To: All units Three Rivers District Scoutmasters Cubmasters Senior Patrol Leaders It is my pleasure to extend an invitation to you and your unit to attend our 2013 Camporee. This year it will be held May 17-19 at Barton County Park along the Clackamas River south of Boring. As in previous years, the district s Order of the Arrow chapter planned and developed the theme and program. This packet will contain the necessary materials for you to register, plan for and attend the event. We will be collecting food items again this year for OC Backpack Buddies. See related information later in this packet. The fee this year is $10, and registration must be received prior to May 13 th. Registrations received after May 13 th will charged a $3 late fee per person. Please sign up early. Each registrant will receive a camporee patch on top of the great time they will have participating in the event. Camporee is a great event for youth to sharpen their scout skills, and complete requirements they need for advancement. Order of the Arrow members are welcome to participate as staff members. The cost for staff members is $5. Scoutmasters and Cubmasters Scoutmasters should contact Webelos leaders in packs in their area and make arrangements to have them attend troop meetings that will pertain to Camporee preparation. Webelos who attend Camporee must be registered with a Boy Scout Troop. They must have a parent or legal guardian accompany them during the weekend, and they are welcome to camp for the entire weekend. Please discuss the rules with all adults who will be attending the Camporee, and remind all adults to allow the Senior Patrol Leader to lead the troop. Senior Patrol Leaders Please develop a Camporee program for this year s event including but not limited to: A Pioneering project (no towers over 12 ), campsite arrangement and organization. See the attached guidelines for what the judges will be looking for. Make sure to include your Webelos so that they too can be a part of the program. Remember to lead your troop by the principles of the Scout Oath, and the Scout Law. 2013 Three Rivers District Camporee This year Camporee has a Surviving the Zombie Apolcalypse theme. Each year the OA youth pick the theme as a method to try and both introduce some fun into the activities, and try to come up with unique activities and events. Barton County Park is owned and operated by Clackamas County. This is the first year of what will hopefully become an ongoing relationship with the County to utilize county parks for scouting events in our district. The park is located off of Hi-way 224 south of Boring. The Park address is 19298 SE Barton Park Rd, Boring OR. Leader Guide: 2013 Three Rivers District Camporee Page 4

GENERAL INFO All units and staff need to register online at http://www.cpcbsa.org. Go to Links, then click Online Event Registration and Three Rivers District Camporee. Fee for ALL participants, youth and adult is $10.00. Staff registration fee is $5.00. Participants registering after 5/13/12 will pay an additional $3.00 per late registered person. Please help speed the registration process by having your unit paperwork in order including; o Any pre-registration receipts for payment of participants. o Rosters, by Patrol, for each participant o Units are responsible for having in their possession all medical record forms for each participant at Camporee. Scoring for Patrols is based on number of Scouts in the Patrol so accurate rosters are important. Not allowed at Camporee; o Personal tomahawks, throwing knifes, sheath knifes. o Family pets (service animals are ok) o Camp trailers, RVs, ATVs o Gang-style clothing, clothing that reveals underwear. Special arrangements or special needs requirements need to be confirmed with the Camporee Chairman, Paul Rothi (paul.rothi@comcast.net). Class A Scout uniforms are expected at morning and evening Flag Assembly. Class B Scout uniforms may be used for daytime activities. Safety is a paramount concern and Guide to Safe Scouting requirements will be adhered to. Webelos Scout participation is welcome and encouraged with appropriate adult leadership. Webelos dens need to register with a Boy Scout troop. Contact your local troop. Scoutmasters, contact your local Webelos dens and invite them to join your troop! Realize that special consideration may be given for all items that show a Surviving the Zombie Apocalypse theme, within Scout appropriate guidelines!!! HEADQUARTERS The Headquarters area will have someone available at all hours. Staff will have radio contact to deal with any issues and emergencies. There will be a notification system at this site. The local Fire Department is only minutes away, and they are aware that we will have a large group of people here. FIRST AID Fully qualified medical personnel will be in attendance and always available by radio or at the First Aid station. ELECTRONICS Electronic devices are not required for any activities, so we will expect the SM/SPL to communicate and enforce this rule with their troops. WATER Water will be available. PLEASE TURN OFF SPIGOTS AFTER USING. Absolutely NO dishwashing near water areas. Following Leave-No-Trace principles, waste water must be filtered/screened of all debris, and discarded broadcast style into vegetation, not near the water source. There are no showers or dishwashing facilities. KYBOS Portable toilets are provided and will be serviced during the weekend. Some will be reserved for women or staff, so please respect those designations. PARKING Parking will be adequate if everyone follows the directions of the parking guides. Please drive slow, and be kind and courteous. We should have a separate area for pull through trailers. We will require a Leader Guide: 2013 Three Rivers District Camporee Page 5

