1. PURPOSE OF THIS REPORT The report is a weekly summary of the daily reports submitted by the Aboriginal Monitors that are working on spread two. The social and cultural findings have been tabulated with locations and mitigation measures below. A summary of the construction activities has been summarized for the week of December 11 th to December 16 th, 2017. 2 Matrix Solutions Inc.

Additional Observations and Summary of Activities or Concerns Attended daily safety meetings and discussed daily scopes each morning with the Contractor Liaison Mel Abraham, and/or the Senior Construction Monitor Ashley Swiftwolfe and Dean Pooyak from Enbridge. Weekly activities included spot-checking km 144-146,159,161-166,168,169,170,173-177 and shoofly 88, 89, 93-101,107. This week the monitors headed to shoofly 94 to 100 where the mechanic was seen in the area doing repairs. At shoofly 100 and km 170+025, the mechanic was doing maintenance work near a wetland. Ashley went to speak with the mechanic and notified the environmental officer Al. The mechanic was asked to clean up the mess and some other spills in the area, and he did. At km 159+300, machinery was parked from the previous weekend, they went to see if there were any leaks, nothing was found. Survey was at km 169+200 and medics were at SF 94. On December 12, the day started by travelling to the ROW. Coating crew was coating welds on a hot bend at km 169+455. Coating moved to heavy wall pipe at km 170+300 and then coated towards SF 101. At kick off (SF 89) the jeeper crew were at work from km 144+200 to 144+400 and boring crew was seen at SF 88. The following day, the monitors visited shoofly 95 to 97. Medics were at SF 96. Jeeping crew were at SF 95 (km 162+900 to 166+100) and later they moved to SF 97 towards the highway crossing. Behind the jeeping crew was another crew following behind to fix all pre-jeeps on the mainline. Overall spread 2 isn t very busy, monitors have more time to walk the areas and keep an eye out for anything noteworthy. At SF 89, Don was in the area observing the fuelling of equipment. Mechanic was at work servicing equipment. Boring crew was present at km 144+200 (SF 88). They walked on top piles from km 144+900 to 146+100 and nothing was found. On December 14, the monitors went to shoofly 89 and checked out fuelling truck fuel equipment (km 144+200), kept an eye out for spills. Boring crew was loading pipe and taking tracks out of the ditch. Boring crew was crossing equipment at SF 89. Ashley reiterated the information that Virgil shared about which areas to focus on to find artifacts of significance. He appreciated the advice that Virgil shared, and felt reassured about his role in the monitoring program. There is a focus on keeping the history (past) in mind, monitoring the waters and the lands that we walk upon ( wise words ). Checked out laydown and wash bay by the highway. The monitors went to SF 93 and walked around parked boom to look for leaking fluids, nothing was found (km 159+300). Jeep repair crew was working at km 161+200 and km 165+600 (noted that this crew ensured that coating did not leak unto the ground). Medics were located at SF 95. On December 15, monitored area at km 175+300 to km 176+400. Walked the area to check out if there were any tipi rings or anything that stands out from the past. Ashley suspects that the Cree and the Blackfoot peoples roamed the area by an old creek bend and wetlands. Area mostly covered with snow and they would like to revisit the area in the Spring. Monitored area at SF 107, coating and sandblasting were being done in 5 Matrix Solutions Inc.

Pre-heating truck was at km 177+812. On December 16, the monitors walked the ROW from km174+000 to km173+300. Drove on the ROW from SF 93 to SF101. Jeep repair crew was at km 169+000 and at km 166+600. Medics were stationed at SF 98. The location of these features was documented and photos were collected (see below).
