1994: SIA Fact Finding Trip to China 1995: Dewey study: Semiconductors in China: Defining American Interests 1996: China SIA President Lou Visits U.S. at SIA Invitation 1995-2000: Annual SIA Board Level China Trips 1996-2000: SIA active on China WTO Accession and Congress granting PNTR. SIA works closely with USTR accession agreement draft; especially regarding chip tariff elimination, trading and distribution rights, state invested enterprise market access, intellectual property, and antidumping laws. 1998: SIA Forms China Chapter and Establishes Scholarship at Fudan University in honor of Madam Xie Xide 1998: SIA Joins USITO 8/11/2011 2
November 2000: SIA Seventh Annual China Trip 2001 -- China accepts registrations IP protection for IC designs and eliminate its tariffs on semiconductors. 2002 2004 SIA seeks elimination of China s rebate of 11-14% of its nominal 17% Value Added Tax (VAT) for semiconductor producers in China, as this discriminates against imported chips. USTR files a WTO case and China agrees to stop the practice. u 2004 - China agrees to delay indefinitely plans to implement a proprietary encryption standard for wireless LANs (known as WAPI ) and to work with international standards bodies on wireless encryption protocols. 8/11/2011 3
2005 - Friendship visits, SIA and CSIA exchange visits including CSIA talks at UT Austin, Stanford. SIA proposes MOU for June Beijing meeting. 2006 - SIA Board meeting in Beijing includes meeting with Vice Premier Peiyan. 2006 - The China Semiconductor Industry Association (CSIA) applies for membership in World Semiconductor Council (WSC). Potential SIA- CSIA bilateral MOU pushes all WSC members to compromise on naming issue SIA to be Semiconductor Industry Association in United States for purposes of WSC. 8/11/2011 4
2007 China attends first World Semiconductor Council (WSC) meeting 2007, March - SIA opens China office, Allen Yen from Lucent Technologies appointed director. 2007, May SIA president gave a keynote speech at IC industry summit in Shanghai organized by Shanghai IC Association, and met with Shanghai vice mayor Mr. Yang. 2007, June ESH workshop for the ESH team in China, organized by SIA and CSIA and supported by WSC ESH task force. 2007, Aug. George gave a keynote speech at IC China 2007 in Shenzhen. 2007, Oct. Anne Craib gave a keynote speech at China High Tech Fair in Shenzhen, organized by CCCME and supported by SIA and USITO. 2009 -- SIA energy efficiency study presented at IC China 8/11/2011 5
2008, Jan George visited Beijing, Dalian and Xian, met with CSIA president Mr. Yu, MIIT vice minister Mr. Gou Zhongwen, Dalian vice mayor Mr. Da, Xian deputy governor Mr. Jing, etc. 2008, Jan SIA supported RECS and Allen Yen gave a speech at opening event. 2008, March SIA worked with SEMI to organize a semiconductor museum during SEMICON China 2008. 2008, June SIA Anticounterfeiting Task Force China visit 2008, Sept. - George and Allen visited Taiwan and Singapore on WSC issues. 2008, Sept. - SIA and CSIA co-organized Energy Efficiency Summit in Suzhou during IC China 2008 2008 Oct. George visited MOFCOM, MIIT, CSIA and met with MOST vice minister Cai Jianlin, and gave a speech at Beijing university. 2009, Jan SIA supported MOFCOM vice minister Jiang yaoping visited Bay area and hosted dinner for the delegation. 2009, Jan SIA hosted visit of Beijing vice mayor Gou Zhong wen (formal vice minister of MIIT) in Bay area. 2009, April George visited Beijing and met with Mr. Gou of Beijing vice mayor. 2009, May George gave a speech at Tsinghua university and met with MOFCOM vice minister Jiang yaoping with SIA delegation. 2009, May SIA Beijing office worked with CSIA to support their first time hosting the WSC in Beijing. 2009, July George visited Shanghai and met with Mr. Zou, Chairman of Shanghai IC Association, CEO of HH-NEC, and Shanghai government officials. 2009, Oct -- SIA energy efficiency study presented at IC China. Pushkar gave a keynote at IC China 2009 and had a meeting with key Chinese IC experts on ITRS. 8/11/2011 6
2010, March Rebecca Burr of Xilinx, represented SIA statistic team, gave a keynote at annual China IC market summit organized by CSIA and CCID. 2010, April George gave a speech at institute of public policy of China National Academy of Science and met with CSIA new president Mr. Jiang in Beijing. 2010, May George gave a keynote at China Beijing International high-tech Expo and international forum on development of high-tech enterprise. 2010, Sept SIA worked with CSIA to organized the China ROHS workshop. 2010, Oct George gave a keynote at IC China 2010 in Suzhou and met with Beijing vice mayor Mr. Gou in Beijing. 8/11/2011 7
