3 EGU Congress 2016 Agenda 1 (14) President s Report 2015 may well prove to be an important turning point in the regulation of European gliding. Annex to Agenda Item 5 Ever since the creation of EASA, and the start of the long process to harmonise and standardise European gliding, the gliding community has been busy trying to advise the authorities on what does and does not make sense for the sport. Occasionally, we have managed to influence draft proposals and avoid things that would end up costing us time and money. On rare occasion, we have even managed to get something that makes life easier for example, the introduction of common licensing and medical standards. Mostly, however, we have been forced to introduce, or contemplate the introduction, of unnecessarily onerous measures that have their roots in thoughts about what makes sense for commercial and business aviation. As we entered 2015, the situation was broadly similar to many, if not all, of the preceding years: national gliding associations were contemplating the practical implications of regulations that were scheduled for introduction; everyone was thinking hard about what the 3-year opt from Flight Crew Licensing approved by the Commission would mean for glider pilots; and, we were busy trying to influence the shape of regulations that were in the process of being finalised for example, to cover training outside of Approved Training Organisations. It was clear from the discussions that we had in Berlin during the 2015 EGU Congress that the range of issues and concerns among EGU members were starting to become overwhelming. The basic problem seemed to be that EASA seemed to be intent on regulating gliding in the same way as all other aviation activities ignoring the relatively simple and low-risk nature of our activities. Directly following our Berlin meeting, the EGU wrote to the Director of EASA, Patrick Ky, to ask that a specific regulatory initiative be set up for gliding, along similar lines to the work they had just started with the ballooning community. Patrick Ky recognised the rather heavy-handed nature of EASA s approach to the regulation of light aviation, and was very amenable to setting up a project to create a separate rulebook for gliding. An initial meeting with Patrick KY in Cologne in July paved the way for a more detailed working session between the EGU and the principal EASA officers to discuss the potential scope and work programme. I laid out a little more of the detail in our thinking as to how this work might proceed in the last EGU newsletter, and so will not repeat anything that I have already said. If EASA are genuinely open to the idea of separating gliding from the mainstream regulation to the maximum extent possible and rewriting/writing such pan-national regulations as may be required, then we will have an opportunity to put things back to a form that works for us. Neither my EGU colleagues nor I take anything for granted as far as EASA is concerned, but we are cautiously optimistic that we are tantalisingly close to an important turning point in regulatory affairs. At the same time as we were finding hope in EASA about gliding regulation, we were also experiencing the sort of frustration that we have become too familiar with over time. Despite a joint EASA/industry group working for best part of six months on revised regulations for training outside of ATOs, all of their work was undermined at a late stage as a result of a mismatch with the Basic Regulation. To say that we and many others were surprised is an understatement given that EASA should have considered the possibility at the outset. Whether or not it will be possible to salvage something useful from the work there has been talk of a basic approval taking the place of a simple registration scheme will become clear in due course. Putting our focus on EASA to one side, 2015 afforded the opportunity for the EGU Board to work with the representatives of its member bodies on a number of occasions during the year. As already mentioned, the Deutsche Aero Club kindly hosted the 2015 Congress, and showed us great hospitality during our stay in Berlin. I d like to express my gratitude to the DaeC on behalf of the EGU and its members. The EGU Board normally meets in Frankfurt on three occasions each year. A couple of years ago, we took the decision to relocate one of those meetings to one of our member countries, and to take time during the meeting to discuss the specific circumstances and challenges, if any, of our hosts. In 2015, we held our October meeting in Paris at the offices of the FFVV. It was, as all have been so far, a very useful session and we plan to arrange a similar EGU Board off-site this coming October. Looking ahead, 2016 will be an extremely busy period for the EGU and its member bodies. Our work with EASA will be central to what we will be doing, and we are going to need to devote a considerable amount of

