staff noted that moving forward, the City will be looking at wider boulevards for increased tree growth. With respect to questions relating to the Park itself, 41% of those surveyed reported that a natural environment is most important, 22% noted walking trails, and 21% suggested peace and tranquility was most important. With respect to improvements, 38% would like to see amenities, 14% better trails, another 14% gardens and 18% safety/lighting. Working closely with the Parks Department, staff reviewed the results of the community consultation and identified initial concepts, which includes demolishing and installing a new parking lot, reconstructing trails and potentially providing dog off leash area in the north part of parking lot. Listening to feedback on biodiversity, the Engineering Department identified properties for acquisition of which two of the four original compensation properties have been acquired. There will be a net positive return to the Park, also providing more mature trees. A report on the entire public consultation process will be provided to Council in July, with a further update and more detail to be provided in the fall. As a result of the impact to Hjorth Road Elementary School, Committee member T. Lisa White, Manager, Community and Recreation Services, and Chris Gain, Arena Operations Manager Lisa White, Manager, Community and Recreation Services, and Chris Gain, Arena Operations Manager, were in attendance to provide a presentation on the Cloverdale and North Surrey Sport and Ice Complexes. A PowerPoint presentation providing an overview, site layout/details and renderings of the two new arena facilities was given. The following comments were made: There is a real need in recreation programming to have some additional space allocated. As with all of the City s recreation centres as destinations for specific sports or programs, they are also community centres, providing space to support additional programing/activities. Going through the design process, it was important to focus on a few key principles: o o o o Welcoming arenas, effective internal circulation and flexibility in use; Implement best practices (dressing rooms, state of the art ice-making equipment); Incorporate outside activities such as warm up and training areas outside the facilities; and Ongoing engagement with ice allocation Committee members, key stakeholders, community members and City staff. Two open houses were held on June 6 and 7, 2017 for the North Surrey and Cloverdale Sport & Ice complexes, providing an opportunity for the public to see proposed designs, provide feedback and ask questions. The Cloverdale Sport & Ice Complex project cost is $35 million, and is scheduled to open in spring The additional amenity to the site will provide enhanced access to the amphitheatre, creating an additional venue and opportunities on site to support large events (Rodeo, Canada Day). The landscape design also includes an outdoor activity area, multi-use plaza, pick-up/drop-off area, 228 parking stalls and raised pedestrian paths to the facility. There will be two regulation size sheets of ice (200 seats per sheet), multipurpose rooms (with a viewing terrace keeps eyes on the park), community meeting spaces, food service, additional dressing rooms, as well as room for further expansion. The North Surrey Sport & Ice Complex project cost is $52 million, anticipated to open in summer It is a design-build model "community centre with arenas", providing three regulation size sheets of ice (200/500/200 seats), program space, multipurpose and community meeting spaces, food service, shell space for future development and an outdoor warmup/training area. h:\clerks\council select committees\parks, recreation & sport tourism committee\minutes\2017\min prstc docx Page 6

7 Once these two complexes are open, the City will operate 11 ice surfaces, providing additional opportunities during ice season and dry floor season; alleviating the waitlists for City run Learn to Skate and Learn to Play programs and enabling minor sport to grow. In response to questions from the Committee, the following was reported: With respect to the North Surrey Recreation Centre moving, there are plans to utilize the entire infrastructure, e.g. looking at Chuck Bailey and what can be done at the Library that is currently happening at the recreation centre. The future plan for the shell space, that is not in this budget, will target fitness (weight room, etc.), looking at how to provide the same or greater that what there is currently, utilizing all the existing bricks and mortar and working with the community to provide services for them. The Cloverdale arenas are being promoted to the South Surrey residents and user groups to help with the demand from that area. Having the new ice in Cloverdale will help. The long range plan for ice in South Surrey would be something attached to the Grandview Pool currently not in the Five-Year Plan, but will see how that plays out in the longer range. Once the new arenas are completed, the existing North Surrey Recreation Centre will be demolished, which will see the plaza continue further as well as looking at mixed use development in that area. The location endorsed by Council for the new YMCA is adjacent to Holland Park. The timeline has not been determined, however it is anticipated that it will likely be late 2019, early 2020, as the YMCA will be doing some fundraising first. The intention with the Cloverdale facility is that it will be a facility that can hold events with its twin sheets of ice, as well as having the existing arena for tournaments, with opportunities to bring in additional seating. With North Surrey having 500 seats, it will be a great location as a final game venue. It will provide more flexibility to match up events. Part of the challenge when holding events is having to move groups to accommodate rentals; hoping to work closely with Sport Tourism to get higher events. Efforts were made previously without success to establish private partners to move forward to developing a larger facility with three sheets of ice in Bridgeview. The City's decision is not to build such a large facility at this time and to focus on and work with what there is presently. In the long run it will happen, just not in the next five years. Looking at fitness and cross training space, as well as having multipurpose space for after school programs, dance, etc. for both new complexes. Cloverdale will have some programing used for the arena and also for fitness or preschool children, it will really come down to whatever the community needs are. It hasn't been determined at this point how many of the 11 sheets of ice will be year round; will need to consider once the allocation requests are in. Typically four sheets of ice are kept through the summer. Every three years a sheet of ice needs to come out, which creates a rotation. 