1 TITLE NAVIGATION - ENHANCED SURVEILLANCE TRANSPONDER UPGRADE EFFECTIVITY MODEL 525B (CJ3) SERIAL NUMBERS and On NOTE: This service bulletin may only be accomplished at a Cessna-owned or authorized Citation Service Center. REASON To add enhanced surveillance and diversity capability to the Mode S transponders. DESCRIPTION This service bulletin provides the parts and instructions necessary to install upgraded transponder units for enhanced surveillance. COMPLIANCE OPTIONAL. This service bulletin can be accomplished at the discretion of the owner. A service bulletin published by Cessna Aircraft Company may be recorded as completed in an aircraft log only when the following requirements are satisfied: 1) The mechanic must complete all of the instructions in the service bulletin, including the intent therein. 2) The mechanic must correctly use and install all applicable parts supplied with the service bulletin kit. Only with written authorization from Cessna Aircraft Company can substitute parts or rebuilt parts be used to replace new parts. 3) The mechanic or airplane owner must use the technical data in the service bulletin only as approved and published. 4) The mechanic or airplane owner must apply the information in the service bulletin only to aircraft serial numbers identified in the Effectivity section of the bulletin. 5) The mechanic or airplane owner must use maintenance practices that are identified as acceptable standard practices in the aviation industry and governmental regulations. No individual or corporate organization other than Cessna Aircraft Company is authorized to make or apply any changes to a Cessna-issued service bulletin, service letter, or flight manual supplement without prior written consent from Cessna Aircraft Company. The latest revision and all applicable drawing change notices (DCN) for the document must be used. DOCUMENT NUMBER TITLE Configuration Strapping Unit (CSU) PUBLICATIONS AFFECTED Cessna Model 525B Illustrated Parts Catalog Cessna Model 525B CJ3 FAA Approved Airplane Flight Manual ACCOMPLISHMENT INSTRUCTIONS 1. Prepare the airplane for maintenance. A. Make sure that all switches are in the OFF/NORM position. B. Disconnect electrical power from the airplane. (1) Disconnect the airplane battery. (2) Disconnect external electrical power. C. Attach maintenance warning tags to the battery and external power receptacle that have "DO NOT CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS" writtenonthem. 2. Send the transponders to Cessna for an upgrade. A. Remove transponder 1. (Refer to the Model 525B Maintenance Manual, Chapter 34, Collins TDR-94/D Dual Transponder System - Maintenance Practices.) B. 4 C. Send the transponders to Cessna for an upgrade. NOTE: Operators: The existing TDR-94 transponders may be modified. Contact Cessna Citation CPD Avionics Team to schedule modification at (International) or telefax or to: This will require advance notification. The avionics team will schedule the units and arrange for their return. Allow five to seven days for modification. This service bulletin may not be signed off as completed unless the units are scheduled through Cessna Citation CPD Avionics Team. Install the upgraded transponders in the airplane. (Refer to the Model 525B Maintenance Manual, Chapter 34, Collins TDR-94/D Dual Transponder System - Maintenance Practices.) 3. (Airplanes that will upgrade to enhanced surveillance with diversity transponders) Install the diversity antennas. (Refer to Cessna Engineering Drawing ): A. Remove the overhead panel as follows: (1) Deploy the passenger oxygen masks from the overhead panel. (Refer to the Cessna Model 525B Maintenance Manual, Chapter 35, Passenger Oxygen System - Maintenance Practices.) (2) Remove and keep the screws that attach the overhead panel to the airframe that are located in the oxygen boxes. (3) Disconnect the oxygen line from the overhead panel. (4) Cover each end of the lines that you disconnected. (5) Remove the overhead panel from the airplane. B. Find the location for two 0.75 inch diameter holes at FS and put marks there. C. Cut two 0.75 inch diameter holes in the fuselage skin at FS where you made the marks. D. Put the Doublers into position on the fuselage skin and and put marks at the hole locations for 36 rivets in each doubler. E. Remove six fasteners from each side of the 0 Stringer Skin Splice. F. Match drill six Number 30 (0.128 inch diameter) holes in each Doubler. G. Drill 24 Number 30 (0.128 inch diameter) holes in each Doubler. H. Install the Doublers with temporary sheetmetal fasteners. I. Cut one 0.75 inch diameter hole in each Doubler to match the 0.75 inch diameter holeinthefuselageskin. J. Drill eight inch diameter holes through the fuselage skin and Doublers for the NAS1473A3 Nutplates. K. Drill 16 Number 40 (0.098 inch diameter) holes through the fuselage skin and Doublers for the NAS1473A3 Nutplates. Page 4

