Background Information about the H Lines Evaluation Questions H Lines Overview of Service Average number of daily riders Q. Why is this study being conducted? A. The H Lines consist of important cross-wn routes that serve the residential neighborhoods of Brookland, Columbia Heights, Mt. Pleasant, Cleveland Park, and Tenleywn. They provide access multiple Metrorail stations and connections other high-ridership bus routes. This study is part of an ongoing effort on the part of Metro and its partner, the District Department of Transportation review the full range of methods for improving transit service for its riders in high-ridership transit corridors. The H Lines study is evaluating a variety of facrs that affect riders, including crowding on buses, long run times, service reliability, ease of transfers, hours of service, bus sps and other passenger facilities, and traffic issues. With 39 seats on a bus, any passenger load over 39 people means there are passengers standing on the bus. The data shown is for all H Line service. The charts show that there is not major crowding on H Line trips. An analysis was done of scheduled run times (how long an H Line trip is supposed take) versus what the actual run time for each trip is. The analysis shows that H8 and H1 trips often take longer than what is scheduled. This can lead on-time and reliability issues. Travel Speeds and Traffic Congestion Travel Speeds Congestion Travel speeds were measured during the weekday and peak periods. These speeds illustrate peak hour traffic conditions that buses must contend with along the H Lines. These travel speeds reflect roadway design, traffic levels, and wait times at signals. The maps below show that travel speeds below mph (defined as slow travel speed) are quite common along all three of the H Lines. Peak The maps below identify the volume--capacity ratios (v/c) along the H Lines in each direction for the and peak periods, by alignment section. A high v/c is an indication of congestion, where demand is approaching or exceeding the capacity of the roadway. Lower ratios indicate that existing roadway provides adequate capacity. Metrobus Service Guidelines Do the H Line routes meet Metro s own standards for service? HOURS OF SERVICE Weekday First trip in morning should arrive at trip end point no later than 7:. HOURS OF SERVICE A review of current hours of service show that hours of service guidelines are met except in the following instances: H2 eastbound in the morning arrives at Brookland Metro o late recommend on earlier trip H1 northbound in the afternoon, service ends o early recommend two additional trips. SERVICE FREQUENCY Weekday peak period (6: 9: and 3:3 6:3 ) service frequency should be at least every 1 minutes. Off-peak period service frequency should be at least every 3 minutes. SERVICE FREQUENCY A review of H Lines service frequency shows that frequency guidelines are not met on Sundays on certain portions of the line are served only by the H2 or only by the H4. No changes are recommended because adding service would result in o much service on the common portions of the line. ON-TIME PERFORMANCE 8% or more of trips on line should arrive on-time. These instances occur throughout the day and on all days of the week, though the most significant issues occur on weekdays, and at the end of the day. Additional service is being considered during those times of the day when some crowding does occur. CONNECTIVITY AND SERVICE TO KEY ACTIVITY CENTERS CONNECTIVITY AND SERVICE TO KEY ACTIVITY CENTERS Evaluation focuses on whether the line provides connectivity key adjacent activity centers and whether alternative transit connections activity center are available. The H Lines operates within a dense network of other Metrobus and Circular Lines, as well as Metrorail service, within the service area. There are no major activity centers in the service area that lack transit service and would require new service from these lines. ROUTE DIRECTNESS Evaluation focuses on whether the line makes excessive deurs off the main line bus route, thus inconveniencing through passengers. ROUTE DIRECTNESS The H lines do not have significant route diversions, except for the H2 and H4 through the Washingn Hospital Center. No changes are recommended due the large number of riders who take the H2 and H4 the Center. ROUTE SIMPLICITY AND EASE OF USE Evaluation focuses on whether the line schedule and routing is easy understand, especially for infrequent riders. ROUTE BOTTLENECKS AND CONGESTION POINTS Evaluation focuses on traffic congestion and bottlenecks that impact on-time performance and route reliability. RIDERSHIP AND PRODUCTIVITY ROUTE SIMPLICITY AND EASE OF USE The H Lines generally have direct routing that is easy understand. ROUTE BOTTLENECKS AND CONGESTION POINTS Several traffic-related issues have been identified that negatively affect bus travel times, including excessive delay and queues at intersections (particularly along Columbia Road and Irving Street), left turning vehicles blocking through traffic, and poorly coordinated signals. Utilizes the following evaluation measures assess level of route productivity: 6 Daily ridership Percent of cost covered by fares Subsidy per passenger per revenue mile Riders per trip RIDERSHIP AND PRODUCTIVITY The H Lines meet Metro s ridership standards for urban routes for all days of the week. The routes also meet the criteria for boardings per trip, cost recovery from fares, subsidy per passenger, and boardings per revenue mile.

