2 1 General Instructions S. Ladenbauer welcomes the participants. The following members are excused: Philippe Hauser, AOPA (deputized by H. Niedhard) The agenda has been complemented by the two complaints from Swiss and Germania and one item from FOCA. Mr. Urs Pelizzoni from Germania joins the meeting later for agenda item Election of the Chairman and Secretary S. Ladenbauer is nominated for election for the position of the SCCZ Chairman. M. Kettner is nominated for election for the position of the SCCZ Secretary. S. Ladenbauer is unanimously accepted as new Chairman of the SCCZ. M. Kettner is unanimously accepted as new Secretary of the SCCZ. 3 Minutes of the meeting Sept 08 th 2017 The Minutes of the last meeting are approved. H. Falkner asks what the plans are regarding the implementation of ARSI and the removal of PRIDEP during weekends in T. Muhl informs about the implementation schedule of ARSI. ARSI Step 2 will be operational in Q4/2018, which is the prerequisite for the reintroduction of suspended crossing runway operations. It is assumed that PRIDEP is canceled latest with the beginning of STT2019. SCS need the information latest beginning of September 2018, before the scheduling process for STT2019 starts. FZAG Application of new Members No new members. Helene Niedhard as successor of Peter Hartmann newly represents SBAA (formerly EBAA). The list of current SCCZ members is attached to the minutes. 5 Slot Coordination Summary Summer 17 / Winter 17 / Outlook Summer 18 P. Dellenbach presents the statistics for summer and winter periods P. Dellenbach informs that since beginning of April 2018 the slot service fee is reduced to CHF 1.25 from CHF

3 Please see attached slides. 6 Monitoring and Slot Performance Working Group (SPWG) Report Please see attached slides. P. Dellenbach provides an overview of the monitoring actions from the Slot Performance Working Group. Monitoring action 39 continuous investigations due to performance issues 17 continuous investigations due to performance issues no fines for slot violations were imposed 1 GA/BA operator fined for ad hoc slot violation 2 companies lost historic precedence for several slots due to performance issues or misuse No revoked historic precedence due to performance issues or misuse 2.3 % slots were not granted historic precedence due to the «use it or loose it» regulation (1.5 % in S16) 1.6 % slots will not be granted historic precedence due to the «use it or loose it» regulation (3.1 % in W16) 7 Local Rule: Procedure of urgent or time critical operation Some operations, particularly recovery flights following unforeseeable disruptions, by their nature are urgent and time critical. All such flights still require a slot allocated in advance by the coordinator. To accommodate these types of operation, the coordinator may overbook the regular coordination parameters after taking into account the congestion likely to occur and the overall capacity situation. The new Local Rule describes how the Slot allocation for such extraordinary flights is conducted. Implementation of the new Local Rule is unanimously accepted by the members of the SCCZ. 8 Adaptation of Slot Buffer between 20:00-21:00LT The GA/BA community made a request to Zurich Airport to further reduce the Slot Buffer between 20:00-21:00LT. M. Kettner explains the outcome of the evaluation and how the Slot Buffer could be adapted (see below and attached slides). 3

4 H. Niedhard asks whether further reductions of the Slot Buffer would be possible even after 21:00LT. S. Ladenbauer explains that efforts are being made to increase the capacity in this time period, but that short term improvements are not expected for the time being (due to the long legal procedures). H. Falkner asks whether the topic has already been discussed in the Capacity Working Group (CWG). Zurich Airport will put this topic again on the Agenda for the next CWG (next CWG: 2 nd of Mai 2018). The adaptation of the Slot Buffer is unanimously accepted by the members of the SCCZ subject to a positive decision by the CWG. 9 FOCA: Adaptation Escalation Model R. Rüfenacht presents the necessary adjustments to the SCCZ Escalation Model. The main change concerns level 4 of the Escalation Model: The new Annex to the Constitution is attached to the meeting minutes. The adaptation of the Escalation Model is unanimously accepted by the members of the SCCZ. 10 Swiss: Complaint about reallocation of returned Laudamotion slots for summer 2018 H. Falkner explains why Swiss has filed a complaint against the reallocation of the returned Laudamotion slots for summer Swiss claims that they did not get an adequate number of morning outbound slots during the main season (JUL-OCT). From the perspective of SCS, the slots were allocated in compliance with the applicable regulations. No agreement was reached during the meeting. Swiss reserves the right to pursue the complaint according to the Escalation Model after internal consultation. 11 Germania: Complaint about the allocation of slots for summer

5 Germania doubts that Laudamotion will actually operate the acquired Niki slots. From Germania s point of view, Laudamotion should not have received the Niki slots. Germania requests that Laudamotion slots are withdrawn by SCSand brought back to the slot pool. From the perspective of SCS and FOCA, the slots were transferred correctly from Niki to Laudamotion. No agreement was reached during the meeting.
