Census data for the new parliamentary constituencies in England & Wales Summary and overview Research Paper 95/94-I (Part 1 of 2 vols.) 21 August 1995 This paper, in two volumes, summarises the results of the 1991 Census of Population for the 569 new parliamentary constituencies in England and Wales. The information in the paper covers age, ethnicity, economic activity, housing tenure and housing amenities. This first volume contains tables showing the constituencies with the highest and lowest ratios for each variable, while the second volume summarises the information for all constituencies within England and Wales. Census data for the new constituencies in Scotland are not yet available, although some approximate figures may become available before the official data are published in 1996. In principle, similar data to those in this paper are available for Northern Ireland although the Final Report of the Boundary Commission for Northern Ireland will not be laid before Parliament until October 1995. Research Paper 95/94-I I Background A. Introduction The Fourth Periodical Report of the Boundary Commission for England was published on 6th June 1995 1. It recommends an increase in the number of constituencies in England from 524 to 529, of which around 340 will differ by more than 5% from any existing constituencies 2. The Welsh Boundary Commission 3 recommended two additional seats, taking its total to 40 while for Scotland 4, although the number of constituencies will remain constant at 72, there have also been significant boundary changes. This paper presents data from the Census for the new parliamentary constituencies in England and Wales. Statistics for the existing Parliamentary constituencies in England and Wales, along with some background about the Census, were presented in a series of six research papers published in April 1993 5 and similar figures for Great Britain were published by the Office of Population Censuses and Surveys (OPCS) and the General Register Office for Scotland in April 1994. Following the boundary reviews which came into force at the 1983 General Election, OPCS published Census statistics on the new boundaries in May 1984. This time, OPCS is planning to make 1991 Census statistics for the new Parliamentary constituencies in a series of monitors, and also on disk, during 1996. Until then, the data in this paper, which presents a selection of data for the new constituencies in England and Wales, will be the most comprehensive data available. The data given here are just some of the most regularly-requested Census data and a wide range of additional, more detailed, figures is available from the Census. Requests for such information should be addressed to the authors. B. Census geographies The geographical building-block for Census results in England and Wales is the enumeration district. This is the area to which individual Census enumerators are appointed. Each of these districts, around 130,000, contains an average of 200 households with about 400 persons. Generally, enumeration districts are defined so that they do not cross the boundaries of administrative areas such as counties, local authority districts or wards. Research Paper 95/94-I possible to build-up results at enumeration district level into a range of larger units. In Scotland the situation is somewhat different. Instead of enumeration districts, output areas are created which are aggregations of postcode units that best approximate 1981 enumeration districts (or sub-divisions thereof). Computer-readable versions of local area census results are made available by the Office of Population Censuses and Surveys for England and Wales and the General Register Office for Scotland. These are available for enumeration districts/output areas or aggregations of these areas, and the topic coverage is more extensive than can be encompassed within the limitations of a printed volume. There are two sets of electronic data, Local Base Statistics and Small Area Statistics. Both of these cover all the Census topics, but the Small Area Statistics can be obtained for smaller areas (enumeration districts in England and Wales) than the Local Base Statistics. Wards and civil parishes are the smallest geographic areas for which Local Base Statistics are available. In the House of Commons Library, access to machine-readable Census data is mainly confined to Local Base Statistics. This is obtained via the National On-line Manpower Information System (NOMIS), one of the Central Statistical Office's databases, from which data for wards (but not civil parishes) and their aggregates can be extracted. A full list of the Local Base Statistics tables appears in Appendix 1 and further information can be obtained from the authors (xtn 3851). C. Constituency data Census results for areas covered by the new Parliamentary Constituencies will form part of OPCS/GROS's printed output. However, these will not be published until 1996. In the meantime it is possible to aggregate Local Base Statistics at ward level to form constituency aggregates for England and Wales and these are contained in this paper. However, it is important to note that, because ward boundaries are continuously changing, these are frozen at the time of the Census and will not take account of any subsequent changes. Also, there is a time-lag between changes in local district ward boundaries being incorporated into parliamentary constituencies. This means that wards are not always conterminous with constituencies. In this paper, where this is the case, wards have been best-fitted to constituencies on the basis of the constituency in which the majority of the population are thought to reside. Those constituencies where such a process has been employed are marked with * in all tables in this paper. In four cases, wards which fail the thresholds for publishing LBS data have been combined in the LBS dataset with wards in other constituencies. The six Constituencies affected by this are marked with "**". Data for these areas may differ from those published in the future by OPCS, but any such differences should be marginal, particularly in the case of ratios. Additionally, because ward data are subject to modification to preserve anonymity, the totals for constituencies may differ from those 6

Research Paper 95/94-I compiled from raw data. However, such differences, particularly for ratios, are unlikely to be significant. In Scotland, the new constituencies are defined in terms of the regional electoral divisions which were in force for the 1994 regional council elections. These have since been replaced by different electoral areas for the new unitary authorities. Geographical work for these areas has yet to be completed in Scotland, and we are unable at present to produce Census data for the new constituencies, although some approximate figures may become available before the official data are published in 1996. Similar figures to those in this paper are, in principle, available for Northern Ireland and are available on request from the authors. Few other statistics are available for Parliamentary constituencies other than those based on the Census of Population. Monthly unemployment (claimant count) data are available from NOMIS for small areas but are at present based upon wards as they were in 1981 6 and are, therefore, of little use for analysing the new constituencies, since there have been many local boundary changes in the meantime. Statistics from the Census of Employment also suffer due to local government boundary changes. Estimates of the 1992 general election results for the new seats, derived using local election results, will be published on 11th September 1995 by Colin Rallings and Michael Thrasher of the University of Plymouth. These data will be available in the Library as soon as possible. This first volume shows the constituencies with the highest and lowest ratios for the variables which we have chosen to present. The second volume of this paper presents ratios for these variables, along with rankings, for each new constituency within England and Wales. 6 It is hoped that unemployment data will be moved to 1991 wards in the near future 7
