1 Meeting Minutes WEST CENTRAL FLORIDA METROPOLITAN AREA CFASPP STEERING COMMITTEE MEETING May 26, 2011, 11:00 a.m. 1. Call To Order / Introductions Chair Thomas R. Jewsbury called the meeting to order at 11:08 a.m. and asked everyone to introduce themselves. Name Thomas R. Approve Last Minutes Chair Jewsbury made a motion to accept the minutes as presented. The motion was made by Mr. Gordon Wills seconded Mr. Richard Lesniak and approved by acclamation of the members present. 3. Workshop Planning Items Florida Aviation System Plan (FASP 2025) Strategic Plan Update- Mr. Harry Downing introduced himself to the group and gave some background on the project. He covered items discussed by the technical committee at the last meeting held in Continuing Florida Aviation System Planning Process page 1

2 Orlando. Mr. Downing advised that the technical committee spent time at their meeting covering the seven goals that are outlined as part of the FASP 2025 Strategic Plan. He noted that the Florida Transportation Plan and other planning documents were reviewed for consistency of goals and compatibility of aviation with other modes of transportation. Included in this meeting was High Speed Rail (HSR) which was recently discontinued. The technical committee was of the mindset that HSR was on hold but would return to the transportation plan in the future. He discussed aging aircraft fleets and the impacts on intrastate travel. He mentioned that most airlines are phasing out smaller regional jets and focusing on longer routes. He addressed the topics or airport safety and security noting an increased focus on cargo movements and related security concerns. Mr. Downing highlighted the importance of Land Use issues and the need to protect aviation resources going forward. He mentioned that military closures are still on-going and will have an impact on aviation in the state. Mr. Downing also addressed the technical committee findings regarding multimodal connections. The need for onward transportation that allows seamless transfer after someone arrives at an airport. The FAA s NextGen systems are also being installed and this has a financial impact to airport operators and aircraft fleets. He noted the importance of focusing aviation development to handle the increasing tourist base where by 55% of visitors to Florida arrive by air. Mr. Downing addressed the need for more flight training as the current professional pilot base begins to reach retirement age. This is a large business in many areas of the state and the system plan must address the ability of multiple airports to handle this demand. He continued the discussion by reviewing the current population trends within the state noting that past growth has started to level off in all but the main metro areas. Sustainability of aviation has many components including the need to develop alternative lead free fuels. This is tied to air quality issues that filter in to other environmental issues and the strategic plan will address these items via the input of multiple consultant specialists and professional airport staff. Mr. Downing continued his presentation with a brief review of the 7 goals outlined for the plan. He explained the process used to connect the FASP goals to those shown in the 2060 FTP (Florida Transportation Plan). Comments from the group included the following: Chair Jewsbury asked about the timeline for comments. Mr. Downing stated that they should be submitted by the end of July or early August. Mr. Ray Clark asked about the use of a dollar invested vs. rate of return formula similar to that shown in seaport plan. Mr. Downing stated that there isn t a valid formula/methodology to determine this information consistently and accurately in aviation. Mr. Paul Phillips asked how the aircraft fleet determinations are being made. Mr. Downing stated that a demand capacity project will be updated next year and will include forecasted operations and fleet demand numbers. Mr. Phillips added that Light Sport Aircraft (LSA) and the restrictions associated with their use may become a larger issue in the future. He noted that airports with an air traffic control tower are not compatible with this category of aircraft. Mr. Phillips asked if the introduction of non-conventional revenue sources for GA airports are being considered as part of the plan. Mr. Treudt added that this was mentioned yesterday and will be considered in the final version. Ms. Nadine Jones suggested that NextGen issues should be coordinated with the FAA to ensure compatibility with land use and environmental concerns when they are developing new instrument approaches. Florida Aviation Database (FAD) Data Verification Mr. Chase Stockon provided the group with a review of the Integrated Facility Module (IFM) in order to Continuing Florida Aviation System Planning Process page 2

3 familiarize the airport members with the process to review source data for their respective facilities. He also advised members that if they needed to review the fields they are responsible for, they could find this information on the CFASPP.com website under the projects tab, and then under the link for FAD Application Update Project. FAD Disaster Preparedness and Management Module Mr. Stockon also provided the group with an update on a disaster preparedness tab now available on the IFM platform of the Florida Aviation Database. Mr. Stockon explained that this platform will integrate with SEADOG (Southeast Airports Disaster Operations Group) and he explained a scenario that might occur between these organizations to coordinate resources during a disaster. Mr. Stockon asked the airport members to e- mail a list of those staff members that should have view/edit capability of the disaster prep tab to Mr. David Roberts at the FDOT Aviation Office at their earliest opportunity. 