Background Developed by The MITRE Corporation s Center for Advanced Aviation System Development (CAASD), the avionicsanalyzer tool provides fleet equipage analysis and probabilistic estimates of the Performance-Based Navigation (PBN) capability of operations in the National Airspace System (NAS). The outputs from the avionicsanalyzer, as seen in this report, are derived from a combination of NAS airport operations and avionics databases to produce current and future estimates of the PBN capability of operations. It is important to note that avionicsanalyzer s estimates for NAS airports reflect a measurement of flight operations for a given operator category that are capable of performing a given PBN capability. These estimates for current operations reflect current equipage data for the United States (U.S.) aircraft fleet derived though surveys and technical discussions from representatives from U.S. operators (primarily Part 11). While extensive, this proprietary equipage database is not comprehensive and equipage is assumed not to exist when it is unknown. The avionicsanalyzer s estimates are designed to reflect aircraft navigational readiness for PBN operations, not operator readiness or approval for PBN operations. There are many additional factors associated with operator approval, including the status of aircraft qualifications, aircrew approvals, maintenance plans, and operator benefit assumptions. The analysis in this report reflects the assumed equipment on board the aircraft necessary to achieve the specified level of performance; however, the aircrew and aircraft still may require authorization to operate based on that level of performance. This annual report is intended to inform decisions made by the Federal Aviation Administration (FAA), the Joint Planning and Development Office (JPDO), and industry stakeholders. It is also intended to be a quick reference tool for capabilities assessment and forecast that affect PBN policy decisions and procedure development. This report may be periodically updated as new information is gained. All releases, including this report, can be found on the MITRE CAASD website: http://www.mitrecaasd.org/pbncapabilityreport/ New Features The 11 edition of the Performance-Based Navigation Capability Report includes several new features and improvements, including the following: A new section, Top Aircraft Types, that identifies the top 1 aircraft types that operate at each airport and the percentage and number of operations for each aircraft type. Runway configuration information was expanded to include a larger set of configurations at each airport and the percent of flights using each configuration. by Operator Type and all flight operations data were expanded to include military operations and operations under the Part 19 designation. Equipage data was updated and additional validation of metrics was conducted. The source of flight operations data is now FAA surveillance data captured by the automation systems at the local facilities. -iii-

avionicsanalyzer Tool Design avionicsanalyzer Current Capability Estimate The avionicsanalyzer uses several data sources to estimate current aircraft capability (Figure 1). A proprietary equipage database, which consists primarily of Part 11 aircraft, is used by avionicsanalyzer to provide aircraft-specific avionics information. For aircraft not represented in the equipage database, avionicsanalyzer derives all equipped capability information from the flight plan data equipment filing. Additionally, flight operational data is used to allow avionicsanalyzer to present the capability data in terms of operations. Current Capability avionicsanalyzer Data Process Diagram avionicsanalyzer PBN Operational Forecast A future forecast model can assist in determining the percent of equipped operations in future years at an airport (Figure ). The future forecast model uses the results of the current capability model (Figure 1) and incorporates data sources, including the U.S. Air Transport (AT) Fleet Forecast and the FAA Terminal Area Forecast (TAF) to enable the future forecast functionality. The TAF provides estimates of future operations and the U.S. AT Fleet Forecast can be used to provide estimates of airframes for selected locations. The framework for developing the future forecast algorithm consisted of calculating the capable operations for the next year as a summation of the current year s capable operations, the current year s unequipped operations that will be equipped in the next year, and the new operations of the following year. The forecast in this report assumed a current fleet and a case where no existing aircraft equip with new capabilities (i.e., no retro-fits). Therefore, the future forecast is intended to be used as a conservative baseline estimate. As CAASD gains information that an operator is upgrading or retrofitting its aircraft or fleet, the new data will be used for future forecast that can be compared to the baseline. -iv-

The standards and advisory circulars published by the FAA are referenced to establish a representative list of navigational systems for each of the Area Navigation (RNAV) and Required Navigational Performance (RNP) capabilities. This table was used to derive the RNAV and RNP capabilities referenced throughout this report. The table makes a clear distinction between the navigational system that provides navigation, guidance, steering, and user functions from the -v-

navigational sensors that provide the positioning data used by the system. For example, Global Positioning System (GPS) [GPS (RNAV)] is distinct from GPS as a sensor, although the GPS (RNAV) system uses GPS as its positioning input. A checkbox on a line with a navigation system/sensor combination indicates an operation for which the combination could be approved. Federal Aviation Regulation Part 11 Aircraft Groupings The Part 11 fleet is composed of many types of aircraft and domestic operators. For this report, the Part 11 operators are broken into the following three groups: Part 11 Major Air Carriers, which consist of passenger-carrying airlines that operate wide-body and narrow-body aircraft with one or two isles and greater than 1 seats. Operators in this group may fly multiple aircraft types, including those with less than 1 seats. Part 11 Regional Carriers, which consist of passenger-carrying airlines that only fly aircraft with less than 1 seats. Part 11 Cargo Carriers, which consist of airlines that operate primarily to ship cargo. Additionally, foreign air carriers and foreign operators of U.S- registered aircraft are classified under the Part 19 designation. While not estimated individually, equipped capability estimates for Part 19 and military operations that have filed a flight plan are included in estimates for all Instrument Flight Rules (IFR) operations. All remaining aircraft are considered general aviation, which includes commercial aircraft that are not operated by Part 11 carriers. For this report, RNP-.3 RF leg capability is included to represent the subset of aircraft that have RNP-.3 capability and capability to use RF leg types. RNP AR Operational Approval is defined as aircraft having the avionics for RNP AR and operational authorization from the FAA. -vi-

Airport Data Sheets The airport data sheets are described generically on the following two pages. Additionally, the airport data sheets are supplemented by a summary data sheet of the top 5 Continental United States (CONUS) airports by operations. The summary data sheet is one page and presents an aggregate of the information found on the individual airport data sheets. The individual airport data sheets are two pages and are listed alphabetically by airport identifier. The operational data contained in the data sheets reflect operations from July, August, and September 11. Counts of published instrument procedures were determined from navigational databases as of July 11. The runway configurations cited for the airports were based on an 1-hour operational day (i.e., a.m. to midnight). The configurations listed in this report are from Aviation System Performance Metrics (ASPM) data, which provides information on airport performance and delays, and represent the most frequent configurations based on recorded traffic. While these configurations were also seen most frequently in the third quarter of 11, runway configurations depend on weather and different configurations may be used at other times of the year. Airport Key Metrics, including airport operations, were calculated from hourly ASPM data. The operations counts cited include airport arrival and departure operations. Taxi-in and taxi-out delay metrics represent the difference between actual taxi time and unimpeded taxi time. Unimpeded taxi times were determined statistically by examining historical taxi times by carrier and season under ideal weather and traffic conditions. Arrival and departure delay metrics include both gate delay, calculated as the difference between actual and scheduled gate times, and the associated taxi delay. Instrument Meteorological Conditions (IMC) percentages were calculated as the number of hours under IMC from the total airport operational hours. Ceiling and visibility criteria for visual approach conditions at each ASPM airport can be obtained at the ASPM website. The breakdown of carriers, aircraft types, and operator types for all airports represents a summary of flight operations data. An aircraft from this flight operations data may be classified as Unknown if carrier, aircraft type, or engine type information given is insufficient to be grouped into another category. -viii-
