Smart Scale (formerly HB2) Overview Round 1 completed with the adoption of the Six-Year Improvement Program in June; overall, 19 projects awarded over $500M in Smart Scale funds in NOVA. Preparation for Round 2 of Smart Scale underway; applications to be accepted starting August 1, 2016 and continuing through September 30, 2016. Scoring process will again consider factors of congestion mitigation, economic development, accessibility, safety, environmental quality and land use. Congestion mitigation remains the highest weighted factor in NOVA (45%). To be eligible for funding, all projects must meet a need identified in VTrans 2040 for a corridor of statewide significance, regional network, urban development area, and/or a safety need. In July, the CTB considered minor changes to measures, policy documents, application and administrative processes based on lessons learned in Round 1. Online application tool has been expanded to include other funding programs, including Revenue Sharing Program, Transportation Alternatives Program, Highway Safety Improvement Program and Bicycle-Pedestrian Safety Program.
TRANSFORM 66 Outside the Beltway Three regular lanes in each direction. Two express lanes in each direction. High-frequency bus service with predictable travel times. Direct access between the express lanes and new or expanded commuter lots. Improvements to Rte 28 interchange. June 2016 FONSI issued by FHWA. 2017 Start of construction if funded. Inside the Beltway Move more people. Enhance connectivity. Improve transit service. Reduce roadway congestion. Increase travel options. 2017 - HOV and EZ Pass changes. 2018 Start of construction of 3 rd eastbound lane.
Projects in Design Route 7 Interchange at Battlefield Pkwy Preliminary engineering underway to replace at-grade intersection with an interchange. Total project cost - $58 million, $33 million funded to date. Winter 2018 Design Public Hearing. Spring 2018 Design-Build RFP if funded. Route 7 Widening Reconstruction and widening from four to six lanes for 6.8 mi. from Reston Avenue to Jarrett Valley Dr. Total project cost - $234 million, $178 million funded to date. November 2016 Design Public Hearing. 2018 Start of construction if funded.
Projects in Design Northstar Boulevard New road on new alignment. Administered by Loudoun County. Funding postponed to FY18 in order to advance the Rte 7 widening in Fairfax County. Two segments Tall Cedars Pkwy to Rte 50, 0.6 mi., $36M. Rte 50 to Shreveport Drive, 1.6 mi., $64M. Belmont Ridge Road at Dulles Greenway Interim widening from two to four lanes using the existing bridge, 0.4 mi. Total project cost - $7.5 million. 2017 Public Hearing. 2020 Start construction. Tall Cedars Parkway to Rte 50 Rte 50 to Shreveport Drive
Projects Recently Completed Route 50 Widening Reconstruct and widen 3.7 mi. to six lanes from Poland Road to Rte 28. Total project cost - $95 million. Completed December 2015. Gloucester Parkway Extension Completion of 0.8 mi. missing segment from Loudoun County Parkway to Pacific Blvd. Total project cost - $30 million. Completed July 2016.
Projects Recently Completed Route 7 Truck Climbing Lane Construct 2.6 mi. 3 rd westbound lane from Route 9 to West Market Street. Total project cost - $32 million. Completed December 2015. Route 7 Widening Construct 1.2 mi. six lane facility from Rolling Holly Drive to Reston Avenue. Total project cost - $34 million. Completed February 2016.
Projects Recently Completed Route 29 Interchange at Linton Hall Road Grade separation of Route 29, Linton Hall Road and Norfolk Southern Railroad. Total project cost - $230 million. Completed November 2015. Braddock Road / Pleasant Valley Road Roundabout Replacement of four-way stop with a roundabout. Total project cost - $5.8 million. Completed May 2016.
Projects Under Construction Old Ox Road Expansion Reconstruction and widening from two to four lanes from Evergreen Mills Road to the Dulles Greenway, 5.3 miles. Total project cost - $108 million. May 2014 Contract award. September 2015 Begin construction. Summer 2018 Construction complete. I-66 / Route 15 Interchange Reconstruction Construction of a diverging-diamond interchange with intersection improvements at Heathcote Blvd and John Marshall Hwy. Total project cost - $59 million. May 2014 Contract award. September 2015 Begin construction. Fall 2017 Construction complete.
Projects Under Construction Route 28 Spot Improvements Construction of a fourth lane at congested spots along both directions of a 5.7 mi. segment of Route 28 between Route 50 and Sterling Boulevard. Total project cost - $17 million. October 2015 Begin construction. Summer 2017 Construction complete.
Projects Under Construction Belmont Ridge Road Widening 1.9 mi. of four lane median divided roadway from Hay Road to Gloucester Pkwy with overpass at the W&OD Trail. Total Project Cost - $61 million. Route 7 Interchange at Belmont Ridge Road Single Point Urban Diamond Interchange and 0.9 mi. of four lane median divided Belmont Ridge Road to Gloucester Pkwy. Total Project Cost - $80 million. October 2015 Begin construction. Fall 2018 Construction complete.