We will also need to review our budget to ensure that we will be able to cover the costs of all those that will be directly involved in the various work streams. Perhaps unsurprisingly, this work will also feature prominently in the 2016 EGU Congress that will be taking place in Graz, Austria, and the end of February. In closing this section of our report, I would like to thank my colleagues on the EGU Board for their efforts over the last year. I am especially appreciative of the way they seem to be relishing our 2016 work programme. I know that 2015 was a mixed year for gliding weather for many. Whatever your goals and challenges for the year ahead have fun and stay safe. However, he has not been able to attend Executive Board meetings in practice. In Berlin, Mr. Jukka Helminen (FI) and Mr. Kristjan Sveinbjörnsson (IS) were elected as EGU s financial controllers for Controller s report will be considered under Agenda item 8. In 2015 the Executive Board held four meetings in Berlin (immediately after Congress), in LSH Sportsschule Frankfurt am Main, in Paris (together with F.F.V.V) and in LSH Sportsschule Frankfurt am Main. Four meetings in a year were found enough for managing daily business. In 2015 autumn (October) meeting was intentionally transferred from Frankfurt am Main to Paris to meet one of our supportive Member Association, the F.F.V.V France. Closse discussions took place about gliding in France and also F.F.V.V s expectations from the EGU work. This is reflected more deeply in President s report and similar kind of plan is under work also for EGU s administrative Secretariat services were supported by the F.F.V.V office/mrs. Ginette Lesouëf. Some additional work was required around EGU s Statutes (constitution, last time modified in Berlin due to EGU c/o F.F.V.V street address change in December 2014) because of French legislative requirements as monitored by Paris Prefecture. This is reflected also on Congress 2016 Agenda item 10 requiring administrative modification on our Statutes. Original and official language of the EGU is English. In addition to Executive Board meetings, a special EGU Workshop ATO was held on in Schiphol, the Netherlands. All full members were invited and 15 national gliding training specialists from 11 EGU Member countries attended to that one-day-workshop. EASA s training regulations and how to work for better future were widely and successfully discussed. The Workshop ATO was chaired by Andy Miller, EGU TO Training. Three nations, Spain, Hungary and Lithuania were approached by a written recruiting letter for getting them members to the EGU, but unfortunately no positive responses were received by end of Mika Mutru General Secretary, European Gliding Union EGU January 2016

5 EGU Congress 2016 Agenda 3 (14) Report of the TO Airspace and Equipment Annex a) to Agenda Item 6.1 The 2015 EGU Airspace Group meeting in November had only representatives from The Netherlands, Finland, Belgium, Denmark, Switzerland and Luxembourg attending. The EGU general meeting in Graz needs to address this issue in order to keep this important working party alive and going. Their reports on national air space related issues are available on the EGU homepage and were sent out to all delegates on the respective distribution list. SERA Standardized European Rules of the Air. The implementing of Rule EU No 923/2012 seems to have gone smooth in all the countries represented. No real problems have been encountered. The SERA Part C NPA is just out. The comment period will end on the29 th Feb The main emphasis lies on Air Traffic issues. EAS is commenting the NPA. It is highly desirable to have an extract of SERA available for VFR piloting. The present NPA puts much stress on IFR procedures, which makes the documents difficult to read for VFR (sports) pilots In France a proposal has been made to have some special RT phraseology for gliding. With the comments on SERA Part C EASA shall be asked to take this phraseology for ATS and glider pilots for handling gliders and their special behaviour into account. HETA = Harmonised European Transition Altitude The EASA rule making group (RMG) has finished its work. The recommendation is to change nothing, which will mean that the different TA will stay in place, except in the UK, Ireland and Norway which plan to convert to feet in ,33 khz Radio conversion The conversion towards the 8,33 khz radios is proceeding very differently. While The Netherlands have finished the conversion, some countries are still undecided whether to give leeway to some users by providing 25kHz frequencies for their application. The regulation asks for a conversion not later than 31 st Dec A situation with converted and non-converted Gliders needs carefully handling by our pilots. Surveillance Different initiatives are working on the surveillance technology for the future. The European way is presently bound to the Mode S Transponder System. The requirements in European Countries are very diverse reaching from a must have to a voluntary equipment, depending on various air space related issues. Whether the FLARM Technology could build a bridge between the expensive and the less expensive is still in discussion. Drones is the new title for all flying systems formerly known as UAS UAV RPAS etc.? The EASA NPA was answered by Europe Air sports with inputs by EGU. The main issue in regards to GA are the different approaches to the same problem: collision avoidance. While manned GA has successfully been using See and avoid. EASA proposes for Drones Detect and avoid but not yet making any reference to how the detection system should work. Air Space Data The development of a format for airspace data, universal for i.e. NOTAM s and our navigation systems is deemed to be a very important aspect in regards to airspace usage. The different data formats of today make it very difficult to update navigation tools in different countries. ( To be continued )

