1 C A B O O L T U R E A E R O C L U B A I R W A V E S Summer 2018 N E W S L E T T E R ANNUAL GENERAL MEETING 2 DECEMBER 2018 Preparations have commenced for our upcoming AGM to be held at 1100hours on Sunday 2 December 2018 in our Clubhouse at Caboolture Airfield. All members are invited to attend. Business at this stage includes election of President, Treasurer, and four Committee Members. Annual accounts to be presented to members are currently subject to audit. The committee is currently in the process of sending out notices of the meeting to all members. Please note the information set out for you, particularly dates by which submissions and nominations must be received by the Secretary. Our traditional Xmas function will follow the AGM. We engage an external caterer for this function, so responding your intention to attend is essential. Only those members and guests who have returned the RSVP will be served. OPERATIONAL NOTICES When each of us joins this club, or when renewing membership, we state that we have read and understand our Caboolture Airfield Operations Manual. It is a condition of membership that we conduct our operations strictly in accordance with the OPS Manual. When we all operate in that manner, we are safe and predictable. Conduct of certain pilots of late has necessitated this reminder of your obligation as members and pilots using Caboolture Airfield. 1. Noise Abatement Procedures. We have already published our Fly Neighbourly charts three times this year, yet we continue to have residents near the airfield, particularly on Cockatoo Court to the north of the airfield complaining about loud low-flying aircraft. Please consider the local residents when flying around our locality. Para 7.0 refers. 2. Intersection Departures. Para 9.4 states that all takeoffs should begin at the takeoff threshold and initial climb should be at best angle of climb speed (Vx) to minimise the noise footprint. 3. Use of Runway 24. Para 9.4 also details procedure for use of RWY24. Simply, it should only be used for takeoff when prevailing winds on other runways will permit takeoff from RWY24 ONLY. If you must use RWY24, then you must turn left as soon as reaching 500ft AGL, or reaching the Bruce Highway. This path will avoid the Caboolture Hospital precinct, an adjacent school, and the residential area immediately west of the airfield. The threshold of RWY 24 was moved 350 metres to the east to permit continued use of RWY 24 under specific weather conditions. A RWY 24 takeoff must be planned using the 850 metre distance to the upwind threshold. The 600 metre overrun must not be taken into account for takeoff performance.
2 A I R W A V E S Page 2 OPERATIONAL NOTICES (continued) 4. Use of Runway 06. Compliance with Runway End Safety Zone planning requirements has resulted in a displaced threshold on RWY 06. For takeoff on RWY 06, the undershoot (to the Highway) may be used for performance calculations, but landings must not occur short of the threshold. That displaced threshold is clearly marked. 5. Use of Taxiways. Para 15.2 clearly states aircraft shall taxi on taxiways and not on runways. 6. Time of Operation. Our agreement with Council states that aircraft may depart or arrive from first light, and that circuits cannot be flown before 0700 hrs local. Operations after last light and before first light are not permitted unless in the case of a declared emergency. 7. Preferred Runway. As a non-towered airfield, there is no such thing as a duty runway. CASA CAAP (3) states that landings and takeoffs should be made on the runway most closely aligned with the prevailing wind. There is training at YCAB, so there is always a possibility of an aircraft executing cross-wind landings or takeoffs, or high-performance aircraft using a preferred runway. Given that the thresholds or approaches to different runways are not visible from one another at YCAB, a radio call should be made to ascertain that there is no conflict with other traffic (using another runway). Communication and good manners will remove the issues with blind spots and use of multiple runways. AVGAS SALES FOR NON-AVIATION USES We often receive enquiries regarding the purchase of AVGAS for Racing Cars or Bikes. While it is legal for these vehicles to use 100LL, the sale and use of this fuel is limited to those who are approved to do so. Neither the Aero Club nor our fuel supplier holds the appropriate approval to sell 100LL for non-aviation purposes. This makes it illegal to purchase AVGAS from the bowser for non-aviation purposes. IWe have also been advised that it is illegal to dispense AVGAS from the browser into drums including for aviation purposes. To avoid risking the supply of AVGAS at the aerodrome, we should discourage the illegal purchase of fuel and should definitely not be allowing access to the bowser for non-aviation related fuel purchases. Should any of you be asked if someone is able to purchase AVGAS for motor racing, you should advise them that we can t do so. They can however purchase 100LL racing fuel from an approved supplier. 3 A I R W A V E S Page 3 WHAT S NEW FROM CASA? ADS-B Standards. Since February 2017, aircraft operating under instrument flight rules had to be fitted with ADS-B avionics. CASA was proposing standards and a timeframe for ADS-B fitment in VFR aircraft, but consultation with the industry revealed the voluntary fitment of ADS-B was not popular. CASA is now proposing that voluntary fitment will remain the norm. To reduce purchase and installation costs, CASA is also proposing that installation of ADS-B equipment in smaller typecertificated aircraft would be classified as a minor modification, and that would not require an engineering approval. Meanwhile, for non-certificated aircraft including amateur built and sports aviation aircraft, owners and operators would be able to install ADS-B avionics that are compliant with a relevant ADS-B technical standard, but not necessarily being authorized under that standard. CASA has stated that the proposed rules were ä sensible and practical solution for the visual flight rules community to ensure technology that makes the skies safer is available and more affordable. DRAFT NEW VFR MINIMUM FUEL REQUIREMENTS These mandatory rules come into force on 8 November CASA has reviewed flight planning requirements, and is acknowledging industry views and standards for fuel requirements. They have proposed an amendment to the Visual Flight Rules Guide that imposes a reduced fixed fuel reserve of 30 minutes on all VFR flights. The new CAAP has included a sample fuel calculation to assist pilots with the new planning requirements. For those of us who flash around the local patch on weekends, the prime requirement is that we must carry a minimum of 30 minutes reserve fuel for every flight. COMMUNICATIONS IN CLASS G AIRSPACE CASA has published the results of consultation on radio frequency use in Class G airspace. Each of us had the opportunity to contribute to that consultation process. Feedback confirmed a preference to allow MHz use in the circuit at uncharted airfields. After considering the plethora of complaints and recommendations (it s par for the course), CASA believes the safest and simplest system is the one we have been using for years. They have concluded that for such communications, ïn the vicinity of an airfield is within 10nm, and at a height where your operations could interfere with other traffic. There are plans to amend and consolidate radio procedures guidance in AIP and CAAP

5 FLY NEIGHBOURLY PLEASE RESPECT THE RIGHTS OF RESIDENTS WHO RESIDE IN THE SHADED LOCATIONS DEPICTED ABOVE. Some of them have a passion for making noise complaints that are noted by Council and QLD government. NEVER FLY OVER THE CABOOLTURE HOSPITAL If you are unable to avoid the hospital, maybe you should be riding a bicycle and not flying an aircraft! 15 The speed limit for airside vehicles is 15 Kph. Those that flaunt the speed limit may find their airside privileges revoked.
