2 Developing Countries are craving for safe and reliable Commercial Aviation services This appe)te is fueled by a very poor safety record, unreliable and undependable transporta)on services erformed using old, incompetently maintained and operated aircra9, piloted by poorly trained pilots provide an opportunity for European cer)fied Operators to offer their services to yet unexploited and almost virgin markets 2

3 WHAT ARE THE MISSIONS MOST FREQUENTLY REQUESTED BY ENTREPRENEURS FROM DEVELOPING COUNTRIES: Regional transportation Transportation to remote comuunities; Offshore & Logistic support to Oil rigs; SAR Search & Rescue and Pilot transport; HEMS (aka heli-ambulance or medicopters) & MEDEVAC; Roads, Pipelines and other strategic infrastructures surveillance and patrol; Crop spraying; Cargo, etc. 3

4 IN THE VAST MAJORITY OF THE CASES, THE COMMUNITIES OF DEVELOPING COUNTRIES DESIRING TO TAKING ADVANTAGE OF THE SERVICES OFFERED BY MODERN AIRCRAFT OFTEN SHARE COMMON PROBLEMS SUCH AS: 1) They expect that buying and taking delivery of an aircra; will automa>cally make available its capabili>es without having a clue of the infrastructures and capabili>es required to support its opera>ons; and 2) The infrastructures, capabili>es and services required to support the safe opera>ons of modern aircra; are not available in the area of interest. 4

5 It is impotant to taking into consideration that in the vast majority of developing countries there is no access to: 1 Modern and reliable aircra;; 2 Well trained, duly experienced and adequately type rated pilots, crews and engineers; 3 A reliable flow of spare parts; 4 Access to duly cer>fied MRO and maintenance organiza>ons; 5 Duly cer>fied and capable CAMOs; 6 Manufacturer s approved maintenance programs. 5

6 DISPELLING A MITH Entrepreneurs coming from developing countries very o;en believe that just buying a suitable airplane or helicopter is a sort of miraculous panacea that will automa>cally fulfil all tasks and du>es that jus>fy its purchase. 6

7 As all persons sitting in this room know too well, owning an aircraft it is not a panacea! Buying an aircra; it is an economically important burden, and this is the first and o;en only thing the prospect investors are aware of; It generates non-avoidable fixed and variable opera>ng costs, whose budge>ng is o;en perceived as an obscure and unaccessible crystalballing exercise; It requires a number of professional capabili>es to support its opera>ons the prospect entrepreneur is unaware of and that are not available in the region; non men>oning that Aircra; opera>on generate a set of civil, administra>ve and even criminal liabili>es that should be carefully analysed and planned for; 7

8 YOU MUST BE JOKING!!! Only if the above is duly analysed, organized and managed, an aircraft can effectively offer in a safe, dependable and cost-effective manner the services that can justify its acquisition It takes lengthy conversations backed by practical examples and references to the existing regulations to explain that buying an airplane or an helicopter it is NOT in itself the solution of the problem but rather a license to face countless problems, to learn a number of additional professions previously you were completely unaware of and the privilege to be exposed to serious liabilities! 8

9 What do you mean with that? Puzzled faces almost always meet the aforementioned unconventional approach to aircraft ownership. This is not the marketing approach most common nor popular among aggressive aircraft salesmen but it I learnt from experience that it helps building long a lasting relationship dispelling at an early stage the myths spread by over-aggressive aircraft salesmen & brokers 9

10 What about EU sanctions? While EU and UN sanctions often severely limit the sale of aircraft and of their spare parts to End User located in a number of developing countries, operators certified and monitored by European Civil Aviation Authorities can apply to otain the authorization to offer a number of General Aviation services to clients located in countries that have been suffering from decades of sanctions and whose local civil aviation is plagued by truly disastrous accident records 10

11 CONCLUSION The Status Quo that I summarized in the previous slides and that I have been personally and professionally experiencing since 2006 creates a number of truly interesting opportunities for European operators to offer their capabilities and their services to developing countries My firm and I have the capability to assist European operators interested in taking advantage of these opportunities both in the relationship and negotiations with prospect clients and in the procedures with the relevant Civil Aviation Authorities and Political authorities required to perform the requested services in a 100% legal manner and under the supervision and advise of the relevant authorities 11
