The first phase (APL1) will support: (i) institutional strengthening in the Buenos Aires Metropolitan Area (AMBA) transport sector institutions, through the creation of the Metropolitan Transport Agency or Consortium and the strengthening of its planning tools and information databases; (ii) support for the electronic ticketing scheme for the AMBA; (iii) transport infrastructure investments in the AMBA and the medium size Metropolitan Areas that are adequately prepared (an underpass and access to suburban railway improvements in AMBA; and infrastructure investments in Tucumán, Mendoza and Posadas); (iv) preparation studies for the remaining infrastructure investments identified in the AMBA and the Medium size Metropolitan Areas (a multijurisdictional project in AMBA to be identified; and infrastructure investments in Córdoba and Rosario); and (v) identification and support studies for other Metropolitan Areas that wish to join the program framework. At this stage, the Metropolitan Areas that have manifested interest in joining the program are Resistencia, Santa Fe, and Paraná. As will be seen further on, APL1 is structured around four components: (i) Creation of a Metropolitan Transport Agency (MTA) for Buenos Aires; (ii) Urban Transport improvements in Argentina#s medium size Metropolitan Areas; (iii) Public Transport Access and mode integration in Buenos Aires Metropolitan Area (AMBA); and (iv) Sectoral Training: Urban Transport Planning Master. Overall implementation progress in recent months has been affected by a number of events stemming from organizational and personnel changes following from allegations in the press last year of irregularities in the procurement and execution of some contracts financed by the project. In the last few months, thenew management of the project office has focused on reviewing past and in-progress contracts from a fiduciary perspective and making some changes in organizational structure and personnel with a view to strengthen technical and governance systems for project management. This process of review and change is close to being complete and a key focus for the Bank team in the coming months is expected to be on working jointly with new management of the project office to accelerate project implementation.
