1 LETTER OF AGREEMENT (LOA) East Hampton Airport (revision 1) EFFECTIVE: July 16, 2012 SUBJECT: VISUAL FLIGHT RULES (VFR)/SPECIAL VFR (SVFR) HELICOPTER OPERATIONS TO/FROM EAST HAMPTON AIRPORT 1) PURPOSE: This agreement establishes procedures, conditions, and responsibilities governing the operation and control of VFR/SVFR helicopter operations to/from East Hampton Airport (KHTO). 2) SCOPE: The routes and procedures herein are designed to provide the required separation minima between Instrument Flight Rules (IFR) aircraft and Visual Flight Rules/Special Visual Flight Rules (VFR/SVFR) operating simultaneously in the East Hampton Airport (KHTO) Class D airspace. 3) GENERAL. Nothing in this Letter of Agreement (LOA) shall be construed to relieve aircraft from complying with applicable federal, state, or airport regulations. Each party retains the right to cancel this letter of agreement verbally, telephonically, or in writing. 4) REVISIONS. All signatories on this LOA will be sent a new revision for any changes. The revision will be ed to the address on the signatory letter. It is imperative that the POC information be current with the Tower Manager. It is the signatory s responsibility to train their aircrews of the changes upon receipt of the revision. Current revisions will also be on the ERHC s website at erhc.org. 5) PROCEDURES: a. GENERAL. i. The signatory operators are required to have the capability of establishing and maintaining two way radio communications with Air Traffic Control (ATC) while on the ground. ii. Pilots shall obtain the Aviation Weather Observing System (AWOS) broadcast, in order to determine weather conditions and airport traffic flow, prior to requesting ATC clearance to enter/depart the East Hampton Airport Class D airspace. iii. Pilots shall obtain ATC clearance prior to entering/departing the East Hampton Airport Class D airspace via specified routes according to runway configuration and traffic flow. Deviation from assigned routing is not authorized without approval from ATC. iv. Separation from IFR traffic is predicated upon strict adherence to routes and reporting points. The procedures contained in this agreement are mandatory. Any deviation requires prior ATC approval.
2 b. VFR. c. SVFR. v. Multiple aircraft that can maintain visual separation with each other may operate SVFR with ATC clearance if they are arriving or departing KHTO from designated checkpoints and are traveling in the same direction. No clearance will be given for multiple aircraft that are on converging courses. i. HTO shall issue clearances, via routes described in Attachment A, and based on direction of traffic flow at the airport. A clearance limit may be airport or a specific location to enter/exit the East Hampton Class D airspace. Attachment A is the published noise abatement routes from the East Hampton Airport Manager. Those Noise Abatement procedures are attached and should be followed. ii. Clearances to enter or exit the Class D airspace shall be issued via entry/exit points along with specified routing to be flown at or below an altitude. i. Pilots shall adhere to those procedures set forth in paragraph 4a and 4b. ii. Pilots shall identify that they are signatory to this letter by requesting a "Plum" clearance. iii. Checkpoints for your initial request into the Class D are PECON at N, W for entry off the north shore and MECOX at N, W for entry from the south shore. CAUTION Pilots must use caution for other aircraft holding for clearance in the same area. iv. HTO shall issue clearances, via entry points described in Attachment B, and based on direction of traffic flow at the airport. A clearance limit may be airport or a specific location to enter/exit the East Hampton Class D airspace. v. Helicopter operators that intend to operate in accordance with this LOA, during Instrument Flight Rule Conditions (IFR), are required to be signatory to this letter. vi. SVFR helicopters shall maintain visual separation in reference to the surface, airport traffic patterns, reporting points, in order to achieve separation with other SVFR aircraft and IFR aircraft. vii. Reduced SVFR helicopter separation shall be afforded only to those signatory to this letter. viii. Training flights are not authorized.
