Airspace Infringements: Impact on ATC Airspace Infringement Workshop 24 January 2008 Eurocontrol HQ, Brussels Presented by: Xavier Henriod, DSO, 24/01/2008
Objective To highlight the impact of airspace infringements on Air Traffic Control and some of their consequences Xavier Henriod, DSO, 24/01/2008 Page 2
Presentation Overview Statistics ( Switzerland ) Impact on ATC Safety Workload Capacity Case study Conclusion Xavier Henriod, DSO, 24/01/2008 Page 3
A few numbers Infringements AIRPROX Severity Classification 1A 1B 0A 1B 1A 1B 1A 0B Xavier Henriod, DSO, 24/01/2008 Page 4
Safety Aspects (Human factors) Reacting rather than planning Surprise creates additional stress May lead to focusing on conflict (tunnel vision) After an incident, the controller can be destabilized and may need to be replaced Reduces overall safety and efficiency Xavier Henriod, DSO, 24/01/2008 Page 5
Workload Issues Airspace infringements may lead to : Additional Coordination (internal & external) Additional Traffic information Vectoring IFR traffic around the intruder Avoiding action if necessary Xavier Henriod, DSO, 24/01/2008 Page 6
Capacity IFR traffic may be delayed on Arrival and/or Departure IFR traffic may also be sent to hold or perform a missed approach Needless to say, delay and additional track miles create additional cost to other airspace users Xavier Henriod, DSO, 24/01/2008 Page 7
Case study Happened within Geneva TMA Created a conflict with 2 IFR flights The first flight saw him same altitude about 200 meters on our left The second flight had to temporarily leave the ILS, since he had no visual contact with the intruder The intruder is shown in red in the following animation - flying along the LLZ 05 Geneva He penetrated Geneva TMA at approximately 5000ft - flying towards Geneva Airport without contacting ATC. The two IFR flights were inbound Geneva. They are shown in green and blue, respectively Xavier Henriod, DSO, 24/01/2008 Page 8

We have passed now this light aircraft, same altitude about 200 meters on our left He is absolutely in a wrong position. Xavier Henriod, DMOAST5 He is almost 18 on -20 the February ILS. That 2004 was quite close. 26

You No contact, are abeam negative the traffic contact Xavier Henriod, DMOAST5 40
You are clear of traffic now Xavier Henriod, DMOAST5 OK back on the LOC 41
Conclusion Airspace Infringements do have an impact on ATC regarding Safety, Workload, Human factors and Capacity From a collision-risk point of view - we feel that Airspace Infringements are a serious threat to other airspace users Xavier Henriod, DSO, 24/01/2008 Page 42
