Attachment 1 s a summary of my qualfcatons to make ths re vew. CONCLUSON The Project wll substantally ncrease transportaton/traffc hazards n the adjacent alley due to the proposed tandem parkng spaces whch must back onto the alley and the resultant ncremental effects when consdered wth the crculaton and parkng patterns of the surroundng propertes whch also use the alley for access. Ths alley s substandard accordng to the Cty of Los Angeles requrements wth two blnd ntersectons that result n safety and congeston problems for the project ste. Further revew/study s needed to adequately evaluate such transportaton/traffc mpact and, f feasble, mtgate those mpacts to a level of nsgnfcance. DSCUSSON My revew s based upon personal feld revew, observatons and measurements of exstng roadway geometry. Attachment 2 s a map showng the project locaton and relaton to the adjacent alley. t s mportant to note that other resdents along the alley as well as the development on the subject ste favor access to Ashton Avenue whch has a traffc sgnal to/from the heavly congested Beverly Glen. To the best of my knowledge, none of the exstng garages along the alley are confgured for tandem parkng. Certanly not enough tme for one tenant to remove a car n a tandem parkng space, park t and then remove the second car to ext. All parkng for the project at ths ste s proposed to take access from the alley, rght at the man access pont (at Ashton Avenue) for the majorty of the exstng adjacent resdental users. Of partcular concern s that the new project wll nclude tandem parkng spaces, necesstatng addtonal conflctng moves to the 392 cars per day estmated to use ths alley, Attachment 3 s an exhbt of the Cty of Los Angeles standard requrements for alleys. Accordng to my feld measurements, the alley wdth vares between 15 feet and 17 feet wde because of utlty pole placements and garbage can placements throughout the alley. There are two blnd alley ntersectons due to the property walls at ntersectons wthn the alley (see Attachment 2). The alley s substandard and changes to ts use should be revewed carefully. Attachment 4 s an abbrevated exhbt showng photos of observed congeston n the alley. Backng cars out of the project ste under exstng condtons s dffcult. Allowng a tandem parkng confguraton, frequently requrng one drver to back out and park one car n the alley so that the second car could ext would certanly exacerbate the stuaton. Attachment 5 s an llustraton of how the applcant proposes to construct tandem parkng onto the ste. As one can see, the tandem parkng would requre for ext, that the tenant back Car 2 nto the alley n order to get Car 1 out of the parkng space, then park Car 1 to put Car 2 back nto the parkng space. The reverse operaton s just as convoluted for comng back to the unt. Durng peak perods of traffc, both mornng and afternoon, tenants would sgnfcantly conflct wth exstng congeston n the alley.
