ONCC ROLES AND RESPONSIBILITIES Prepare articles for community-specific newsletters and web sites. Include OMP information in ONCC Annual Report. Participate in community forums and meetings. Disseminate Frequently Asked Questions (FAQs) for OMP and Sound Insulation Programs. Residential Program - Update and distribute Sound Insulating Your Home handbook.
ONCC Structure/Organization Governed by: Intergovernmental Agreement Does not restrict affiliations with other organizations. No dues. Agreement valid through 2010, unless 2/3 vote to extend or disband. Establishes operating budget. Hires independent expert. Members may leave Commission with 60 days notice. Inclusion in decision-making in disbursement of sound insulation funds. Does not prohibit independent actions.
By-Laws Creates Officers elected by membership. Equalizes voting structure (i.e. Chicago has same vote as Des Plaines).- Forms committees for residential and school insulation, as well as technical initiatives, information, and education.

Noise Mitigation Requirements Airport Noise Management System (ANMS) Evaluate the effectiveness and applicability of the current noise monitor locations in relation to the fullbuild of the OMP and make changes as necessary, including adding new noise monitors. Ground Run-up Enclosure Relocate the GRE expeditiously to minimize any time that the facility would be unavailable for aircraft to perform ground run-ups.

Park Ridge Illinois Experiences Shift in Aircraft Noise
Runway 9L/27R Opens November 20, 2009 Runway 9L/27R has embedded weather sensors in the pavement to alert the tower of ice on the runway. Runway will be used to operate simultaneous triple parallel approaches in all weather conditions. Runway located approximately 6,900 feet north of and parallel to existing Runway 9R/27L.
ONCC Action Item Leverage capabilities of Airport Noise Management System to provide timely and detailed reporting of flight tracks, runway usage, and aircraft fleet mix to Park Ridge officials and residents.
ONCC Action Item Support school sound insulation funding for the Theodore Roosevelt Elementary School and Ebinger Elementary School.
ONCC Action Item Explore feasibility of RNAV and Continuous Descent Approach implementation for arrivals and departures for runway. Meet with chief pilots and FAA control tower management to begin dialog regarding reasonable options to mitigate aircraft noise.
ONCC Action Item Listen to residents who attend ONCC General Meetings. ONCC attends community sponsored meetings to listen to residents concerns and investigate options for noise relief.
ONCC Action Item Seek noise mitigation support from local/state legislators: regional FAA. Ask for FAA to reconsider noise metrics.

SAKEHOLDERS SUPPORT ONCC ACTIONS The FAA understands ONCC s concerns regarding Runway 9L/27R and appreciates the opportunity to work in a cooperative manner. Runway 27R experienced 2 percent of O Hare s nighttime arrivals less than anticipated FAA will provide ONCC with a monthly nighttime activity report of occurrences after 10 pm on the runway during the previous month.
