4 1.0 Introduction The Giant Nickel Closure Site (the Site ) that is wholly owned by Barrick Gold Inc. This Site no longer employs staff; however the Nickel Plate Mine personnel (a Barrick Gold closure property outside of Penticton BC) have the responsibility of the remaining site obligations. The Site is located approximately 8 km north of Hope, BC, and 2 km west of Dogwood Valley, B.C. The remaining site consists of two tailings impoundments; the upper and the lower impoundment with a dam classification of High (Knight Piésold, 2006). The Canadian Dam Association requires that an Emergency Preparedness Response Plan be developed for all dams with a classification of high, very high or extreme. This requirement also applies to mine tailings facilities that fall under theses classifications. This Emergency Preparedness Response Plan has been developed to comply with the Canadian Dam Association Guidelines and to provide the managing staff of the Giant Nickel Tailings Facility, the regional officials, and the RCMP with guidance in the unlikely event of an incident. 2.0 Identification of Response Level It is important to distinguish between the various levels of response and the different requirements of each response level. Three levels of response have been identified: 1. Hazardous condition or incident: A hazard or incident that does not pose an immediate danger to the downstream community, structures, or environment but the hazard or incident could develop into one. 2. Potential Dam Emergency: The downstream community and agencies need to be notified and prepare for an evacuation. 3. Imminent or Actual Hazard or Incident: The immediate notification and evacuation of the downstream communities and agencies. 3.0 Response Procedures
