1 WFP Aviation UNHAS The United Nations Humanitarian Air Services (UNHAS) is a common service managed by WFP to serve and provide the Humanitarian Community with safe and reliable air transport assets during humanitarian emergencies. WFP-Aviation also provides direct air support to WFP Logistics, providing aircraft for food distribution where there is no other option available to get the food out to the beneficiaries. WFP-Aviation bases its rules and regulations, staff qualifications and aircraft chartering procedures on the United Nations Common Aviation Safety Standards (AVSTADS). The AVSTADS have been agreed by The World Food Programme (WFP) and the Department of Peace Keeping (DPKO) under ICAO guidelines. ICAO performed two audits of WFP Aviation in 2001 & 2005.
2 WFP Aviation UNHAS : Implementation Strategy WFP Aviation provides WFP Country Offices (COs); all UN Agencies / NGOs and their implementing partners, members from donor organizations and their Governments (hereinafter collectively referred to as clients ) the following services: Safety Evaluation of local aircraft operators A scheduled passenger and cargo air transport service; A dedicated aircraft to meet specific client requirements upon request; Air transport for emergency and medical evacuation; Professional technical services and assistance to clients; and Strategic ad-hoc air transport for passenger/cargo movement.
3 WFP Aviation - UNHAS WFP Operation: operation established by WFP to cover its own requirements. WFP/HAS: operation established by WFP to cover its own requirements but with capacity made available to partners UNHAS: operation established by WFP upon request of the Country Team or HC as a common service
4 WFP Aviation - UNHAS WFP Aviation provided since almost 20 years air transport services to the humanitarian operations including: Delivering food aid and NFI; Transporting UN / NGO / Diplomatic personnel to ensure safe, efficient and sufficient air transport services. WFP Aviation Safety Unit: Ensures that WFP is using safe and reliable air operators: Pre-qualify new operators; Oversee contracted operators. WFP Aviation Quality Unit: Oversee contracted operators; Oversee WFP Air Operations. WFP Aviation Contracting Unit: Request For Offers to short-listed Operators via tendering system; Evaluation by a Committee basis of safety compliance level, past performance and financial criteria. Key Figures ,680 metric tonnes of cargo moved 383,042 passengers for over 500 humanitarian organizations with 90 aircraft in 19 countries

8 WFP Aviation UNHAS : Challenges Ageing aircraft; No replacement for certain types of aircraft (DHC-5 Buffalo); Replacement of turboprop by jets on longer sectors; Operations mostly in remote areas with poor infrastructure and fluid security environment; Coordination with National Authorities; Coordination between all humanitarian air service providers; Staff training for common standards; Funding Shortfall.
9 Emergency Response Dispatch of Qualified Aviation Officers at the onset of emergency for assessment and preparation of an operational plan Assistance for the preparation of SO, request for IRA, request for CERF funding and for the financial management of the SO Aviation will hire Qualified Staff or organize secondments in support to operations.

11 WFP Aviation: What does UNHAS offer? A standardized air transport service management. A standardized safety surveillance and risk management program. Maintenance of safe and reliable operators shortlist as well as aircraft with varying roles, capabilities and performance. Capability of maximizing the utilization of aircraft by advancing any aircraft that is under-utilised in one operation to another that requires additional aircraft.
