Agency Request Details Notes Feasible Not Feasible with Explanation Done If Long Term, what steps are needed to complete task? Federal Ticket for Campfires YES Enforcement will be ongoing during fire restrictions Enact Fire Restrictions Early due to historically high fire threat from drought and bark beetles can look at earlier fire restrictions, a forest-wide restriction on fire. More long term could look at permanent ban on fire within the forest, but this would require money from Congress. Challenge here would also be changing philosophy of campfires in the forest. Implement fire restrictions whenever conditions justify Change Enforcement Hours to target evening when fires occur Scheduling of field personnel to coincide with peak illegal campfire use hours whenever possible. Late evening scheduling can be problematic with limited forest dispatch center staffing/funding shortages. District is doing what it can with available resources. Lock Gate at South Coast Ridge Road until Management Plan is done Brush South Coast Ridge Road to fire standards, remove rocks & mud Add Pit Toilets to South Coast Ridge Road No Create Campsites on South Coast Ridge Road No Maintain South Coast Ridge Road Remove trash and debris, i.e. mattress in south coast that has been there since September Signage Request and Replacement on North Coast Ridge Road - ** No Water/No Services ** Pack In / Pack Out *** High Clearance Vehicles Advised **** Map that outlines Private Property and where they are willing to look at signage requests, will Purpose of road closure needs to be clarified. Management issues need to be reviewed/planned in context of broader affected geographical area. Currently district resources are committed to custodial level management challenges. No available District staff capacity and for development of management plans. Associated geographic funding Associated for environmental geographic Road Maintenance is accomplished with cooperator (Fort Hunter Liggett), because Los Padres National Forest has inadequate road maintenance budget to cover more than infrequent maintenance cycles. District employees do accomplish periodic clean up efforts. Will review issues (e.g. mattress) to confirm National Forest locations and address accordingly. Coordination and discussion with Ventana Inn has been underway in coordination with Coastal Commission regarding replacement of information signs. willing to collaborate on signage request. Funding source needs to be identified. Road brushing is planned. Regular maintenance is accomplished with cooperator (Fort Hunter Liggett), because Los Padres National Forest has an inadequate road maintenance budget.

Signage Request at Naciemiento Summit on South Coast Ridge Road ** No Water/No Services ** Pack In / Pack Out *** High Clearance Vehicles Advised **** Map that outlines Private Property and where they are willing to look at signage requests, will Sign may be developed. Actual wording and location needs to be reviewed for concurrence. Signage Request at Naciemiento Summit to direct campers to Naciemiento and Ponderosa Camps Signage Request at Prewitt and Alms Ridge where Alms Ridge Cuts off Request Signage at Highway One and Palo Colorado Enforce/Enact No Parking on side of the road at top of Palo Colorado near Botchers Gap Replace Sign that read "Rough Road / Dead End/ No Coastal Access" "Reservations Required at Botchers Gap" willing to look at signage requests, will willing to look at signage requests, will Request for Pit Toilet at Prewitt Camp No Identify what are carrying capacity of areas based on septic limits Sign has been developed and installed at Highway 1 and Nacimiento Road for directing campers to Nacimiento and Ponderosa Campgrounds. Additional sign may be developed for Nacimiento Summit with concurrence on actual language. Review proposed sign message. Not all sites are reservable. Review of proposal needed in coordination with campground operator. Field review needed to understand issue and possible resolution in coordination with other cooperators. Associated geographic funding for environmental review/planning, purchase, installation and maintenance of new vault toilets. Designate Camping Areas at Willow Creek up top near the helo pad No Associated geographic funding for environmental review/planning, purchase, installation and maintenance of new campsites. Agency availability of capital investment funds for new camping facilities is extremely limited. Can / communicate better with local businesses when Sycamore Canyon Road is closed to prevent hospitality workers from sending people down? Maintain Sycamore Canyon Road Request List of Permitees for North Coast Ridge Road Use money from the concession to maintain the road and potholes here List of Businesses or Individuals to whom the has issued a permit to operate facilities at Anderson Peak and travel the road, and who has keys to the 3 locked gates. No Development, funding and implementation of mechanism to timely communicate with businesses needs to be identified. Concessionaire has limited authority for use of funds outside developed recreation site (Pfeiffer Beach). Need to coordinate with Lands Officer to verify whether the updated list has already been provided (?)

