Money Advice Service Over-Indebtedness 2017 Indebtedness has been calculated for all local authorities and regions of the United Kingdom, to estimate the proportions of individuals that are likely to be over-indebted. Over-indebted" individuals are defined as those who are likely to find meeting monthly bills a "heavy burden" and/or those missing more than two bill payments within a six-month period. This information was sourced from online survey data (20,000 respondents), carried out by YouGov and Research Now in the month of July 2017. A logistic regression model was used to apply over-indebtedness to every individual in the UK, using CACI's Ocean database. "Adults" are defined to be individuals aged 18+.
