1 TITLE NAVIGATION - ENHANCED SURVEILLANCE TRANSPONDER STRAPPING MODIFICATION EFFECTIVITY MODEL SERIAL NUMBERS 525B (CJ3) thru -0056, thru -0262, and thru equipped with TCAS I NOTE: This service bulletin does not apply to airplanes equipped with TCAS II. TCAS II equipped airplanes respond correctly when interrogated by ground stations. REASON Some ATC ground stations use the CA field (transponder capability) to determine if the transponder is capable of Elementary or Enhanced Surveillance. On airplanes equipped with TCAS I the TDR-94/94D transponders will respond to the interrogation with a zero in the CA field. The zero in the CA field will not allow the ground station to further interrogate the transponder for Elementary or Enhanced Surveillance data, making the airplane appear to be incapable of transmitting Elementary or Enhanced Surveillance data. DESCRIPTION This service bulletin provides parts and instructions to add a ground to one of the pins on the TDR-94/94D transponders that will allow a proper response from the transponders when interrogated. COMPLIANCE DISCRETIONARY. This service bulletin can be accomplished at the discretion of the owner. A service bulletin published by Cessna Aircraft Company may be recorded as completed in an aircraft log only when the following requirements are satisfied: 1) The mechanic must complete all of the instructions in the service bulletin, including the intent therein. 2) The mechanic must correctly use and install all applicable parts supplied with the service bulletin kit. Only with written authorization from Cessna Aircraft Company can substitute parts or rebuilt parts be used to replace new parts. 3) The mechanic or airplane owner must use the technical data in the service bulletin only as approved and published. 4) The mechanic or airplane owner must apply the information in the service bulletin only to aircraft serial numbers identified in the Effectivity section of the bulletin. 5) The mechanic or airplane owner must use maintenance practices that are identified as acceptable standard practices in the aviation industry and governmental regulations. No individual or corporate organization other than Cessna Aircraft Company is authorized to make or apply any changes to a Cessna-issued service bulletin, service letter, or flight manual supplement without prior written consent from Cessna Aircraft Company. FLIGHT CREW OPERATIONS No Changes TOOLING The following tool is required for the accomplishment of this service bulletin. ACCOMPLISHMENT INSTRUCTIONS 1. Prepare the airplane for maintenance. A. Make sure that the airplane is electrically grounded. B. Make sure that all switches are in the OFF/NORM position. C. Disconnect electrical power from the airplane. (1) Disconnect the airplane battery. (2) Disconnect external electrical power. D. Attach maintenance warning tags to the battery and external power receptacle that have "DO NOT CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS" writtenonthem. 2. Remove access panel 321CB. (Refer to the Model 525B Maintenance Manual, Chapter 6, Access Plates and Panels Identification - Description and Operation.) 3. (Refer to Figure 1.) Modify the wiring. A. Install the wiring as shown using the electrical wire provided and four M39029/ Pins. (Refer to the Model 525B Wiring Diagram Manual, Chapter 20, Electrical Connectors - Maintenance Practices.) 4. Remove the maintenance warning tags and connect the airplane battery. Page 2 May 1, 2013

3 5. Do an operational test of the transponder. A. Place the BATT and AVIONIC POWER switches in the OFF position. B. Connect a GPU (adjusted to / VDC) to the airplane and turn it on. C. Engage (close) both avionics and electrical circuit breakers. D. Place both RTU power switches to ON by rotating the dimming knob clockwise. E. Place the BATT switch in the BATT position. F. Place the AVIONIC POWER switch to the ON position. G. Do an RTU ATC self test. (1) Set the right and left landing gear squat switch simulators to GND-ON-GND. (2) Tune the ATC-1 to a transponder code of CAUTION: Do not allow the transponder to radiate on codes Military Intercept Code, Hijack Code, VHF Com Receiver Failure Code, or Emergency Code. (3) Go to the Top Level Page shown on RTU 1. (a) Press LSK 3L three times. (b) Make sure that ATC 1 CONFIG page is shown. (4) Press LSK 3R (TEST) to start the self-test. (a) The word TEST will be shown in a larger font. (5) Make sure that after the self-test is complete that XPDNR FAIL is not displayed on the RTU. NOTE: The word TEST will be shown in smaller font when the test is complete. (6) Select ATC 2 and do Step and Step 5(G)5 again. H. Do the IFR-6000 Flat Plane Antenna pickup setup and test. (1) Set the right and left Landing Gear Squat Switch Simulators to GND IN AIR. (2) Setup the IFR-6000 Test Set for the bottom antenna using the operator s manual for antenna setup. I. Do a power test (Flat Plane Setup). (1) Tune ATC-1 to a Transponder Code of May 1, 2013 Page 3

4 CAUTION: Do not allow the transponder to radiate on codes Military Intercept Code, Hijack Code, VHF Com Receiver Failure Code, or Emergency Code. (2) Select the ON mode for ATC1 (ON will turn cyan in color when selected). (3) Make sure the ANT Range and ANT Height fields are correctly set up on the XPDR Setup Screen on the IFR-6000, and the flat plane antenna is held at the correct distance. (a) Select the POWER/FREQ test on the test screen of the test set. as shown. (4) Press the RUN TEST soft key to start the test. (5) Press the STOP TEST soft key to stop the test. (a) (b) The power test screen will show the result. Use the General Setup screen to set display to dbm. 1 The acceptable level for the effective radiated power (ERP) is from 48.5dbm to 57.0dbm and the minimum trigger level (MTL) is -74dbm+/- 3dbm. If the EPR reads out in watts. J. Do a Transponder Auto Test (Flat Plane Pickup). (1) Go to the ATC 1 CONFIG page. (2) Enter in an eight digit alpha/numeric flight ID using RTU 1. (3) Go to the XPDR-AUTO TEST Screen and select MODE S CLASS B on the IFR Page 4 May 1, 2013

5 (4) Hold the flat plane antenna at the range entered in the SETUP-XPDR screen and push the RUN TEST soft key. NOTE: PRESS THE STOP TEST SOFT KEY AT ANY TIME TO STOP THE TEST (NON-RESUMABLE). (OTHERWISE, AUTO TEST RUNS UNTIL ALL TESTS ARE COMPLETE). (a) TEST RUNNING will be shown at the top of the screen. NOTE: Press the Stop Test soft key at any time to stop the test. (5) If the auto test passes, PASS will show be shown at the top of the screen. Proceed to 5(J)7. (6) After running the auto test and FAIL is displayed for one or more of the tests, run through individual test that failed. (7) Make sure that the FLT ID is per what Flight ID was entered in 5(J)2. (8) Make sure that the CA field does not report a Install access panel 321CB. (Refer to the Model 525B Maintenance Manual, Chapter 6, Access Plates and Panels Identification - Description and Operation.) 7. Record that this service bulletin has been completed. A. Complete a Maintenance Transaction Report. B. Put a copy of the completed Maintenance Transaction Report in the airplane logbook. C.
