City Manager Briefing Report December 2015 Eric M. Soroka, ICMA-CM City Manager This report is prepared in order to inform the City Commission of the status of major projects and ongoing matters. If you have any questions, please feel free to contact me. Proposed Bike Share Program At the September Workshop Meeting, the City Commission authorized the City Administration to issue a RFP to establish a bike share program for the City. One proposal was received by the City. An overview of the proposal will be presented at the January Workshop Meeting. Shuttle Bus Peak Season Improvements The new Silver Route service commenced on October 19, 2015 and will end on February 12, 2016. Aventura City of Excellence School Highlights Over 200 students participated in the Annual Winter Showcase. Audiences were delighted in three sold out shows. 70 fourth grade students traveled to Saint Augustine to learn about Florida history. Students visited forts and a colonial village. Fifth grade students kayaked in Jonathan Dickenson Park. Students were able to see several ecosystems that they have been studying about. Saturday Academy is underway with over 90 participants. Students are being provided additional instruction in both math and reading. City Manager Briefing Report

Middle school students who earn all A s for the first quarter attended a Principal s Honor Roll breakfast with their parents. Police Department Statistics & Highlights Monthly Crime Overview Crimes from October 2015 to November 2015 that increased: Aggravated Assault increased by 1; Burglary increased by 4; Larceny increased by 9. Crimes from October 2015 to November 2015 that decreased: Robbery decreased by 1; Simple Assault decreased by 7; Theft-Auto decreased by 3. Major Capital Improvement Projects Status Report Biscayne Lake Gardens Road Resurfacing Complete Country Club Drive Sharrows & Signage Improvements Complete NE 207th Street Road Resurfacing Phase I Complete. Construction of Phase I, NE 30th Avenue east to the One Island Place guardhouse, inclusive of sidewalk, drainage and road resurfacing improvements is substantially complete. Phase II, NE 30th Avenue west to Biscayne Boulevard will commence in April 2016 to avoid left over patch work on the new roadway due to proposed water, sewer and electrical tie-ins on 207th Street by the Park Square developer and provides for a 30 day substantial completion construction time frame. NE 188th Street Park Improvements This project was placed out to bid on November 16, 2015 and was opened on December 22 2015. A bid award is scheduled for January. City Manager Briefing Report 5

Exercise Trail Improvements The bid for this project was awarded at the October Commission Meeting. The light poles have been ordered through direct purchase by the City. The poles and lights will take 12-16 weeks to fabricate. Installation will begin in March 2016. NE 191 st Street Improvements The Work Authorization for our Engineering consultant to prepare the design and bid specifications was approved at the October Commission Meeting and design is underway. NE 29th Place The City s Engineering Consultant will be submitting final design for permitting this month. Once approvals are obtained this project will be placed out for bid. Construction will commence in the spring when traffic volumes decrease. Country Club Drive Flashing Pedestrian Crossing Signs Approvals from MDC Traffic and FDOT are now expected by January 2016. Preparation of bid specifications are in process and the project will be let for bid once all approvals are obtained. Reflective Rectangular Flashing Beacons will be installed at five crosswalk locations around the perimeter of Country Club Drive replacing the existing STOP for Pedestrians. signage currently installed in the roadway.. Traffic Video Monitoring System The project is scheduled to be completed in late June, 2016. Improvements include new camera installs, wiring and switch upgrades, electrical cabinet maintenance, wireless links with new radios and antennas and testing of all new components. NE 30 th Avenue Street light Improvements Universal Electric, the City s electrical maintenance contractor was awarded the construction contract. A PO to the supplier for direct owner purchase to realize the tax savings was issued. With a 12-16 week lead time, the project can be expected to commence between mid-january and mid-february of 2016. The construction time frame is 90 calendar days and scheduled completion date is May 2016. ACES School Flashers MDC Traffic has finally approved the construction drawings and we are in the process of obtaining requests for proposals from the City s maintenance contractors. The Work Authorization has been approved and plans will be submitted for permitting by January 20, 2016. NE 213 th Street Road Resurfacing Improvements The Work Authorization has been approved and bids will be advertised by February 19, 2016. NE 213 th Street & NE 183 rd Street Seawall Improvements The Work Authorization has been approved and plans will be completed by May 2016.