6 EGU Congress 2016 Agenda 4 (14) ( continues ) Flight Plans (FPL) for cross-border VFR flight The introduction of SERA has not brought any progress in regards to the FPL for Cross border activities. Loss of air space Almost all participants of the EAG meeting declared that within their country they are losing access to air space for Gliding activities either by requirements for more equipment, by demand of the military or commercial aviation requiring more protection i.e. more class A, B, C or D airspace, which usually is not compatible with glider operations. Airspace E is a special subject. It is open to VFR but IFR pilots are not always aware of this. A simple remedy is not in sight. All countries present work through designated air space groups in their associations to improve or at least maintain the present situation. EGU General Meeting, Congress 2016, to consider and decide: 1. Start another approach to have cross boarder activities for Glider operation simplified- 2. Members to follow the national proceedings in regards to surveillance issues and to keep the EAG informed 3. Members to follow the national rules on Drones, UAS, UAV.and to inform EAG to have a full picture and to maintain the see and avoid strategy. 4. 7 EGU Congress 2016 Agenda 5 (14) Report of the TO Airworthiness and Maintenance Overview of past period Annex b) to Agenda Item saw some significant and encouraging new developments to simplify European Airworthiness regulation as applied to GA. In June: ( What a month for regulation in Airworthiness and Maintenance! ), we saw the entry into law of CS-STAN, enabling a wide range of role equipment to be installed in sailplanes with a reasonable paperwork trail which can be generated locally. This measure has been a key demand by EGU over recent years. It will greatly ease future installation of the likes of loggers, navigation displays, radios and transponders, as well as facilitating a range of minor repairs. In the same month simplifying revisions to Part M were released as proposed from the first tranche of GATF working group, defining a simple and effective Minimum Inspection Programme for sailplanes for adoption by CAMO s and improving the engagement of owners, as is customary in our sport. Such new rules and alleviations are these are welcomed, but they remain a small step on the road to lighter regulation. Unfortunately, we now operate in a regime where incremental changes are normal practice and each requires a detailed negotiation with all NAA s with frequent hiatus and potential mis-interpretation. EGU remains available to assist in the intent and interpretation of such changes if required. The work of General Aviation Task Force (Part M Light) Your EGU Technical Officer for AW&M is a member of the Part M Light formulation group. As designed PML will operate as a separate code to Part M itself and will take the form of a short guide to enable owners to manage maintenance in a justified manner, or through using qualified organisations or licensed individuals of his own choice. To what degree this approach will enable the freedoms we currently seek remains to be worked out in detail. The scope of PML still remains to be finalised, but it is already clear that it will only apply to non-commercial operations, such as gliding and sport aviation. From where gliding stands, at the lightest end of sport aviation, there is a natural desire to limit scope, in order to seek the lightest regulation burden but, of course, other sectors also hold their own ambitions of securing lighter regulation through PML. How the final balance is resolved remains to be seen. We are presently confident of securing the amalgamation of the (separate) Airworthiness and Maintenance requirements of Part M which will greatly reduce duplication and complexity as applied to our simple airframes. Basic Regulation Review - NPA As previously reported, the EGU has suffered some frustration in gaining support our case for regulatory parity with other lightweight sport airframes. Current regulation forces unpowered aircraft above a minimum of 80kg (empty) to seek EASA certification for single seat airframe, compared to a limit of 300kg (all-up) for microlight powered aircraft. While we are seeking parity for sailplanes at 300kg, the latest information suggests that a figure of 250kg is under consideration but EGU will contest this proposal, on the grounds that there is no safety implication and that the regulation is becoming over complex. Discussions are nevertheless slow moving. Personal Licensing under Part 66 - NPA Information is finally emerging from EASA to suggest that the EC Opinion on this additional layer of regulation will be enacted in early The implementation process and timescale will be set during that ratification. For the present we might assume a two year implementation process over 2017 to Regrettably this aspect of still seems to adhere to an older model of regulatory procedures. It will impose an additional burden for some Sporting Associations, and we expect that, given reasonable interpretation by NAA's, current nationally approved inspectors will be empowered under the new code. We remain deeply concerned that the requirements for qualification of new engineers will lead to a shortage of new candidates. 