8 There is approximately 5,800 sq. ft. space that is currently not being developed at this phase for the North Surrey complex; didn't want to miss the opportunity to build the shell space to be able to develop in the future following a couple of years of budget cycle. The Committee expressed their appreciation for the presentation and looks forward to having the two new facilities to accommodate the growing sports and leisure needs within Surrey. D. OUTSTANDING BUSINESS E. NEW BUSINESS 1. Action BMX Update File No The memorandum from the Park Development Services Manager, dated June 12, 2017, regarding the above subject line, was reviewed. It was recommended that the Parks, Recreation and Sport Tourism Committee receive the report as information. The General Manager, Parks, Recreation and Culture reported that staff met with the group shortly after they presented to the Committee in February 2017 and identified their needs. Although not all of the work could be done in time for the Canada Cup, Action BMX expressed appreciation for the assistance they received and acknowledged everything is moving in the right direction. Subsequently, the Canada Cup event was held at the end of May, with Councillor Hayne taking part in the opening ceremonies and over 400 riders participating in the event over the two days. The General Manager, Parks, Recreation and Culture noted that the community centre is really going to be a community gathering location, bringing a number of service delivery opportunities under one roof. There are a couple of other locations being a similar colocation of recreation centre and libraries; this opportunity will facilitate recreation, arts and libraries together. Officially calling the facility the Clayton Community Centre has received the support of the library and arts, as the unique design enables the cross pollination of people coming to the centre for a particular opportunity and discovering there are other opportunities there as well. 11 2. Verbal Update L. Cavan, General Manager, Parks, Recreation and Culture, provided the following update: Mother s Day at the Glades Despite the rain showers early in the day, it was another successful event. There were 1,566 in attendance (including 325 children), slightly less than last year as a result of the weather. The garden looked amazing and everyone enjoyed the day ESPOIR Synchronized Swimming Canadian Championships - Synchro Canada has recently announced that the City of Surrey has been named as the host for the 2018 ESPOIR Synchronized Swimming Canadian Championships at the Surrey Sport & Leisure Complex from May 28 to June 3, Featuring more than 325 athletes, ages 11-15, and 120 coaches and officials, this is the largest age group national synchro event in Canada. Synchro Canada will be sending out a media advisory and public announcement soon. The event will have a major economic impact on Surrey (estimated over $1.0m), and the Championships will also be webcast in Canada and around the world through live streaming on digital platforms. The media exposure generated by hosting an event of this stature will provide Surrey with a strong international audience to continue its promotion as a leading sport destination. BCRPA Before and After School Recreation Program Spaces Grant The City has received this grant for 11 of the 12 MYzone sites in Surrey and the Before/After School Programs at Newton and Cloverdale, totalling approximately $70,000 in grant funding. MYzone has also recently launched two new sites located in the multi-use spaces within the Kekinow Native Housing Society s townhouse complexes, which both have access to neighbouring parks to promote outdoor play and community engagement. The program is open to all children ages 8-12 (including those not resident of the complexes). Summer Fun Pass - After an outstanding response from the community last year, Summer Fun Passes are again being sold, and have already doubled in sales over the same period last year. The pass provides access to the recreation centres and all drop-in activities (swimming, skating and fitness) for children during the summer. The cost is $45 for a child for the whole summer and can be purchased by anyone - adult, senior, youth. Summer Day Camps - Summer Day Camps registration opened on April 18, with camps beginning on July 1. Parents have the flexibility to pay for 50% of the day camp at the time of registration and the remaining 50% of the program at the first day of camp. Website Enhancement Updates have been made to the Surrey website to make online registration easier. Surrey Youth Showcase, May 6, Hundreds of youth engaged in breakdance and basketball at the Guildford Recreation Centre. 12 SASSY Awards In partnership with Rotary and Kwantlen, the SASSY Awards were held on May 12. There were 70 youth nominated and 7 youth award recipients. Newton Recreation Centre - Opened to the public on June 6, after its facility expansion project. The recreation centre features an indoor pool, two fitness centres, new mat room, and gymnasium. Currently one of the fitness centres and the mat room are being upgraded. The renovations have also provided an opportunity to introduce more activity outside the facility as well; really activating the facility. The official opening will be in the fall. Newton Seniors Centre Open House The Newton Seniors Centre celebrated its Welcome Open House on June 5, with Mayor Hepner and Councillor Starchuk. Over 200 seniors attended and enjoyed refreshments. This celebratory event was held for the seniors of Surrey, as the kick off to BC Seniors Week. Outdoor Pools - Greenaway, Bear Creek and Sunnyside outdoor pools are now open for free public swimming; the remaining five outdoor pools will open on July 1. LIVE 5210 boxes - Families can discover a LIVE 5210 Playbox full of sports equipment and have fun at select Surrey parks. Everyone can sign up for free access to the Playbox, which is accessible from dawn to dusk. To access the Playbox, people must call the call centre at or beactive@surrey.ca and request the lock combination. South Surrey Community Festival - takes place on Saturday, July 29, and will include live entertainment, local vendors, a skateboard jam, a play and craft zone, and much more. Water Park Projects - South Surrey Athletic Park and Cloverdale Athletic Parks are in the midst of water playground replacements. Both projects were initially projected for completion before the start of the waterpark season (Victoria Day weekend) however have experienced significant delays in schedule due to the unusually cold and wet winter and spring. South Surrey is on track for completion by the end of July. The Cloverdale Athletic site conditions are not improving and Parks staff have been exploring options for stabilizing the sub-grade. Every effort is being made to get this project back on track and moving forward; a revised completion date will be forthcoming. Parks is actively informing the community through the City website, social media, and direct contact, providing options for the closest nearby waterpark. C. Murphy left the meeting at 6:59 pm J.