5 L. Remove the Doublers. M. Deburr the cut and drilled holes in the Doublers and the fuselage skin. N. Countersink the Number 30 (0.128 inch diameter) holes in the fuselage skin to 100 x inch diameter. O. Countersink the Number 40 (0.098 inch diameter) holes in the fuselage skin to 100 x inch diameter. P. Use color chemical film treatment and corrosion resistant primer to protect all bare aluminum. (Refer to the Structural Repair Manual, Chapter 51, Protective Treatment Of Metal.) Q. Apply a fay seal to the Doublers with Type I, Class B-½ sealant. (Refer to the Model 525B Maintenance Manual, Chapter 20, Fuel, Weather, Pressure and High-Temperature Sealing - Maintenance Practices.) R. Install each of the Doublers with 24 CM3827AD4-4 Rivets, six CM3827AD4-4-5 Rivets, and six CM3827AD4-5 Rivets. S. Install eight NAS1473A3 Nutplates with 16 MS20426AD3-4 Rivets. T. Install two DMNI Antennas with eight MS24694C53 Screws. U. Make sure that there is a Type I electrical bond between the MS24694C49 Screws and the airframe. (Refer to the Model 525B Maintenance Manual, Chapter 20, Electrical Bonding - Maintenance Practices.) V. Use color chemical film treatment and corrosion resistant primer to protect all bare aluminum. (Refer to the Cessna Model 525B Structural Repair Manual, Chapter 51, Protective Treatment Of Metal.) W. Apply a fillet seal around the base of the antennas with Type I, Class B-½ sealant. (Refer to the Cessna Model 525B Maintenance Manual, Chapter 20, Fuel, Weather, Pressure and High-Temperature Sealing - Maintenance Practices.) X. Apply a fillet seal around the S Nutplates with Type I, Class B-½ sealant. (Refer to the Cessna Model 525B Maintenance Manual, Chapter 20, Fuel, Weather, Pressure and High-Temperature Sealing - Maintenance Practices.) Y. Apply RTV 102 to the heads of the MS24694C53 Screws. (Refer to the Cessna Model 525B Maintenance Manual, Chapter 20, Fuel, Weather, Pressure and High-Temperature Sealing - Maintenance Practices.) Z. Connect the coax to the antenna. 4. Make changes to the Configuration Strapping Unit (CSU): A. (Refer to Figure 2 Detail A.) Locate the two CSU modules and remove. B. Make the necessary changes to the CSU modules. (Refer to Cessna Engineering Drawing ) C. Install the CSU Modules. 5. Do a check of the enhanced surveillance transponders. A. Connect external power to the airplane. B. Move the BATT switch to the ON position. C. Move the AVIONICS switch to the ON position. D. Turn on the radio tuning units (RTU). E. Simulate airborne conditions (squat switches). F. Set the ATC code to 0600 for transponder 1 at the RTU. Page 5

6 G. Determine the airplane's true track angle. (1) Determine the magnetic variation of the test location. NOTE: Magnetic variation can be obtained from a current sectional aeronautical charts. (2) Determine the pilot's IAPS heading. (3) Calculate and record the true track angle. NOTE: If the magnetic variation is east add the variation value. If the magnetic variation is west, subtract the variation value. (a) IAPS heading + magnetic variation, if east. (b) IAPS heading - magnetic variation, if west. H. Turn on the ATC-601 test-set. I. Press the RUN/STOP button on the ATC-601 test-set to run the self-test. J. Measure and record the height, from the floor, and distance each lower transponder antenna is from the ATC-601 test set. K. Select an antenna to interrogate. (1) Press the SETUP button. (2) Press the SELECT button until UUT ANTENNA: RANGE is displayed. (3) Use the SLEW button to select a range that was previously recorded. (4) Press the SELECT button until UUT ANTENNA: HEIGHT is displayed. (5) Use the SLEW button to select a height that was previously recorded. L. Select the TRACK AND TURN REPORT page on the ATC-601. M. Press the RUN button on the ATC-601 to start the transponder interrogation. N. Make sure that the true track angle that the ATC-601 TRACK AND TURN REPORT displays and the airplane's true track angle are the same value + 1 or - 1. O. Go to the HEADING AND SPEED REPORT page on the ATC-601. P. Press the RUN button on the ATC-601 to start the transponder interrogation. Q. Make sure that the magnetic heading that the ATC-601 HEADING AND SPEED REPORT displays and the pilot's IAPS heading are the same value + 1 or - 1. R. Set the ATC code to 0600 for transponder 2. S. Select the TRACK AND TURN REPORT page on the ATC-601. T. Press the RUN button on the ATC-601 to start the transponder interrogation. U. Make sure that the true track angle that the ATC-601 TRACK AND TURN REPORT displays and the airplane's true track angle are the same value + 1 or - 1. V. Go to the HEADING AND SPEED REPORT page on the ATC-601. W. Press the RUN button on the ATC-601 to start the transponder interrogation. X. Make sure that the magnetic heading that the ATC-601 HEADING AND SPEED REPORT displays and the pilot's IAPS heading are the same value + 1 or - 1. Y. Press the SELECT button until SELECTED= is displayed. Z. Use the SLEW button to select BOTTOM. AA. Do the test again for the top transponder antennas. Page 6

7 AB. Move the AVIONICS switch to the OFF position. AC. Move the BATT switch to the OFF position. AD. Remove external power from the airplane. 6. (Airplanes that installed diversity antennas.) Pressurize the airplane to check for leaks around the diversity antennas and forward and aft pressure bulkhead connectors, if installed. (Refer to the Maintenance Manual, Chapter 21, Pressurization Control - Adjustment/Test.) 7. (Airplanes that installed diversity antennas.) Install the overhead panel. A. Lift the overhead panel into position and put the lanyards on the hooks. B. Connect the oxygen line to the overhead panel. (1) Do a leak check of the oxygen system. ( Refer to the Cessna Model 525B Maintenance Manual, Chapter 35, Oxygen System - Maintenance Practices.) C. Install the overhead panel with the kept screws. D. Install the passenger oxygen masks from the overhead panel. (Refer to the Maintenance Manual, Chapter 35, Passenger Oxygen System - Maintenance Practices.) 8. Make sure that Supplement 18 original issue, or later is inserted into the FAA Approved Airplane Flight Manual. 9. Record that this service bulletin has been completed. A. Complete a Maintenance Transaction Report. B. Put a copy of the completed Maintenance Transaction Report in the airplane logbook. C. Send a copy of the completed Maintenance Transaction Report to: CESCOM, PO Box 7706, Wichita, KS Page 7
