It was prepared following the last team visit in November 2013 and a workshop held with the Ministry of Autonomy, the Social and Productive Investment Fund (FPS), some departmental municipal associations and donors on March 12, 2014. The Ministry of Autonomy and FPS have completed the project implementation as planned and disbursed 96% of the IDA credit and 86% of the total budget. Overall the project is Page 1 of 14

expected to accomplish its objective by facilitating joint efforts between the national and subnational administration levels, boosting the civil society's participation in planning and agreement making, and promoting investments oriented to territorial development.
