SEPTEMBER 2017 Start date 01-09-2017 End date 30-09-2017 Compiled by GRIT Security Services NOTE Public safety services in an improvement district are only for public space. The 24-7 public safety patrol service provided to the Muizenberg Improvement District by GRIT is focused on making it safe for people to walk in the streets and enjoy public spaces. This top-up service does not replace the services already provided by the South African Police Services (SAPS), Law Enforcement and Metro Police. Please take note that the MID Public Safety Patrollers are not permitted to enter private property and residents are responsible for their own home security and safety. That said, GRIT recognizes that what happens in public space affects the entire MID Community. This is why we collaborate closely with MCSI (the Neighborhood Watch) the MID Social Worker, Law Enforcement and SAPS to identify social problems, crime hot spots and trends in the way criminals operate. Crime Incident Response 1 Theft Muizenberg A MCSI WhatsApp alert reported that a white Toyota Tazz had been hijacked by three males who were driving towards the MID area. A MCSI WhatsApp alert reported a cyclist whose bicycle was robbed by men driving in a white mini bus taxi. A WhatsApp alert reported a bike was stolen by a man wearing a purple T-shirt and a navy rucksack. reporting a vehicle with smashed windows. reporting a blue Opel Astra where the back door window had been smashed. The MID Public Safety Officers and the patrollers were placed on high alert. The ambulance and towing services were contacted and the injured drunk driver was taken to hospital. There were no other injuries.. SAPS and LE on the scene. The MID Public Safety Officer and the patrollers were placed on high alert to look out for the thieves in the MID area. MID Public Safety Officer Zulu patrolled the area looking for the suspect. It was later reported via WhatsApp that the bike was seen in Coniston park. It is unknown if the owner opened a case. MID Public Safety Patroller Phumzile made contact with the owner of the vehicle who reported that a brown duffel bag was stolen out of the car. responded but could not ascertain who the owner of the vehicle was. 1 While the MID Patrollers record the names of complainants, their addresses and the names and descriptions of those involved in the crime, identifying information is not disclosed in this report. The motive for the attack is unknown. Our control room received a call about four armed men who opened fire in a home invasion. The suspects had fled the scene and one was injured. Received a WhatsApp message from a MID resident reporting two men who were trying to break into a white Bakkie. reporting that a woman was robbed of her belongings on the catwalk. Received a call from Securitas reporting an alleged gang rape. It was said the female victim escaped from her attackers and ran in the direction of York road. MID Public Safety Officer Hans found a car white Opel with the left passenger side door open. reporting that her vehicle had been stolen. She said the suspects jumped her fence and stole her car keys through the window of her house. MID Public Safety Officer Zulu and the patrollers searched for the suspects who were allegedly hiding behind Planet Kids in Wherry but did not find them. They suspect that they got away on a train. The MID Public Safety Officers stayed on high alert, continuing to look out for anyone behaving suspiciously. MID Public Safety Officer Zulu reported that the men were disturbed and fled the scene in an unknown vehicle. No registration number available. MID Public Safety officer Hans and Response Officer Lindekile apprehended the men with assistance from Lake Security, who were positively identified by the victim. The men were taken to the police station where the victim opened a case. and Response Officer Chris, together with SAPS responded and were threatened and pelted with stones by a group of 20 men fighting over the female victim. The female then left with her alleged assailants. No arrests were made. MID Public Safety Officer Hans inspected the vehicle and it seemed like the car tape had been stolen. He was unable to track down the owner of the vehicle. MID Public Safety Officer Fabian investigated but the suspects had fled the area. The victim opened a case of motor vehicle theft. MID Public Safety Officer Zulu monitored a white Honda Civic with two male occupants who were behaving suspiciously. monitored a man closely as he was walking down the road looking into vehicles. A MID resident told MID Public Safety Officer Zulu about two men acting suspiciously walking up and down the road.. and Response Officer Chris found a man with two mountain bikes. The man could not explain to them where he