8 EGU Congress 2016 Agenda 6 (14) Annex c) to Agenda item 6.1 Report of the TO Licencing Overview on year 2015 The year 2015 was mainly characterized by the prolongation of the opt-out period for the licensing rules, meaning rule 1178/2011. The rule was planned to apply on 8th April 2015 at latest. EASA allowed the Member States to opt-out until 8th April 2018 also for gliding. The Member States had not to transfer the national licences to EU-FCL licences and nearly all countries acted in this manner. Only Spain, Germany and Belgium did not use this possibility. The requirements for flight crew licensing and the medical for gliding as well as the rules for training organisations under the regime of the full European set of ideas is applying in these countries. This allows to find out the problems and practical issues which develop under the rules and the different national applications and ideas how which rule is meant. The variance in interpretation by national authorities is tremendous and result in significant problems for the community. In the countries falling under the European rules the time for reassessment for instructors as well as examiners is running and the pressure to get improvements for these people to allow ongoing activity and to diminish the risk of loosing people in our community increases tremendously. Overall the rules are acceptable for EGU so far, in some details improved guidance by EASA for the national authorities is necessary to avoid disadvantages for our people on national level. We had this point already during the national discussions and I would still encourage the EGU Members to force EASA to send interpretation documents if misinterpretation on national level occurs. Due to the adaptation of the GA Roadmap by EASA and the appliance of the ideas in it, the sensibility of EASA is increased to help if difficulties occur by application oft he rules. Please send any information which you gain during the transfer process to EGU Technical Officer Licencing, Meike Müller (mueller.meike@t-online.de). Requirements for FIEs One major problem is still unsolved, as the requirements for flight instructor examiners are still not appropriate and large countries without any developed examiner systems will run into a severe problem. This sentence was already in the room and the problem was also discussed during our meeting in Amsterdam. We have to find a solution and the countries which fall under the regime of EASA in which also the instructors have to undergo their reassessment are running out of time. The requirement to perform a competence assessment of the instructors und an examiner ist still unacceptable and induces a lot of costs and effort under the given rules. At least in Germany a loss of about 20-30% oft he instructors can be expected as despite the requirement is not acceptable for the people who trained since decades and the age pyramid is also in the eldering society a problem in this case. EGU presses in their discussion with EASA that this requirement has to be dropped or to be adapted in more applicable and less pressed way. The proposed way developping a gliding rule book (refers on Agenda item 6.2) only summarizing the applicable rules for our sport might help to practically deviate from the Basic Regulation which will changed and applied earliest The above given problems are also applicable to the examiners. Requirements for gliding training organisations The requirements for training organisations contains major points for our training organisations that will induce increased bureaucracy and costs due to the implementation of management systems and audit requirements, this hypothesis is proven now in the affected countries. This sentence is valid in the affected countries now faced to the rules. It can be observed that the effort and costs are increasing and mainly a shift to documentation away from active performance of gliding occurs. The change concerning Syllabi and the allowance in the training of instructors results in a tremendous induction of work on club level and the associations. In Germany the example is clear as there are 16 associations are ATO as well as at least 70 clubs. The selection process is more difficult as also the association and their responsible authorities show extreme deviation in interpretation of the rules. There is again hard need of guidance an level of authority by EASA as well to the associations by EASA and EGU. ( To be continued )

In 2016 the development process for the rule book gliding will speed up and the problems of the ballonists show that this way will be not easy. The summarization of the applying rules from the different rules into one rulebook is complex and under the light of implementation of Touring Motor Glider and stringent application of the basic regulation to avoid commercial operations and to skip the concerning rules the grade of complexity becomes obvious. In 2016 a working group of EGU concerning licensing as well as ATO will be established. The national experts of our EGU Member associations should be given to the respective EGU Technical Officers (mueller.meike@t-online.de). 