5 Resort Cities Construction and Development Three new resort cities are envisioned, namely, Lake Turkana, Isiolo, and Lamu. These areas have a number of unique tourist attraction sites, rich historical culture and are highly unexploited. Lake Turkana, Isiolo and Lamu resort cities have an EIRR of 20.8%, 12.8% and 17.1% respectively. They will be developed and operated by collaboration between public and private Sectors. The type of PPP is supposed to be land lease type, where lease charge is to be paid annually by the lessee (private resort operator) to the lesser (resort estate owner). 6 Lake View Resort City in Kisumu Construction and Development Kenya Railways Corporation, as part of its mandate to expand its assets, has developed a strategy to create exciting and innovative property developments. One of the key developments is the Lake View Resort City. The proposed Lake View Resort City will be located on the Kenya Railways land which measures 20 acres in Kisumu City on the shores of Lake Victoria. It will be situated between Jomo Kenyatta Highway, Bank Street, the railway station and the State Lodge. The project will involve the development of the following facilities: 5* hotel 400 rooms Two 3* hotels 300 rooms each Conference facilities for over 2000 people Office park 10 commercial buildings Car park for up to 2000 cars Entertainment and recreation areas Shopping Mall Business Process Outsourcing (BPO) Park The proposal is for a joint venture partner to assist with the development of the resort. 8 Olkaria VI (140MW) Energy Olkaria Field is endowed with geothermal energy for the provision of steam and power. KenGen has been exploring the field and currently, the exploited capacity amounts to 487MW of power. 10 Liquified Natural Gas (LNG) Storage and Regasification Facility with Associated Power Generation Energy This project comprises of two components. One component involves the establishment of a jetty, storage and the re-gasification facilities. 11 Mombasa Petroleum Trading Hub Energy INFRASTRUCTURE; TRANSPORT, ENERGY, ICT, MINING AND WATER The Mombasa Petroleum Trading hub shall be a modern petroleum terminal comprising: Two offshore petroleum jetties (single buoy moorings) with one dedicated to loading/offloading of crude oil and black fuels and the other to refined products The jetties will allow discharge by crude carriers of up to VLCC capacity and product carriers of up to 120,000 DWT A modern Greenfield petroleum tank farm with a design capacity of 800,000MT to be developed in phases from an initial minimum capacity of 300,000MT The objective shall be to address the present constraints faced at the port of Mombasa but also to set up the infrastructure necessary to position the Kenyan coast as a petroleum trading hub to serve Eastern Africa, the East coast of Africa and ultimately serve as an important supply point for cargoes destined for South East Asia. 12 Magwagwa Multipurpose Dam Energy The Magwagwa Multipurpose Dam Project comprises the construction of a 95 m high and 450 m long concrete faced rock fill dam with a design total output of 120MW and an annual energy production of 510GWh/y. It also comprises a reservoir with a maximum capacity of 445*10,000,000 cubic meters expected to supply water to 19 service centres starting with Magwagwa town, whilst also providing water for irrigation and fisheries. 13 Arror Multipurpose Dam Energy The development is proposed to generate 60MW of hydropower using the waters of the Arror River, as well as irrigating 2500 ha for crop production whilst conserving, rehabilitating and protecting the environment along the Arror. 16 Highways (Lapsset- Lamu Port South Sudan-Ethiopia Transport Corridor) Road Transport The planned highway runs from the port of Lamu through Garissalsiolo (530km), Turkana, Nakadok to South Sudan and a link from lsiolo to Marsabit, Moyale and Ethiopia. This road network is expected to position the country as a transport and logistics hub of unparalleled means in the region. The road network will provide critical infrastructure necessary to provide services and grow trade in the areas it traverses. Secondly, the road network is expected to ease market access and open the areas for expanded economic activities. 17 Second Nyali Bridge Road Transport This project will involve the construction of a Greenfield bridge, connecting the Island City of Mombasa to the Northern mainland region of Nyali, as well as the subsequent operation and maintenance of the project on a 30-year contract under a design, build, finance and operate (DBFO) model. The 3,000 km phase one of the programme adopts a Finance-Design-Build-Maintain-Transfer PPP scheme. 20 Lamu Port (Lapsset- Lamu Port South Sudan-Ethiopia Transport Corridor) Maritime Port This is a regional project involving Kenya, Ethiopia, Uganda and Southern Sudan. The port constitutes a total of 32 berths. The government will construct the first three berths and engage the private Sector to build the remaining 29 berths on the PPP framework. The construction of these airports is also aimed to give the country s transport Sector great impetus by creating efficiency in the transport and logistics Sector.
