Huerta, FAA Deputy Administrator 9:00-10:30 SESSION ONE THE ENVIRONMENT, RNAV/RNP AND NEXT-GEN Moderator: Lourdes Maurice, FAA What is the community impact of changing and more focused arrival and departure routing, lower altitudes in approach corridors, etc.? What kind of input do airports have in this process? Which airports have gone thru the process and what have been the outcomes? What is the status of Next Gen and how is it anticipated that this will impact the environment? EMS for NextGen Julie Marks, FAA FAA is developing an Environmental Management System (EMS) for NextGen that will provide the necessary strategic and systematic framework to identify and manage aviation environmental issues. How can airports and other NextGen stakeholders collaborate with the FAA to baseline the current and projected future state of NextGen environmental issues and work together to mitigate environmental impacts? How Does the FAA Work with RNAV/RNP? NEPA on NextGen Fred Bankert, Mitre What kinds of technical data are required about how routes impact communities and how will ATOs work NEPA into the Next Gen process? Collaboration with Key Stakeholders on RNAV Jason Schwartz, Port of Portland Portland Noise Office employed successful methods to communicate community needs with the FAA and several key industry partners when RNAV procedures were being developed for PDX and HIO. Airports are often not given the opportunity to work with the FAA or the aircraft operators during design and implementation of RNAV procedures - but the importance of communication and collaboration when implementing RNAV on a local level are critical for successful implementation. BONEYARD TOUR & LUNCH (Separate Registration Required) 10:30 Load Buses 11:00 Depart for the Pima Airspace Museum and Boneyard at Davis Monthan Air Force Base 11:15-12:15 Tour 12:15-1:15 Lunch at Pima Airspace Museum Flight Central 1:30-1:45 Load Buses 1:45-2:00 Buses Return 2:00-3:30 SESSION TWO A - NOISE FUTURE FLIGHT TRACKING Moderator: Jonathan Collette, Philadelphia International Airport
3 Plans for Implementation of Automatic Dependent Surveillance-Broadcast (ADS-B) Jere Hayslett, FAA The Environmental Side of Interval Management Paul Dunholter, BridgeNet Global Navigation Satellite Services (GNSS) include new landing systems that are replacing ILS technology changing how aircraft operate in the terminal airspace. FAA is working to show how this technology can be used for noise abatement procedures, existing procedure overlays. Different Perspectives on Ground-Based Augmentation Systems Chris Baur, Hughes Aerospace 2:00-2:45 KEYNOTE ADDRESS EMISSIONS - SABINO ROOM Aviation and Global Climate Change in the 21st Century David Fahey, NOAA Earth System Research Laboratory 2:45-3:30 SESSION TWO B - EMISSIONS ICAO's New Co2 Standard Jane Hupe, ICAO 3:30-3:45 Break Sponsored by Wyle 3:45-5:15 SESSION THREE A - NOISE FROM LEGACY TO THE FUTURE Moderator: Mary Ellen Eagan, Harris Miller Miller & Hanson How Do Research Gaps Relate to Policy Formation and Airspace Redesign? THE FUTURE MAY NEVER BE THE SAME Moderator: Jon Woodward, Landrum & Brown Airports need strategic planning based on survivability/sustainability. What are the differences in required evaluations for a Part 150, an EIS and state-based programs? What may be becoming obsolete in Part 150 may still be a very active part of requirements by other programs. EIS s delay runway construction, not Part 150 studies. New research on the continued viability of the Schultz Curve may result in a greater push to reduce the level of significance in noise impact - not necessarily the requirement for mitigation, but the recognition of the effect of noise. Who has done 150 studies & what they have gotten out of it; what worked, what didn't, and how can the program be made useful? Given that most airports have ripe/mature programs - what more can be gained?
