INFRASTRUCTURE NEEDS FOR GO EXPANSION Metrolinx is undertaking one of the largest infrastructure projects in North America. Major financial investment has been committed to bring more transit options and new levels of service to Durham Region. There will be temporary community-level disruption to build a region-wide, integrated transit network. 7

SERVICE IMPROVEMENTS 8

CURRENT LAKESHORE EAST GO SERVICES Metrolinx has doubled the service on the Lakeshore East Line in 2013. Metrolinx has also increased frequency of connecting Clarington bus to every 30 minutes. In the past three years, Metrolinx has also: Added nearly 3,000 parking spaces for GO customers in Durham Region (555 in Oshawa, 1,180 in Ajax, and 1,200 in Pickering). Added 171 new weekly GO train trips and 167 new weekly GO bus trips for Durham Region residents. 9

LAKESHORE EAST SERVICE IMPROVEMENTS Our Goal: All-day, 15-minute, two-way between Oshawa GO Station and Union Station, seven days per week. 10

LAKESHORE EAST CORRIDOR: INFRASTRUCTURE BUILD Grade separations (Scarborough Golf Club Road, Morningside Avenue, Galloway Road) Bridge structure upgrades and expansions (Rouge River, Highland Creek, Birchmount Road, Danforth Avenue, Warden Avenue, and Woodbine Avenue) New third track from Guildwood GO to Durham Junction New fourth track from Union Station Rail Corridor to Scarborough Junction Station improvements Track and grading work Signal improvements New East Rail Maintenance Facility Electrification Customer experience improvements 12

BOWMANVILLE: DETAILS OF THE ANNOUNCEMENT Ontario is extending GO Transit's Lakeshore East rail corridor to offer new GO train service from Oshawa to Bowmanville. Extending the GO train network by nearly 20km and building four new stations will give people in Durham more transit options and help drive economic growth and job creation. The new GO rail service is expected to begin in 2024. Expanded rail service will provide Durham Region with more direct connections to the larger GO transit network, helping to reduce congestion in the GTHA and connecting people to jobs. This will also help minimize greenhouse gas pollution by reducing car trips and improve travel times. 19

BOWMANVILLE: WHAT IT TAKES TO BUILD THE EXPANSION Building an extensive amount of new infrastructure, including a new rail bridge over Highway 401, Victoria Street, Champlain Avenue and the proposed Consumers Drive extension, CP rail corridor expansion, three grade separations (two road-to-rail, one rail-to-rail), 14 bridge expansion, nine level crossing modifications, four new GO rail stations, and a new layover facility. The 2024 timeline accommodates all the necessary steps toward implementation, such as consultation, planning and design, procurement and construction. 22

BOWMANVILLE: NEXT STEPS Award consultant services contract in September 2017. Commence work in October 2017. Commence work on the Addendum to the 2011 EA, scheduled for completion fall 2018. Plan, design, procure, and construct required infrastructure and new stations. Finalize the Agreement-in-Principle with CP to provide new rail service to Bowmanville. Work with regional staff on stations and other rail corridor elements that will involve planning and consultations in fall 2017. 23

COMMUNITY ENGAGEMENT 25

HOW WE ARE GOING TO WORK WITH YOU Metrolinx recognizes that with new infrastructure and construction comes impacts to the community that must be worked through with residents and their elected officials. A regional Municipal and Community regional tour is currently underway. We aim to get to every municipal council and provide a comprehensive narrative for residents of each municipality detailing what the RER program looks like locally. Recent meetings with Mayor of Oshawa, UOIT Town and Gown Committee, and Clarington Board of Trade to discuss local service and infrastructure improvements. We are working with municipal partners to schedule local consultations on new stations. We are developing a community charter which will commit Metrolinx to building the regional transportation system in a way that is respectful of the communities it touches. This is in addition to the standard community relations support that we have traditionally provided on the ground on projects like Georgetown South and the Eglinton Crosstown. 26