3 6) RESPONSIBILITIES: a. The PECON and GEORGICA Routes, defined in Attachment IA, do not provide obstacle clearance protection. Pilots are responsible for seeing and avoiding terrain and obstacles. b. The signatory operators of this agreement are responsible for ensuring that all pilots under their jurisdiction are thoroughly familiar with the content of this LOA. c. Signatory operators shall revalidate their need to continue operations under this agreement annually. d. The signatory operators of this agreement should be conscious of noise abatement techniques while operating SVFR. e. Wake turbulence considerations will be the responsibility of the flight crews when operating within the Class D airspace. 7 Town of East Hampton Airport 200 Daniel s Hole Road Wainscott, NY July 2012 Noise Abatement The following Helicopter Noise Abatement Routes have been developed in collaboration with the Eastern Region Helicopter Council and are strongly recommended for helicopter operations at KHTO. ARRIVALS November Route: Arrivals from the west proceed to the base of JESSUP S NECK** (N W ), continue to CLAY PIT (N W ), and then to LONG POND** (N W ), then to the airport. Request and maintain an altitude of at or above 2500 feet MSL until LONG POND. ** denotes required reporting points Sierra Route: Arrivals from the Southwest fly along the south shore to GEORGICA (N W ) at or above 2000 feet MSL. Proceed over Georgica Pond to the airport above the traffic pattern, descending north of the airport for landing. HTO fixed wing traffic pattern attitudes are 1000 ft. MSL for light single and twin aircraft, and 1500 ft. MSL for Jets. DEPARTURES November Route: Gain as much altitude as possible within the airport boundary. Depart westbound over the power lines to LONG POND** (N W ). Continue to CLAY PIT (N W ). Continue to base of JESSUP S NECK** (N W ), climbing to at or above 2500 feet MSL as soon as possible, preferably by Long Pond if performance allows. ** denotes required reporting points Sierra Route: Depart South by climbing above the traffic pattern to 2,000 feet north of the airport and then proceed over Georgica Pond to the south shore.
8 PLEASE NOTE: Pathways depicted on the map are for illustration only and may not conform precisely to coordinates. Aircraft on these routes should be looking for opposite traffic and if possible vary their altitudes as much as possible. Tower Operations The East Hampton Airport Seasonal Control Tower is now open until October 31 st. Hours of operation are 0700L to 2300L. Tower frequency is and Ground Control/Clearance Delivery is After hours and after October 31 st, will become CTAF for position reporting. Pilot controlled lighting will now be on between 2300L and 0700L. Local AWOS can be accessed on between 2300L and 0700L. Runway lighting and runway, wind, and altimeter information during normal operating hours are the responsibility of the Air Traffic Control Tower. Ramp Operations Unless otherwise directed by ATC, all helicopter arrivals will be made to the numbers of RWY 16, after landing taxi on to the ramp by the RWY 22 numbers and then taxi to parking. Departing helicopters will taxi to the F Foxtrot taxiway abeam RWY 16 and depart from that intersection. Approaches and departures to and from the Terminal Ramp area are prohibited. No part of a helicopter, including rotor tips, is to come closer than 100 feet to the Terminal building. Parking spot 1 in front of the Terminal Building is reserved for fixed wing aircraft only. Operating rotors for an extended period of time on the ramp is discouraged. More than five (5) minutes is considered excessive. Your cooperation with this limit is for noise and environmental considerations. Passengers who demand rotors turning when they arrive should be informed of this limit. If it is necessary to operate engines and/or rotors for extended periods of time, please move to one of the transient helicopter pads or as far from the Terminal Building as possible.
9 Other Considerations Helicopter operations are the most serious environmental challenges we have at HTO. Anything you can do to mitigate the environmental impact of your operations will be greatly appreciated by this office and the surrounding communities. Noise complaints increase dramatically during periods of inclement weather because of aircraft flying below a broken or overcast layer. While such operations are strongly discouraged (and may violate FAR 91.13), adherence to suggested routes is even more important. The area surrounding HTO has substantial air traffic during the summer months some of which may have neither a radio nor transponder. Adherence to the suggested routes reduces the potential for conflicts but does not eliminate it. Frequent announcements of position, altitude and intended route are strongly encouraged. See and avoid is paramount, all available aircraft lights should be illuminated day or night. Coordination with or monitoring of New York approach frequency is recommended to help avoid IFR traffic that may otherwise appear suddenly from IMC conditions. Operators are reminded that merely because an operation may be legal does not necessarily make it safe. Sincerely, James L. Brundige Airport Manager
