Airspace Infringement A KEY RISK DEMANDING DEDICATED ACTION Airspace Infringement Workshop 24 January 2008, Brussels Peter Stastny, EUROCONTROL SRU and Alexander Krastev, EUROCONTROL DAP/SSH 1 European Organisation for the Safety of Air Navigation
AIRSPACE INFRINGEMENT: Airspace Infringement Unauthorised Penetration of Airspace Definitions A flight into notified airspace without previously requesting and obtaining approval from the designated controlling authority of that airspace in accordance with international and national regulations. UNAUTHORISED PENETRATION OF AIRSPACE: The penetration by an aircraft into a portion of airspace without prior permission of the appropriate authorities (when such prior permission is required). MAIN DIFFERENCE: Aircraft encounters in ICAO airspace Class E 2

LAUNCH Launched beginning of 2006 with the objective to: Develop an efficient European wide risk reduction action plan and assist airspace users, ANS providers and regulators in implementing it 8
BENEFITS Identify systemic causes Avoid over regulation Fly safer Share best practices Develop effective measures 9
LIFECYCLE Overall progress Identification of safety issue and initiative launch Initial evaluation and scoping of activities Analysis of causal factors and elaboration of recommendations Adoption of an Action Plan 2008 Implementation and monitoring
APPROACH TO RISK ANALYSIS FIS survey Occurrence reports analysis 11 GA airspace infringement survey
REPORTED INFRINGEMENTS Military flights, 9.3% Unknown, 0.4% Commercial flights, 10.6% GA VFR flights, 79.7% 12 Distribution of airspace infringement scenarios