10 EGU Congress 2016 Agenda 8 (14) Annex d) to Agenda item 6.1 Report of the TO Training Overview As we anticipated in Berlin last year, an EASA Task Force has done much work on proposals for training outside ATOs. It was certainly needed: ICAO never envisaged an ATO requirement for sailplane pilot training. An EGU workshop, held in May at Schiphol, prepared the ground and we were well represented by both Dr Meike Müller and Europe Air Sports. Much of the Task Force's drafting was done by the French DGAC; personally, I found their work impressive. The ensuing report was good: it removed much of the damage caused, or threatened, by those ATO regulations. EASA's legal department, however, found conflicts with the Basic Regulation. Now, any sensible glider pilot (are they not all sensible?) would see an obvious solution: change the Basic Regulation. EASA is different, however, so the Task Force's report was changed to fit the regulation, bringing back some of the ATO burdens. NPA under commenting period Training Outside ATO Delegates should, by now, have seen the result: published just before Christmas, as NPA ; the closing date for comments will be in 9 days time on 29th February. EGU comments had not been finalised when this report was written. Meanwhile, and much more important: dedicated, talented, volunteer gliding instructors have served trainees across the whole of Europe. 11 EGU Congress 2016 Agenda 9 (14) Annex e) to Agenda item 6.1 Report of the TO Operations Rules for Air Operations Last year I reported that regulations regarding Air Operations, non-commercial operations, part-nco is applicable since 25 august 2013, but member states had the possibility to opt-out part-nco until 25 august For example have Norway already started to follow part-nco. We was informed late in 2015 that EASA committee agreed that OPS rules for sailplanes (part-nco) will have a further opt-out until 8 April 2019, this will be formalized during spring For balloon it will be extended to April This is in line with EASAs rulemaking task Revision of European operational rules for balloons were EASA focus on a task from initiative of GA Road Map to simpler, lighter and more proportionate rules and to create separate AIR OPS balloon rules under one roof. EASA then opened the door for balloons also sailplanes with an extra opt-out, needed to have more time to create this new set of OPS rules. During summer of 2015 EGU also contacted EASA about the need for simpler regulations for sailplanes. First work meeting between EGU and EASA in November focused on OPS rules, FCL and Maintenance. So when it comes to more suitable OPS rules for sailplanes, identification of main issues in current OPS rules must be identified. Current OPS rules for sailplanes and major issues When it comes to current OPS rules for sailplanes there are some issues that need to be revised. Below are some bullet points that address this: EASA OPS and Part-NCO has been seen from a GA viewpoint as acceptable though it is still very complex to find everything for gliding in a document for all other categories and that it is down to a very detail level in various items. Part-NCOs demand on technical documents to be carried on each flight (sailplane/ retrieve vehicle) Part-NCOs demand on Minimum equipment list (MEL) at least valid for TMG should instead be required instrument only, skip MEL Part-NCOs demand the PIC shall take into account noise abatement procedures even for powered sailplanes Part-NCOs demand for weighing Part-NCOs demand that you shall be able to measure time: MEANS OF MEASURING AND DISPLAYING THE TIME: A means of measuring and displaying the time in hours, minutes and seconds may be a wrist watch capable of the same functions. This is to detailed level for something all pilots can figure out themselves. Our earlier worries with sailplane towing, aerobatic flights and competition in Part-SPO will be treated in Part- NCO which is good. Regarding introductory flights, every member state will carry out oversight of operations; this may give extra problems in some countries, but hopefully no big issues. - ARO.OPS.300 Introductory flights The competent authority may establish additional conditions for introductory flights carried out in accordance with Part-NCO in the territory of the Member State. Such conditions shall ensure safe operations and be proportionate. But we still have CAT for sailplanes. 13 EGU Congress 2016 Agenda 11 (14) Annex to Agenda item 7 Financial report General In March 2014 the bank accounts of EGU were moved to the French bank Bred Bank Populaire in Paris. In the day to day work the account is handled by FFVV. At FFVV Valerie Bronzoni is responsible for our accounts. Valerie has been very helpful during the year, the service is fast and accurate. I would like to thank her for her excellent work and assistance! Financial situation 2015 Please find enclosed the Statement of Receipts and Expenses and the Balance sheet for the working year The accounts for the last working year are closed with a deficit of The budget estimated a zero result. The reason for the deficit is that during the year EGU has been very active, as can be read in the other reports. The Board members have attended several important workshops and meetings. We have also arranged workshops. EGU has also started the big project with EASA Part Gliding which hopefully will lead to more proportionate rules for gliding. Membership fee proposal 2016 The membership fee for 2016 is proposed to be the same as for 2015, see attachment will also be a very expensive year, so at the end of the day we have to use our reserves. We foresee the same high level of activity also for 2017 and This means that for 2017 we have to consider a major increase in fees. I ask our members to consider this during the coming year. After all, the cost per individual European glider pilot for EGU is less than 0.5 /year. The proposal will be voted on at the Congress.
