1 EMBARGOED UNTIL 00:01 MONDAY 30 APRIL RESEARCH NOTE 12 COUNCILLORS ALLOWANCES In the interests of open and accountable government, and in advance of the local government elections taking place on 3 May, the TaxPayers' Alliance has joined forces with Isitfair ( the campaign for reform of the council tax system, to release details of the allowances claimed by in local authorities across the whole of England. This research note reveals details of total as well as the average allowance per claimed in each local council, fire and police authority in both and. The figures also reveal the best places in England to be a councillor. The overall findings are: Councillors In, in England received a total of 182 million in allowances. This represents an increase of 6 per cent on the 171 million received in. The 19,500 each received 9,300 on average. Police authority members In addition, in, police authority members in England received a total of 7.3 million in allowances. This represents an increase of almost 8 per cent on the 6.7 million received in. The 650 police authority members each received 11,000 on average. Fire authority members Additionally, in, fire authority members in England received a total of 2.3 million in allowances. 3 Some are members of police and fire authorities as well as their local council, which can significantly increase their total allowance. For example, a Birmingham city councillor sitting on the West Midlands police and fire authorities will receive, on average, over 40,000. Comment from the TaxPayers Alliance and Isitfair Corin Taylor, Research Director at the TaxPayers Alliance, said: Families up and down the country are struggling with the demands of above-inflation council tax rises so it s only right that they know how their money is being spent. Before election day on Thursday, people should ask their local candidates if they think that above-inflation rises in allowances are fair and whether they will support further rises if elected." Christine Melsom, Founder of Isitfair, said: The number of and their salaries have increased enormously over the past few years. Some councils admit that there are too many. They have become unaffordable and a drain on the council tax payers pockets. Years ago it was considered a privilege to stand as a not any more, it is just a gravy train with too many passengers. 4 Sources and methodology 1. The figures in this note relate to and other local authority members in England. They are not council employees, but are all elected. A number of them are then appointed (not elected) to the police and fire authorities, from whom they claim additional allowances and expenses. 2. All data, with the exception of the number of for each local authority, has been extracted from the Statement of Accounts for each listed authority or has been provided by authority officials. Data giving the number of in each local authority was provided by the Conservative Party. 3. Many of the accounts from which the numbers were taken do not specify exactly what is included in the stated Members Allowances. In some cases the figures relate only to allowances. In other cases they include expenses, and in a few cases also include employers national insurance contributions, which are also paid for by local taxpayers. It is therefore not unreasonable to assume that the total figures presented in this note are less than the actual cost to the taxpayer. 4. It was not possible to obtain figures for a very small minority of councils. These councils have been omitted from the note. 5.