Congressman Using List of Permitees for North Coast Ridge Road develop maintenance agreement to maintain road and bill road permitees for cost of road maintenance Create Shuttle System to get visitors between key locations, Pfeiffer, Pfeiffer Beach, JP Burns, etc. Find Additional Dollars for Road Maintenance on the Forest 15 miles of North Coast Ridge Road are the fire line protecting Ventana to Big Creek, maintenance has not been done since Air Force left Communication with Air Force is ongoing to address road maintenance needs. FAA has previous maintenance responsibilities. as permit administrator will coordinate maintenance responsibilities among permittees. Cooperative planning effort between, County (MST),, Caltrans etc., including public involvement will be needed.

State Can / communicate better with local businesses when Sycamore Canyon Road is closed to prevent hospitality workers from sending people down? Create Shuttle System to get visitors between key locations, Pfeiffer, Pfeiffer Beach, JP Burns, etc. we can. We will do our best to communicate this information in a timely manner. This is not the responsibility of. We would be happy to work with MST to improve the public transportation services in the county Identify Funding Sources for Molera Footbridge Improve Restrooms at Point Lobos Camping by Reservation Only - Message Don't come down without a reservation Bridge is in design, needs funding, and would take some pressure off of Pfeiffer Beach This project will be funded by the when constructed Department's ADA allocation. Parks working with Carmel Area Wastewater District, is there anything else community can do to support that? We are working with CAWD and will continue to attempt to improve the restrooms. This will be difficult but we will look into the possibilities Send out copy of approved Traffic Management Coastal Commission Plan at Pfeiffer Beach/Sycamore Canyon Road Add to YourCoast.org re "Leave No Trace", Bathroom Coastal Commission Locations, etc. Present concerns to Sean Parker to see what ways his app could help use social media to educate visitors about how to leave "Big Sur Wild" Copies of approved plan provided to and Dick Ravich. We will be reviewing the YourCoast.org website and updating with pertinent data. Will also provide message and info to Sean Parker app developers. CHP Enforcement - especially of pullouts and no camping Does CHP have concurrent jurisdiction? Can they enforce camping and campfire regulations? CHP/SO// Flex Schedules so more can work together to identify ways to simply officers are present at night to enforcement, i.e. refrence sheet of codes to deal with camping issues cite on state/federal/county lands. Conduct Traffic Counts on Highway One Conduct Traffic Counts through the year at key places on Highway One to collect data about traffic volume, to define problem and identify solutions. (Where are these Key places?) Typically counts are performed every 3-years done quarterly in that year and averaged for the ADT. (1) CT has several permanent traffic census locations on the Big Sur Coast; current 2014 data for Big Sur is listed on page 5 of the report that is posted here: http://www.dot.ca.gov/trafficops/census/docs /2014_aadt_volumes.pdf (2) To perform a more detailed traffic analysis would likely require a local or regional agency sponsorship to provide funding and carry it out with CT oversight.. Further traffic analysis is possible, would need a lead agency/group to conduct a more robust traffic study. Could work with TAMC/AMBAG to seek funding. Also AMBAG would be a good link between FAST Act Funding that connect visitors to federal lands. Research a Transportation Demand Management Study - does group want to work with AMBAG to pursue a TDMS or do a refresh of CHMP? X Establish Highway One as a Toll Road Establish a Reservation System to Travel Highway One like Italy's Cinque Terre Use Cameras to Photograph License Plates for Tolls, Use $ to fund Visitor Impacts like restrooms This is not within Caltrans' authority. To impose a toll, federal law requires a free alternative route be available. State Legislation would be required to initiate after a local plan was developed http://www.dot.ca.gov/hq/tpp/grants.html http://www.ca-hwy17amp.org/ Consider Transportation Demand Management (TDM) strategies as part of a focused evaluation. Examine Area near MAF to see how to restrict parking from this narrow stretch of highway The problem is whether regulatory signage should be placed on a "site-specific" plan versus developing a general definition that can be made to define illegal parking such that all law enforcement can use that criteria to cite a violation by definition rather than by signage. Discussion needed. Consider opportunities and constraints for parking restrictions as part of a larger Transportation Demand Management evaluation.