4. Airport Updates/Roundtable HCAA General Aviation Airports Mr. Phillips reported that the HCAA is focusing on customer service improvements at all three (3) of their general aviation facilities. Tampa International Airport Ms. Jones stated that a new website is now available to advertise available project opportunities with the Authority. She stated that they will be advertising the Master Plan Update project in the near future. They will also be completing a demonstration project with the FAA on Airport GIS systems. Mr. Paul Phillips reported that the new Executive Director of the HCAA is Mr. Joe Lopano. Clearwater Air Park Mr. Gordon Wills reported that they have adjusted the airport hours to year round. They expect to award a contract for another corporate hangar and they are looking at installing an AWOS at the airport. Albert Whitted Airport Mr. Lesniak reported that they had a successful Honda Grand Prix. They will be updating the Grand Prix safety plan with the FAA. The new tower should be operational by August and the airport has new ADS-B equipment installed. The City will be closing the Wastewater Plant at the airport in the next five (5) years that may result in more available land for development. Chair Jewsbury stated that the rehabilitation of Runway 04/22 will be underway and will include new edge lighting. The inline baggage system should be complete by the fall and Allegiant Air will be moving down to that area of the terminal. He reported that the Stormwater Master Plan is ongoing along with additional parking lot improvements and new airport signage. Chair Jewsbury stated that Phase 2 of terminal renovations will be under design shortly. They are planning to update the ALP and the airport zoning ordinance in Pinellas County. The airport Wildlife Assessment has been accepted by the FAA and they expect to move forward with a Wildlife Plan in the near future. 5. FDOT Aviation o Work Program FY Update Mr. Treudt reported that the legislature has approved a budget containing $187 million in aviation project funds. He noted that there are a few provisos and these are explained in the Aviation Program Legislation summary located on the back table. 4 the Work Program can be directed to Mr. Aaron Smith, State Aviation Manager at (850) o Airport Stormwater Permit (Legislation) Mr. Treudt reported that the proposed legislation (HB 389 and SB 934) that included the permit modifications did not pass during this session. He noted that the FDOT plans to continue supporting this effort by working with the FAA and FDEP to explore other vehicles to advance the process. o Fair Market Value Study (CUTR) Mr. Treudt reported on this project that will assist airport management in determining the best practices for establishing fair market value for airport properties. This study will culminate with a final report that will contain recommendations and guidelines for airport managers to use at their facilities. Questions on this project can be directed to Mr. Treudt at the FDOT Aviation Office. o Statewide Aviation Pavement Management Program Mr. Treudt stated that the next training session will be held from June in Orlando. The training will again be held in Orlando with classroom time on the first day followed by a second day of field training at the Executive Airport. This session will also offer a distress repair training class on June 15 th. Interested participants should sign up immediately as there are only a few spots still available. Those with questions on the training or registration are invited to contact Mr. Vu Trinh at the FDOT Aviation Office. Mr. Treudt added that 40% of the 91 participating airports have been inspected and can expect to receive their final reports by the end of the first week in July. The remaining airports will be inspected during FY ( ) beginning on July 1, FDOT District Announcements Mr. Ray Clark stated that they are programming the new year of projects and airports can expect call and/or meetings to discuss project production preferences for Regional Issues Bonding of Construction Workers/Staff in the FIS Chair Jewsbury raised an issue where the US Customs and Border Protection Services has begun investigating/evaluating the need for the airport sponsor to post a bond for all staff/personnel entering the FIS facility. Direct Entry NOTAM System Mr. Lloyd Tillmann stated that the E-NOTAM system is now in use. The latest news on the direct entry system is that it s moving forward but a timeframe for implementation is unknown at this point. 7. FAA Announcements Chair Jewsbury mentioned that a 19 th extension was recently issued to keep the FAA running until June 30, He mentioned the Runway Pavement Survey issue that was discussed at the last CFASPP Statewide Meeting and he encouraged airports to monitor this issue. 8. MPO Comments No comments. 9. DoD Comments (MacDill AFB) Ms. Christina Hummel stated that things are moving ahead at the base with both land and airside improvement projects under development including a new CENTCOM facility and a new communications center. Old Business- FAA Notice of Proposed Rule Making on Airport Safety Management Chair Jewsbury mentioned that the FAA has drawn back the original implementation schedule for this program but he encouraged airport staff to continue to monitor this issue. 11. New Business- None. 12. Time & Place Next Meeting The next scheduled meeting of the West Central Metro Area Steering Committee is September 22, Chair Jewsbury and the committee determined that the Tampa International Airport would host the meeting on that date beginning at 11:00 a.m. 13.
