S31 Grant determination for a high needs strategic planning fund in 2016-17: DCLG ref 31/2916 Purpose of the fund Local authorities can use this fund to carry out a strategic review of their high needs provision. We ask that local authorities prioritise this review and planning activity, working with schools, colleges and other providers, and with parents and young people. We anticipate that local authorities will use the funding provided to increase their capacity so that their review and planning of special provision is high-quality and collaborative, where appropriate undertaken jointly with neighbouring authorities. Where such review and planning work has already been undertaken along the lines envisaged, this fund can be used to help implement the outcomes of the reviews. Local authorities should publish the outcomes of these reviews in the form of strategic plans to demonstrate transparency and accountability. Further information and guidance on how to carry out this review and planning work, and on implementing the plans, are available in the high needs national funding formula consultation document https://consult.education.gov.uk/funding-policy-unit/high-needsfunding-reform-2 (chapter 4). Fund allocations Total funding of 23 million is available for this programme in 2016-17 with funding to be split between each local authority in England based on their 2-19 population. We are using the same methodology as was used for the allocation of additional high needs funding in 2016-17. The grant will not be ring-fenced. Details of allocations to be made to each local authority are set out in annex A. Payment arrangements Payment will be made in one instalment in January 2017. It is our intention that local authorities should prioritise these reviews, if they have not already started them, and they can carry forward this fund into the 2017-18 financial year.