parking tag inside EVERY VEHICLE that stays on-site, for emergency purposes. CAMPSITES You will get directions to your campsite as you arrive. Site blocks are all the same size and layout. Small Units (<20) get one site, medium Units (20-40) get a double site, and large Units (>40) get a triple site. Please keep your site clean and organized. CAMPFIRES Allowed, but must be ABOVE GROUND and self-contained. Please do not dig any holes, and all traces of your fire must be removed from the site, using Leave-No-Trace principles. OFF-LIMITS Please respect all marked boundaries. The parking lot is also OFF LIMITS for ALL SCOUTS, unless accompanied by an adult. THE CLACKAMAS RIVER IS STRICTLY OFF LIMITS. There will be no water-front or water-front activities. For safety, the river will be marked off as an Off-Limits area. Anyone found in the river Off-Limits area will be sent home. Scoutmasters, your help in communicating and enforcing this rule is expected and appreciated. GARBAGE All garbage must be hauled away, using Leave-No-Trace principles. ACTIVITIES Several activities are planned for the weekend, some of these you may recognize. Afternoon Patrol event ribbons will be given for 1 st, 2 nd, and 3 rd place. Same goes for Dutch Oven cook-off, SPL Challenge, Patrol Challenge, Campsite inspections, Pioneering projects, etc. TRAINING Two training opportunities will be offered. Scoutmasters and Assistant Scoutmasters will be able to complete leader specific training. Note that this will be a full day activity Saturday beginning at 9:30 after opening flag ceremony. Youth protection training will also be offered Saturday morning at 9:30. PIONEERING PROJECTS Pioneering structures will be judged on theme, correctness and tightness of lashings, safety of the structure and creativity. If towers are involved, they cannot exceed 12 feet in height. OC BACKPACK BUDDIES Once again this year we are trying to incorporate a community service component into Camporee. We are asking EACH individual to bring one food item to support the OC Backpack Buddies. Backpack Buddies provides food for school age children on the subsidized lunch program to take home on the weekends. We will collect this at registration. This organization provides meals for children that they can prepare on the weekend without supervision. Many children in our area do not receive any food between school lunch on Friday and school breakfast on Monday. The program is sponsored by 4 local churches and mainly targeted towards grade school aged children. PLEASE support this program by asking each of your participants to the Camporee to donate one food item (or more if you want to!) from the following list. If everyone of the 500 participants provides just one food item, we will send 50 children home with food for the weekend!!!! Food items are best that don t need additional ingredients, tools, and that children can fix themselves! Soups or chili (the best kind are pop-top cans or boxes) Easy Macs (NOT normal M&C which require more ingredients) Juice pouches, box drinks Packaged snacks, lunchables, granola bars Fruit cups (such as applesauce, fruit cocktail, pudding, etc.) Leader Guide: 2013 Three Rivers District Camporee Page 6

Dutch Oven Cook-Off 2013 This year s Dutch oven contest will be for adults only. You must be registered as a camporee attendee. The categories are as follows: 1. Entrée/Main Dish, i.e. Stew, chicken pot pie, etc. 2. Dessert, i.e. cobbler, carrot cake, etc. All entries will be judged on the following criteria: 1. Taste 70 points 2. Appearance 15 points 3. Ease of preparation 5 points 4. Creativity/originality 5 points 5. Scout appropriate 5 points There will be a first, second and third place for each category. Bonus points for additional Backpack Buddies food item! RULES 1. A recipe will accompany each entry 2. Each item must be prepared in a Dutch oven 3. Each dish will contain at least 5 portions for judging 4. Appropriate serving utensils must accompany the dish. 5. Judging will start on Saturday at 4:30 pm SHARP at the district kitchen area. 6. Dishes arriving later than 4:30 will lose 5 points for each minute they are late. Judges committee will consist of at least three non-partial judges. Following their tasting, remaining food will available for contestants to sample. The judges committee will provide ample plates and silverware for sampling.
