1. BACKGROUND As globalization and economic integration of the entire Asia Pacific region progresses, it is necessary to improve the business environment related to trade and investment for the mutual benefit of all countries in the region. To address this, the Training Project for Improving the Business Environment related to Trade and Investment will be assisting Indonesia in improving their industrial structure and business environment by sharing Australia s economic / social system, technologies and know-how, all of which have been a foundation of the economic growth of Australia. The National Committee of Responsible Care Indonesia (KN-RCI) and Centre for Environmental Safety and Risk Assessment University of Indonesia (CESRA-UI), supported by Department of Foreign Affairs and Trade (DFAT) of the Government of Australia, the the Ministry of Industry of Republic Indonesia (MOI) and Ministry of Foreign Affairs and Trade of New Zealand will conduct Seminar and Workshop on Risk Assessment of Chemical Management that contribute to the economic development of the region and address the needs of individual countries. In the chemical field, the economic integration in Asia has been expanding and deepening so that the significance of chemical management has been increased. In this situation, in 2002, all countries have committed to achieve, by 2020, that chemicals are used and produced in ways that lead to the minimization of significant adverse effects on human health and the environment, using transparent science-based risk assessment procedures and risk management. The science-based risk assessment, however, are still in the process of developing in the Asian countries including Indonesia. To enhance capacity to achieve sustainable chemicals management in Indonesia, this workshop & training program was developed. This training program aims to provide comprehensive knowledge accumulated in chemical management in the government and industry. These knowledge are expected to be strategic tools for enhancing chemical management in industries and accordingly to contribute to the development of the economies and quality of life in the region. 2. TRAINING PROGRAM OUTLINE 1) Objectives: The objectives of the Seminar and Workshop are raising awareness of the participants both regulator, industry or private sectors and academic for the chemical risk-assessment on chemical management. 1
2) Target Participants: Participant of this program are those who are engaged in the chemical management in the government, private sector and academic (including research institutes) and the public sector in Indonesia, Australia, New Zealand and other ASEAN countries. 3) Date and Time: The Seminar and Workshop will take place for 2 days on Monday and Tuesday, May 8 and 9, 2012 from 9:00 to 17:00 hours. 4) Contents: The contents of the Seminar and Workshop are as follows: (1) Understand the current situation and international trend of chemical management (Australia, New Zealand, US, EU, and Asia / Japan), (2) Understand the role of Strategic Approach to International Chemical Management (SAICM) to achieve WSSD 2020 Goal. (3) Understand the risk assessment (exposure assessment, hazard assessment, screening, etc.) in Australia, (4) Understand the efforts by Ministry of industry for chemical management (draft chemical law, responsible care, article management, etc.), (5) Understand the methods or techniques for developing and operating database and (6) Understand the issues in Indonesia about risk assessment, and develop action plans for implementation after returning to your country. 5) Language: All lectures / presentations and discussions will be conducted in English or Indonesian languages with translation into English and or Indonesian. In principle, the training program documents and training materials will be prepared in English. 6) Number of Participants: We estimate 60 participants or maximum 80 participants from Indonesia, Australia, New Zealand and other Asian countries both from government or regulators and private sectors or industry, including speakers and moderators. 7) Venue The program will be held at the Jakarta Convention Centre (JCC) Senayan, Jakarta Indonesia 8) Tentative Schedule: 2
