Upon review of the concept plans, the project team plans to submit site plans for review along with a Certified Survey Map (CSM) and a Conditional Use application for the proposed land uses (commercial indoor lodging and indoor commercial entertainment). Project Boundary: FDG s proposed plan comprises approximately 2 acres of land located on the south side of West Verona Avenue between Legion Street and Half Mile Road. The site utilizes a 0.95-acre parcel currently owned by Verona West LLC and part of the adjacent parcel owned by St. Vincent De Paul; the new parcel would be created via CSM as part of a future submittal and will be contiguous to the Sugar Creek Commons General Development Plan previously approved by the City of Verona in spring of 2017. Site Plan & Land Use: FDG is proposing a development plan that will feature hotel and restaurant buildings. The hotel would consist of a 4- story, 15,000 square foot building with approximately 100 guest rooms. The attached restaurant would be a 1-story building approximately 4,500 square feet in size. The conceptual site plan has been developed to provide access to the site from West Verona Avenue via two access points, both of which use existing curb cuts. A private drive would provide access to the west end of the site and to the east a second drive would provide shared access to the hotel site and the adjacent Sugar Creek Commons mixed use development. 145 surface parking stalls are provided based on the hotel s 100-room count and estimated 11 peak-shift staff, and the typical capacity of a restaurant of this size. The proposed amount of parking is based on the fact that peak parking times are different for hotels (6pm-6am) and restaurants (6pm-midnight), and the expectation that a substantial portion of the restaurant clientele will be hotel guests. The parking is designed with multiple smaller parking lot areas, with the majority of the parking located along the sides of the hotel building. This configuration would utilize the shared driveway with Sugar Creek Commons in its current alignment, maximize the area available on the hotel and restaurant site for landscaping, and minimize aesthetic impacts to adjacent residential to the east by placing parking off of the W. Verona Ave. right-of-way between the two site buildings. The total number of stalls will be further refined for the Site Plan and Conditional Use submittals. Stormwater management facilities will be located underground. Proposed Building Height: Maximum of 4 stories / 45 feet for the hotel, and 1 story for the restaurant (measured from average grade to average mid-point of roofline) Landscape & Architectural Design: The Concept Plan proposes 4-story construction for the hotel with architectural design to create a development that is complimentary to the character of Verona and the Verona Avenue corridor. The conceptual plans have been developed utilizing Urban Commercial zoning standards, the current zoning district for this property. The proposed building alignment and architectural elements will establish an aesthetically pleasing presence on all sides of the site, with particular attention to the north and east. High quality materials will complement the neighborhood character. Site activity will be focused along West Verona Avenue. The building will be designed to provide safe access and circulation by using pedestrian sidewalks and a parking arrangement characterized by smaller parking bays and sufficient surface parking. As much parking as possible will be located behind, between or to the sides of the buildings, in order to foster a more attractive and pedestrian friendly development along W. Verona Ave.. A drive-through canopy and other elements will be used to help visitors identify building entries. Landscaping and outdoor spaces will be provided throughout the development to provide welcoming places to sit or walk around the building, including enhanced landscaping to provide visual buffers at property edges. Conceptual landscaping areas are shown on the plan surrounding the building and parking areas. Special consideration will be given to the Verona Avenue street frontage, property boundaries as well as the eastern hotel entrance that faces proposed residential and mixed-use buildings. JSD intends to formally submit for the City of Verona s CSM, Conditional Use and Site Plan review process on behalf of Forward Development Group in fall of 2017.