Expand hours of service in the evening. Two additional trips one at 6:3 and one at 7:. a. Extend current H3 trips Rhode Island Avenue Metro. This will strengthen connections between the Rhode Island Avenue corridor and Columbia Heights, Mt. Pleasant, Cleveland Park, and Tenleywn. b. Expand H1 service all day service. Run off-peak trips every 3 minutes just Dupont Circle or Foggy Botm. Service would run in both directions all day. b. Convert some H4 trips in off-peak hours H3 trips avoid the Washingn Hospital Center. CHANGE ROUTING OF ROUTE H8, PROVIDE CONNECTIONS TO RHODE ISLAND AVENUE CORRIDOR (VIA ROUTE H3): a. Route H8 would run as a bi-directional loop (clockwise and counter-clockwise) that combines the current H8 routing (starting at Brookland Metro) with the H2-3-4 routing along Michigan Avenue and Columbia Road/Irving Street. The new H8 loops would serve the Washingn Hospital Center. b. All H4 trips would become H3 trips, with an extension Rhode Island Avenue Metro Station. H3 service the Washingn Hospital Center would be replaced by H8 service. 7

Preliminary Recommendations ADD TRIPS TO ROUTES H2, H3, H4, AND H8: a. Add one trip in each direction both lines between 6: and 9:, and 3: and 7:. b. Additional trips on the H2-3-4 would run as H3 trips. TRAFFIC CHANGES TO IMPROVE BUS TRAVEL TIMES AND RELIABILITY: a. Remove all on-street parking during and peak periods on Columbia Road and Irving Street in Columbia Heights provide bus-only travel lanes. b. The next step will be for the Metrobus Schedules Department complete a detailed analysis of run time and make a final decision regarding whether schedules should be adjusted more accurately reflect current operating conditions. These supervisors would ensure the on-time departure of buses, help maintain the appropriate time separation between buses, work proactively address issues on the line before they create delays, and communicate with bus drivers and passengers. POTENTIAL EXTENSION OF ROUTE H8 TO WOODLEY PARK METRO This option would have H8 buses continue serve Columbia Heights Metro. However, instead of serving Park Road and Mt. Preliminary Recommendations BEGIN THE PROCESS OF EVALUATING THE POTENTIAL FOR BUS STOP CONSOLIDATION ON THE H LINES The H Line routes were analyzed using Metro s guidelines for sp--sp distance: four five sps per mile, or approximately..2 miles apart. The second step in this process was determine whether the distance between sps would exceed the guideline of >.2 miles if a sp identified in Step 1 were eliminated. And the third part of the analysis looked at the feasibility of removing sps in terms of usage and installed amenities. s that serve Metrorail stations, have more than 2 boardings or alightings per day, or already have a shelter installed were removed from consideration as candidates for consolidation. Based on this process, 2 westbound/southbound sps and 19 eastbound/northbound sps on the H Lines were identified as o close gether based on WMATA bus sp guidelines. 18 of these sps have fewer than boardings/alightings per day. The sps identified as candidates for consolidation are outlined in the tables below. The candidate sps identified here represent only the first step in a detailed process evaluate sp consolidation. Moving forward, Metro will consider facrs such as boarding and alighting activity, the location of schools, senior housing, health facilities, and passenger amenities at existing sps when making decisions on sp consolidation.