Examine Highway to see where No Camping / No Campfire Signs could be added Establish an interagency uniform policy of action. willing to look at signage requests, will need to be coordinated with LCP guidelines, keep out of, use international symbols and not be placed in critical. Subject to adoption of local ordinances and compliance with MUTCD: http://www.dot.ca.gov/hq/traffops/engineering /mutcd/ Brush / Mow shoulders so that bikes have a true shoulder to ride in and aren't forced into the vehicle travel lane Improve timing of lights at Rio Road/Carmel Valley Road/ Ocean Avenue to reduce the queue south of Rio Road 24" inches off the outside Mowing & cutting brush is a part of Caltrans' edge of the fogline, and pave, regular maintenance activities and is done where possible, 18" inches off on a scheduled systematic basis throughout the outside of fogline. If the District. Bird nesting season (February Smith's Blue Butterfly habitat through November) limits Caltrans' ability to is an issue, can CCC look at trim brush or trees. this and provide waiver? Priorities in multi-modal transportation need to be established and cyclists need to be included in that traffic regulation. Is it appropriate for a cylist to use pedestrian facilities? Signal timing has been recently adjusted to MUTCD standards through these intersections. These standards provide for a longer Ped time to cross Highway 1 at these cross streets than the former setting. The fact that the bike trail terminates at the ped crossing for Rio Road results in the frequent use of the Ped buttons compounding the delays for motor vehicles through the signal cycle. X X New Sign Package to be Installed Soon Request was for Caltrans to Identify what signs were to be installed and their locations Turnout sign replacement package pending per MUTCD. X Pendi ng Legislators Request for Signage re: "Move Over When you have 5 or More Cars behind you" Make CEQA Exempt Caltrans efforts to expand shoulders to make maintenance and safety projects easier CT looking at adding signs at Carmel River Bridge and in South Coast, identifying good location. Also CT talking with to colocate signs re: slow cars, campfires in designated areas and develop a combined sign package. This is in the works to be rolled out soon. Turnout sign replacement package pending per MUTCD. X Pendi ng

County Signage Request at Naciemiento Ferguson and Highway One, and at Naciemiento and Fort Hunter County Public Works Liggett Enact No Parking on side of the road at top of Palo County Public Works Colorado near Botchers Gap Enforce No Parking on side of the road at top of Palo Sheriff Colorado near Botchers Gap "No Camping within 30' of centerline of roadway" " Fine is $$$" Sheriff Enforcement of No Camping / No Fires on key weekends, must be done in evenings Take Pictures of People Getting Cited, post on FB so people can use the power of social media to see that enforcement is taking place w/limited personnel. SO also requested additional signage on prohibited activity to increase ability to cite. Sheriff Enforcement Concentrated at Gates to Big Sur (Carmel Highlands and Gorda) and to Backcountry w/limited personnel???? / County TOT / State Identify Stable Funding Source for Big Sur First Responders Increased visitors and increased demand is having a significant impact on the volunteer fire brigades, with call volume at 300/year. NGO's / Partners MCCVB Market "Leave No Trace" "Keep Big Sur Wild" Educate visitors about importance of leave no trace, from litter, importance of using a bathroom BigSurGuide2016-pg2.pdf, see Sustainable Moments Campaign, featured online and in El Sur Grande MCCVB Stop Marketing Big Sur BigSurGuide2016-pg2.pdf MCCVB has balanced community concerns with resposibility to investors. Started "Sustainable Moments" campaign, focused on travel tour operators internationally and domestic. Message is sustainable and responsible, coupled with community relations on how to spread message. Will emphasize Sustainable Moments as part of hospitality culture, modeled by businesses and visitors. Building website and materials for campaign now. Also, have shifted Big Sur off of CVB messages, can cycle Big Sur back into top messaging if economic cycle changes. Not possible. Businesses and restaurants make investment in MCCVB marketing. MCCVB Messaging for Big Sur MCCVB met with Visit California and Central Coast Tourism Commission, updated on concerns and Sustainable Moments campaign. Emphasis on balanced message of responsible and safe enjoyment of coast. Also planning to meet with largest international travel trade show to articulate Sustainable Moments message to international visitors and their responsiblity to respect the places they stay, visit, etc.???? Create Radio Station (or Podcast) for Big Sur Visitors AT&T Repair At&T Landline Infrastructure in Big Sur Identify Stable Funding Source for Big Sur First??? / County TOT / S Responders Leave important information - bathroom locations, no camping on side of road, fire restrictions, Leave No Trace Perhaps a partnership with UCSC or CSUMB to have a capstone project to create a podcast on how to visit Big Sur. Infrastructure is have a significant impact on public safety during winter events as there isn't reliable cell coverage in portions of Big Sur, and businesses are also impacted when land lines go B. Saxon confimred to do presentation to down impairing their ability to MAAC on 6/17/16 in response to this issue. Increased visitors and increased demand is having a significant impact on the volunteer fire brigades, with call volume at 300/year.