had got the bikes from. These are well known criminals in the Muizenberg area. if they continued. The men stopped and moved along. MID Public Safety Officer Hans reported it was a motorbike backfiring as it drove along. MID Public Safety Officer Zulu monitored the vehicle closely as it left the area. approached the man, saw he was intoxicated and assisted the man to his house in Albertyn road. MID Public Safety Officer Zulu found the two men and established that they were from YWAM and were making their way back to their hostel. and Chris loaded the mountain bikes onto their vehicles and handed them over to the Muizenberg Police. The man was questioned by SAPS. Fighting in Public 20 01-09-2017 21:50 Palmer reporting a man fighting in the road. investigated and found a drunk man fighting with a friend. A relative of the man took him home. 21 01-09-2017 23:05 22 03-09-2017 23:00 York York Total Crime Incident Reponses: 22 A resident reported that a man had attacked a woman with a glass beer bottle in the road after an argument between them. was approached by a member of the public reporting a man and woman fighting in front of Samira s mini supermarket. reported that the attacker had fled the scene and the woman refused any help. found the woman but the man had left the scene. The woman was advised to open a case with the police but she refused and went home. 2. Drinking of Alcohol in Public 2 10-09-2017 09:16 Vlei Total Reponses to By-Law infringements: 2 Received a WhatsApp alert from a MID resident reporting a man drinking alcohol in public space. by a member of the public. MID Public Safety Officer Hans monitored the situation as the puppy was handed over to the animal shelter staff and made sure that no fighting erupted between the parties. MID Public Safety Officer Zulu asked the man to move along and monitored him as he left the area heading towards Capricorn. 3. Ad-hoc Assistance 1 02-09-2017 01:56 Clevedon reported he found a house gate open. closed the gate. 2 21-09-2017 17:00 3 29-09-2017 14:51 Alexander Hansen Total Reponses Ad hoc Assistance: 3 MID Public Safety Officer Zulu and Response Officer Fabian found a disabled and mentally ill man bleeding from gashes above his eye. A MCSI WhatsApp alert reported that a drunken man lying in the middle of the road was vomiting and having seizures. GRIT control room contacted ambulance services who failed to arrive and then phoned eight hours later to ask if they still needed to come out! By that time the homeless man had left the area and walked towards Capricorn. MID Public Safety Officer Fabian responded and found a homeless man suffering from a severe head injury. When the ambulance failed to arrive a MID resident contacted Cape Medical Response who took the homeless man to Groote Schuur hospital. 4. Routine activities Activity Location Detail Bin Picking Monitoring All streets in the MID area Mondays and Wednesdays (8) MID Public Safety Officers closely monitor bin pickers every Monday and Wednesday morning. Those loitering, looking over property walls, hassling residents or strewing litter in the streets are asked to move along. Page 5 of 7

Public Safety for train commuters False Bay station (60) Our intervention is non-aggressive but consistent and we are pleased to report that no complaints were received from MID residents during September. MID Public Safety Officers stood down daily outside the station during departure of the early morning train and arrival of the late evening train to safeguard commuters walking along Albertyn Rd. Activity Location Detail Public Safety at Albertyn Level Crossing Albertyn Rd The Level Crossing access control is monitored throughout the day by the MID Public Safety Officers when they are in the area. They alert the relevant authorities if they find there are no authorized controllers at the level crossing. Homeless people and Car Guard Count MID AREA Social MID Office Atlantic Rd (4) Development Field workers Total Routine activities: 312 The MID Public Safety Officers do a daily count of homeless people and car guards and liaise with the MID Social worker and the MID Manager in this regard, discussing new homeless people, structures being erected and problems with street children. Trends and hotspots There were a number of hijackings and robberies during September and our Public Safety Team stayed on high alert during these incidents. We also note that ambulance services were slow to respond to calls for help this month. Given the growing concerns about violence and muggings at Sunrise Circle and on the St James/Muizenberg catwalk, we Page 6 of 7

at GRIT are pleased to have been able to assist in the case where two catwalk muggers were positively identified by the victim who opened a case at SAPS. Page 7 of 7
